Gingell Mattie Hatchett Janet Jackson Human Resources Committee Page 2 February 24, 2010 MR #10025 – BOARD OF COMMISSIONERS – TO RESCIND CERTAIN LANGUAGE FROM MISCELLANEOUS RESOLUTION 09161 AND TO SET COMMISSIONER SALARY FOR THE 2011- 2012 TERM MR #09161 set Commissioner’s salary for 2011 and 2012 as a ”me too” consistent with the same percentage of salary decrease imposed on Oakland County employees for 2011 and the same for 2012. By law the Board of Commissioners is not permitted to increase or decrease their salary during their term of office. Since the voluntary 2.5% contribution to Oakland County by the Commissioners in 2010 did not lower the Commissioner’s salary and did not lower fringe benefits this resolution sets the salary for the 2011 and 2012 County Commissioner term of office at a 5% salary reduction in gross pay for 2011 and a “me too” for 2012. Gingell moved the Human Resources Committee Report to the Board with the recommendation MR #10025 be adopted. Supported by Coleman. Motion carried unanimously on a roll call vote with Hatchett absent. BOARD OF COMMISSIONERS – MEMORANDUM OF UNDERSTANDING FOR OAKLAND COUNTY’S PARTICIPATION IN THE FEDERAL E-VERIFY PROGRAM FOR EMPLOYMENT VERIFICATION MR #09180 requires Oakland County to establish a policy to register with, participate in, and utilize the E-Verify Program (or any successor program implemented by the Federal Department of Homeland Security and/or the Federal Social Security Administration when hiring new employees. E-Verify is a program that electronically confirms an employee’s eligibility to work in the United States after completion of the Employment Eligibility Verification Form I -9. This resolution designates the Chairperson of the Board (or his designee) as the person authorized to sign the Memorandum of Understanding with the Department of Homeland Security regarding Oakland County’s participation in the E-Verify Employment Eligibility Verification Program. Coleman moved approval of the attached suggested resolution. Supported by Middleton. Motion carried unanimously on a roll call vote with Hatchett absent. COMMUNICATIONS – CONSENT AGENDA Coleman moved to Receive & File Items A-C. Supported by Capello . A. Position Change Summary Report B. Personnel Appeal Board Update C. Vacancy Report Motion to Receive & File carried on a voice vote. Chairperson Douglas inquired about the status of negotiations on the Nurses contract. Nancy Scarlet reported that the nurses voted down a contract several months ago and have asked for “fact finding”. Their stance is if they take a reduction in pay they should work fewer hours. The Human Resources Department is following the recommended procedure and may “impose a contract” while continuing to negotiate. Fact finding will occur by the end of April. There are approximately 100 employees involved. Two other unions are still in negotiations, the Sheriff’s Command Officers and Road Patrol, involving approximately 500 employees.
