DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION – 2009/2010 EQUIPMENT ASSISTANCE GRANT ACCEPTANCE The Michigan Department of Education (MDE) has awarded the Oakland County Children’s Village Division $25,000 in grant funding for the period of July 1, 2009 through March 31, 2010. Children’s Village is seeking approval of this grant. The funds would be used to purchase and install a power washing and sanitizing pots and pans system into the Children’s Village base kitchen, which serves an average of 240 children and youth daily at 11 different locations. Commissioner Gershenson commended and thanked Ms. Overall and the Children’s Village as a whole for their work with neglected children. She suggested that the commissioners hold a General Government Committee meeting at Children’s Village so that the commissioners can familiarize themselves with what they do for neglected children and children in foster care. McGillivray moved approval of the attached suggested resolution . Supported by Taub. Motion carried unanimously on a roll call vote with Hatchett absent. 2. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – ACCEPTANCE FOR 2008 FEMA STATE HOMELAND SECURITY GRANT PROGRAM – REGIONAL FIDUCIARY The Homeland Security Division is seeking appro val of a Homeland Security grant in the amount of $3,115,375. These are Federal pass -through funds, and n o County match or in-kind match is required. Mr. Quisenberry stated that this is a regional grant that is being awarded to the City of Detroit and the Counties of Macomb, Monroe, Oakland, St. Clair, Washtenaw and Wayne . The funds are to be used to prepare these communities for threats or incidents of terrorism . Oakland County has been selected to serve as fiduciary and subgrantee to the 2008 State Homeland Security Grant Program, which requires the continuation of one full -time eligible, special revenue Homeland Security -UASI Regional SAP position; one special revenue Buyer II position and two special revenue full-time eligible Homeland Security – Reg ional SAP positions through the performance period of the grant. Up to 3% of the total award may be used by Oakland County for management and administrative expenses to cover the period of September 1, 2008 through May 31, 2011. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – ACCEPTANCE FOR 2008 FEMA STATE HOMELAND SECURITY GRANT PROGRAM – MONROE COUNTY FIDUCIARY The Homeland Security Division is seeking approval of a Homeland Security grant in the amount of $572,154. These are Federal pass -through funds, and no County match or in-kind match is required. This regional grant is being awarded to the City of Detroi t, and the Counties of Macomb, Monroe, Oakland, St. Clair, Washtenaw and Wayne. The funds are to be used to prepare these communities for threats or incidents of terrorism. The County of Monroe has requested that Oakland County serve as fiduciary for tha t county’s State Homeland Security Grant Award for the period of September 1, 2008 through May 31, 2011. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – ACCEPTANCE FOR 2008 FEMA HOMELAND SECURITY GRANT PROGRAM – OAKLAND COUNTY The Homeland Security Division is seeking approval of a Homeland Security grant in the amount of $1,700,770 for the period of September 1, 2 008 through May 31, 2011. These are Federal pass - through funds, and no County match or in -kind match is required. The funds would be used to reimburse Oakland County for qualified expenses up to, but not exceeding, $151,417 for the State Homeland Security Program and $1,549,353 for the Urban Area Security Initiative. Two special-revenue, full-time eligible Homeland Security -Regional SAP positions would be reassigned to and funded by the Regional Fiduciary Program. Jacobsen moved approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. 5. HEALTH AND HUMAN SERVICES – OPPOSITION TO MICHIGAN HOUSE BILL 4436 AMENDING THE FUNDING FOR THE OAKLAND COUNTY HEALTH DIVISION OFFICE OF SUBSTANCE ABUSE SERVICES Health and Human Services is seeking approval of a resolution that reflects that the Oakland County Board of Commissioners opposes House Bill 4436, which amends the funding for the Oakland County Health Division Office of Substance Abuse Se rvices. House Bill 4436 designates Pre-Paid Inpatient Health Plans (PIHPs) as substance abuse coordinating agencies for purposes of reimbursement with funds for substance abuse prevention, education and treatment grants. The intent of this action is to consolidate all substance abuse coordinating agencies in the State of Michigan into the PIHPs. If this Bill is passed, the Oakland County Health Division Office of Substance Abuse Services would no longer be designated as the Oakland