McGillivray PUBLIC SERVICES COMMITTEE Page 2 August 25, 2009 SHERIFF’S OFFICE – CONTINUATION OF POSITION IN THE SHERIFF’S OFFICE/CORRECTIVE SERVICE -DETENTION/INMATE PROGRAM SERVICES FOR EXPANSION OF THE ELECTRONIC PROGRAM WHICH INCLUDES THE DRIVE WHILE LICENSE SUSPENDED POPULATION The pilot electronic tether program for low risk offenders was implemented to monitor their whereabouts and enforce the conditions of release as well as an alternative to and reduce costs associated with incarceration. The program was expanded to include driving while license suspended and operating a vehicle without a license in one’s possession. To support the expansion , one GF/GP PTNE 1,000 hrs/yr Inmate Substance Abuse Technician position was created. This resolution requests the continuation of this position for three years. Taub moved approval of the attached suggested resol ution. Supported by Zack. Motion carried unanimously on a roll call vote with Middleton absent. CIRCUIT COURT – FAMILY DIVISION – OAKLAND COUNTY CHILD CARE FUND BUDGET 2009-2010 Oakland County is required to develop and submit a plan and budget for the provision of funding of foster care services to the Bureau of Juvenile Justice, Department of Human Services annually. Oakland County has been assured the recent settlement of Dwayne B. v Granholm will not adversely affect its fiscal position and the Department of Human Services is legally bound to the appropriation contained in the FY 2010 -2012 Adopted County Budget. Anticipated Expenditures are DHS - $7,789,830; Oakland County $25,529,780.99. Zack moved approval of the attached suggested resolution. Supported by Taub. Motion carried unanimously on a roll call vote. MULTIDEPARTMENTAL: SHERIFF’S OFFICE , PROSECUTING ATTORNEY AND CIRCUIT COURT – 2009 EDWARD BYRNE MEMORIAL JUSTICE ASS ISTANCE GRANT (JAG) PROGRAM – INTERGOVERNMENTAL AGREEMENT AND GRANT APPLICATION The Oakland County Sheriff’s Office, Prosecuting Attorney and Circuit Court along with nine local jurisdictions have been allocated $431,928 of funding under the 2009 Edward Byrne Memorial Justice Assistance (JAG) Program. Oakland County’s share of the award is $56,645 the remaining $375,283 will be distributed to the nine local jurisdictions based on Federal allocation. There is no grant match requirement.
