Human Resources Committee Page 2 December 2, 2009 SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CHARTER TOWNSHIP OF COMMERCE, JANUARY 1, 2010 – DECEMBER 31, 2010 The Charter Township of Commerce has expressed an interest in entering into a new one year law enforcement services agreement with the Oakland County Sheriff. The Charter Township of Commerce is requesting that two Deputy II (no-fill) positions be deleted bringing the total number of Deputy II (no-fill) positions to seventeen and one Detective Sergeant be changed to a Patrol Sergeant bringing the total number of contracted deputies to twenty-seven. Further that one marked patrol vehicle (with MDC, mobile and prep radio) be deleted from the County Fleet. Middleton moved the Human Resources Committee Report to the Board with the recommendation the above mentioned resolution be adopted. Supported by Gingell. Motion carried unanimously on a roll call vote with Scott absent. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CHARTER TOWNSHIP OF HIGHLAND, JANUARY 1, 2010 – DECEMBER 31, 2010 The Charter Township of Highland has expressed an interest in entering into a new one year law enforcement services agreement with the Oakland County Sheriff. The Charter Township of Highland is requesting that two Patrol Investigators (Deputy II’s) be deleted bringing the total number of Patrol Investigators to two and bringing the total number of contracted deputies to eighteen. Further that two marked patrol units (with MDC, mobile and prep radio) be deleted from the County Fleet. Gingell moved the Human Resources Committee Report to the Board with the recommendation the above mentioned resolution be adopted. Supported by Coleman. Motion carried unanimously on a roll call vote with Scott absent. The Charter Township of Independence is requesting that two Patrol Investigators (Deputy II’s) be deleted bringing the total number of Patrol Investigators to five and that three Deputy II (no-fill) be deleted bringing the total number of Deputy II (no-fill) to seventeen and bringing the total number of contracted deputies to twenty-six. Human Resources Committee Page 3 December 2, 2009 SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CHARTER TOWNSHIP OF OAKLAND – JANUARY 1, 2010 THROUGH DECEMBER 31, 2010 The Charter Township of Oakland has expressed an interest in entering into a new one year law enforcement services agreement with the Oakland County Sheriff. The Charter Township of Oakland is requesting that two Deputy II (no-fill) be deleted bringing the total number of Deputy II (no-fill) to ten and bringing the total number of contracted deputies to thirteen. Gingell moved the Human Resources Committee Report to the Board with the recommendation the above mentioned resolution be adopted. Supported by Coleman. Motion carried unanimously on a roll call vote with Scott absent. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CITY OF ROCHESTER HILLS – JANUARY 1, 2010 THROUGH DECEMBER 31, 2010 The City of Rochester Hills has expressed an interest in entering into a new one year law enforcement services agreement with the Oakland County Sheriff. The City of Rochester Hills is requesting one Deputy II (no-fill/no vehicle) position be added bringing the total number of Deputy II (no-fill/no-vehicle) positions to two and bringing the total number of contracted deputies to sixty. Gingell moved the Human Resources Committee Report to the Board with the recommendation the above mentioned resolution be adopted. Supported by Coleman. Motion carried on a roll call vote: Capello, Coleman, Middleton, Gosselin, Gingell, Hatchett and Jackson – yes Douglas - no Scott - absent MR #09274 – DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – ADDITIONAL ACTIONS TO INCREASE EFFICIENCY AND REDUCE COST The Department of Health and Human Services has identified opportunities for cost savings and increased efficiency. To realize savings it is proposed to close the Child Health Conference (Outreach) program, delete one GF/GP funded PTNE 1,000 hour per y ear Physician position, transfer three FTE Auxiliary Health Worker positions to other programs and change the funding from GF/GP to SR to utilize available CPBC grant funds. Middleton moved the Human Resources Committee Report to the Board with the recommendation MR #09274 be adopted. Supported by Jackson. Motion carried unanimously on a roll call vote with Scott absent. HUMAN RESOURCES DEPARTMENT – EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS Under the provisions of Section VI-H-1, of Merit System Resolution #4606 the Human Resources Department is requesting the extension of eight eligibility lists for an additional six months. Gingell moved approval of the request for extension. Supported by Coleman. Motion carried unanimously on a roll call vote with Coleman and Scott absent. Human Resources Committee Page 4 December 2, 2009 HUMAN RESOURCES DEPARTMENT FISCAL YEAR 2010 WAGE AND BENEFIT RE-OPENER FOR TEAMSTERS STATE, COUNTY AND MUNICIPAL WORKERS LOCAL 214 (OAKLAND COUNTY SHERIFF’S OFFICE – CORRECTIONAL HEALTH NURSES) The County of Oakland and Teamsters Local 214 have been negotiating a wage and benefit re- opener covering approximately 16 employees. A one year agreement has been reached for October 1, 2009 through September 30, 2010 providing for a 2.5% wage reduction and elimination of the $300 deferred compensation match effective January 2010. Hatchett moved approval of the attached suggested resolution and for Direct Referral to the Finance Committee. Supported by Coleman. Motion carried unanimously on a roll call vote with Scott absent. HUMAN RESOURCES DEPARTMENT FISCAL YEAR 2010 WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY THE GOVERNMENTAL EMPLOYEES LABOR COUNCIL The County of Oakland and the Government Employees Labor Council have been negotiating a wage and benefit re-opener covering approximately 115 employees. A one year agreement has been reached for October 1, 2009 through September 30, 2010 providing for a 2.5% wage reduction and elimination of the $300 deferred compensation match effective January 2010. Coleman moved approval of the attached suggested resolution and for Direct Referral to the Finance Committee. Supported by Middleton. Motion carried unanimously on a roll call vote with Scott absent. HUMAN RESOURCES – FISCAL YEAR 2010 COLLECTIVE BARGAINING AGREEMENT EXTENSION FOR EMPLOYEES REPRESENTED BY AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (A.F.S.C.M.E.) COUNCIL 25 LOCAL 2437 The County of Oakland and A.F.S.C.M.E. Council 25 Local 2437 have negotiated an extension of the current collective bargaining agreement for Fiscal Year 2010 for approximately 96 employees. A one year agreement has been reached for October 1, 2009 through September 30, 2010 providing for a 2.5% wage reduction and elimination of the $300 deferred compensation match effective January 2010. Capello moved approval of the attached suggested resolution and for Direct Referral to the Finance Committee. Supported by Gingell. Motion carried unanimously on a roll call vote with Scott absent. HUMAN RESOURCES – FISCAL YEAR 2010 WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY EMPLOYEES UNION (O.C.E.U.) The County of Oakland and the O.C.E.U. have been negotiating a wage and benefit re -opener covering approximately 289 employees. A one year agreement has been reached for October 1, 2009 through September 30, 2010 providing for a 2.5% wage reduction and elimination of the $300 deferred compensation match effective January 2010. Gosselin moved approval of the attached suggested resolution and for Direct Referral to the Finance Committee. Supported by Jackson. Motion carried unanimously on a roll call vote with Scott absent. OTHER BUSINESS Chairperson Douglas requested Gretchen’s House be placed on the January 13, 2010 agenda for a discussion regarding their loss of accreditation.