County Substance Abus e Coordinating Agency for purposes of reimbursement. The Bill also requires fee setting for services, sliding fee establishment and coordinating care for individuals with both mental illness and substance abuse diagnoses. The Oakland County Health Division Office of Substance Abuse Services Coordinating Agency currently satisfies these requirements through their contract with the Michigan Department of Community Health Office of Drug Control Policy, which is approved annually by the Oakland County Board o f Commissioners. AGENDA Potts made a motion to take up Item #8 on the agenda at this time, since Commissioner Greimel was not available at this time to present Agenda Items #6 and #7. Supported by Taub. BOARD OF COMMISSIONERS – APPOINTMENT TO THE LIBRARY BOARD Judge Andrews’ term on the Oakland County Library Board is expiring on August 2 4, 2009. Per Miscellaneous Resolution #85192, one member of the Oakland County Library Board shall be appointed by the Oakland County Board of Commissioners upon recommendation of the Circuit Court. A recommendation letter was received by Judge Wendy Pot ts to reappoint Judge Steven N. Andrews for a new five -year term beginning August 24, 2009. Gershenson moved to report to the full Board with the recommendation that Judge Steven N. Andrews be reappointed to the Library Board for a five -year term beginning August 24, 2009. Supported by Taub. Motion carried unanimously on a roll call vote. 6. MR #09179 – BOARD OF COMMISSIONERS – SUPPORT FOR THE CONTINUATION OF THE STATE FAIR Commissioner Greimel introduced this resolution to reflect that the Oakland C ounty Board of Commissioners support s the continuation of the State of Michigan’s financial support of the Michigan State Fair and opposes any and all proposals to permanently shut down the Michigan State Fair. He indicated that the State Fair has been ar ound for about 150 years, and he expressed his concern that the Governor is considering shutting down the State Fair based on a one -year loss. Hatchett moved to report to the full Board with the recommendation that the resolution be adopted. Supported b y Jacobsen. McGillivray moved to report to the full Board with the recommendation that the last BE IT FURTHER RESOLVED paragraph be amended, as follows: BE IT FURTHER RESOLVED that copies of this resolution be sent to Governor Jennifer Granholm, and to all members of Michigan’s legislature and all county boards of commissioners in the State of Michigan. Supported by Gershenson. Motion to amend carried on a voice vote. Main motion, as amended, carried on a roll call vote with Schwartz voting no . 7. MR #09180 – BOARD OF COMMISSIONERS – REQUIRING OAKLAND COUNTY TO PARTICIPATE IN THE FEDERAL E -VERIFY PROGRAM Commissioner Greimel introduced this resolution to establish a County policy that Oakland County shall register with, participate in and utilize the E-Verify Program (or any successor program implemented by the Federal Department of Homeland Security and/or the Federal Social Security Administration) when hiring new employees after September 8, 2009. Commissioner Greimel stated that he had spoken wit h Nancy Scarlet, Director, Human Resources about this, and she had requested that the Oakland County Board of Commissioners hold off consideration of this resolution until she finds out what the federal government is going to do on this issue, and she wants to speak with Corporation Counsel to b e sure that there would be no conflict with the Oakland County Merit Rules. She indicated that the next General Government Committee meeting of September 1 4th should be sufficient time. Hatchett moved to postpone consideration of this resolution until the next General Government Committee meeting of September 14, 2009. Supported by Capello. Motion to postpone carried on a voice vote. COMMUNICATIONS A. Ingham County Board of Commissioners – Resolution #09 -199 Supporting House Bills 4785 and 4786 – Expansion of Unemployment Benefits and Acceptance of $138 Million in Federal Stimulus Funds B. Board of Road Commissioners – Minutes from Meeting of July 23, 2009 Taub moved to receive and file the communications. Supported by McGillivray. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Commissioner Gershenson asked Mr. Miller if he c ould give the committee an update on the H1N1 virus and vaccine. Mr. Miller indicated that his recommendation would be for the seasonal flu vaccine to be administered to young children, school -aged children and pregnant women because the H1N1 vaccine is not proposed to be available until mid to late October. The clinical trials are not anticipated to be completed until then. Mr. Miller stressed the importance of good hygiene.
