Chairperson Potter called the meeting of the Public Services Committee to order at 1:33 p.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

Taub moved approval of the January 12, 2010 Minutes as written. Supported by McGillivray.
Motion carried on a voice vote.

COMMUNITY CORRECTIONS – USER NOTICE AND WARNING , AND LICENSE AND USE
INTERGOVERNMENTAL AGREEMENT FOR THE C*STAR DATABASE – 43RD DISTRICT COURT
MADISON HEIGHTS AND 43RD DISTRICT COURT HAZEL PARK
The Community Corrections Division in conjunction with the Department of Information Technology have
created a database called C*Star. This database was created to track information on offenders who enter
programs operated or paid for by the Community Correc tions Division. Some of this information is
considered confidential a nd is restricted by law and requires a policy to access, use and distribute . The
sharing of this material with criminal justice agencies increases public safety and improves the
effectiveness of criminal justice programs.
McGillivray moved approval of the attached suggested resolution. Supported by Taub.
Motion carried unanimously on a roll call vote.
SHERIFF’S OFFICE – CONTINUATION OF THE RESULTS BREATH ALCOHOL AND DRUG TESTING
PROGRAM
The Sheriff’s Office has been operating this program on a pilot basis and is requesting continuation of the
program. Drug testing fees have been established that offset the costs associated with personnel and
testing supplies. The Sheriff’s Office expects an onsite assessment for certification of the program in three
or four months. At some point the program maybe expanded to local agencies willing to contract with the
Sheriff’s Office for drug testing services. The Lab is currently operating at maximum capacity.
Zack moved approval of the attached suggested resolution . Supported by Middleton.
Motion carried unanimously on a roll call vote.

A. HAVEN-Safe Therapeutic Assault Response Team (START) October 1, 2009 – December 31,
2010 Report
Motion to Receive & File carried on a voice vote.
Commissioner Taub questioned why only 22 out of the 146 Patient initiated police reports were held over
for trial. However, no one from HAVEN was available to answer questions.

There being no other business to come before the Committee, the meeting was adjourned at 1:58 p.m.
