SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF HIGHLAND - 2010 The Charter Township of Highland has contracted with the Oakland County Sheriff to provide law enforcement services. The Charter Township of Highland has approved a proposed amendment to the contract adding one Patrol Investigator, bringing the number of Patrol Investigators to three and the total number of contracted deputies to nineteen. In addition one semi-marked patrol vehicle with radio and MDC will be added to the county fleet. Coleman moved the Human Resources Committee Report to the Board with the recommendation the above mentioned resolution be adopted. Supported by Middleton. Motion carried unanimously on a roll call vote with Capello, Gingell and Hatchett absent. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF INDEPENDENCE - 2010 The Charter Township of Independence has contracted with the Oakland County Sheriff to provide law enforcement services. Motion carried unanimously on a roll call vote with Capello, Gingell and Hatchett absent. DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS DIVISION FY – 2010 COMMUNITY CORRECTIONS COMPREHENSIVE PLAN GRANT ACCEPTANCE The Michigan Department of Corrections has awarded Oakland County a grant in the amount of $3,793,536 to decrease prison admissions and increase utilization of community-based sanctions and services for non-violent offenders. The State will retain control of $2,110,841 to cover residential service contracts and will be able to allocate the funds between counties if necessary. The remaining $1,682,695 of grant funds affects 23 positions in the Community Corrections or the Sheriff’s Office. No County match is required. Acceptance of this grant does not obligate the County to any future commitment of service, including personnel (except the portion of Pretrial Services positions currently funded by the General Fund/General Purpose Fund) is contingent on continued future levels of grant funding. Middleton moved the Human Resources Committee Report to the Board with the recommendation the above mentioned resolution be adopted. Supported by Coleman. Motion carried unanimously on a roll call vote with Gingell and Hatchett absent. Human Resources Committee Page 3 January 13, 2010 APPOINTMENTS TO THE JOB EVALUATION REVIEW PANEL The purpose of the Job Evaluation Review Panel is to hear employee appeals resulting from Salary Grade Review Studies conducted by the Human Resources Department under Merit Rule 2. the Panel consists of five members (and alternates): Two Commissioner appointments: Eric Coleman John Scott Mattie Hatchett – alternate County Executive appointment: Gerald Poisson Judith Cunningham – alternate Circuit Court Judges’ appointment: Kevin Oeffner Rebecca Schnelz – alternate Other Elected Officials appointment: Kevin Larsen Undersheriff McCabe - alternate Gosselin moved the Human Resources Committee Report to the General Government Committee recommending the Commissioner appointments. Supported by Coleman Motion carried on a voice vote. APPOINTMENTS TO THE CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE The Classification Determination Hearing Subcommittee was established in 1995 as a subcommittee of the Human Resources Committee to hear appeals of job studies conducted by the Human Resource Department under Merit Rule 3. The Subcommittee is comprised of three Commissioner members and one alternate for one-year terms running from January 1st through December 31st each year. Subcommittee appointments: Tom Middleton Kim Capello Mattie Hatchett Eric Coleman - alternate Coleman moved the Human Resources Committee approve the above mentioned appointments. Supported by Middleton. Motion carried on a voice vote. COMMUNICATIONS – CONSENT AGENDA Gosselin moved to Receive & File Items A & B. Supported by Coleman. A. Position Change Summary Report B. Sheriff’s Office/Prosecuting Attorney – FY 2010 Narcotics Enforcement Team (NET) Grant Application Motion to Receive & File carried on a voice vote. Human Resources Committee Page 4 January 13, 2010 COMMUNICATIONS – CONSENT AGENDA C – Gretchen’s House/Little Oaks status update (verbal presentation) Nancy Scarlet reported the Little Oaks contract will expire in Ju ne 2010. RFP’s have been posted with bids due the end of January. Currently Little Oaks is near maximum capacity, 82 County employee children and 18 non County employee children are enrolled. The original contract with Gretchen’s House involved a supplement plus the County supplied the building, custodial services and various other services (IT, phone, heat, electrical, grounds maintenance, furniture, playground equipment); at a yearly cost of $186,000 to the Fringe Benefit Fund. The new RFP will not include custodial services; this service will be a cost to the vendor. One requirement will be the center achieve NAEYC accreditation within one year. At this time Gretchen’s House NAEYC accreditation has been suspended awaiting an onsite inspection. Chairperson Douglas directed Commissioners Middleton, Coleman, Jackson and herself be included in the RFP review process and selection of a vendor. She also requested when an agreement and contract is developed that it be reviewed and approved by the Finance Committee.
