McGillivray PUBLIC SERVICES COMMITTEE Page 2 April 13, 2010 PROSECUTING ATTORNEY, CIRCUIT COURT – FAMILY DIVISION AND CHILDREN’S VILLAGE – PROGRAM YEAR 2010 JUVENILE ACCOUNTABILITY BOCK GRANT (JABG) ACCEPTANCE The Michigan Department of Human Services has awarded grant funding to Oakland County under the Juvenile Accountability Block Grant for the program year April 1, 2010 through March 31, 2011. Grant funding totals $132,700; $119,430 is from the State as a Federal pass -through, the balance of $13,270 is the County’s match. This program consists of three projects: Ch ildren’s Village Re-Entry Program, Circuit Court Juvenile Drug Court Art Through Photography and Prosecuting Attorney Accountability – Teen Court. The award funds one SR Probation Office r I position and contractual consultant services . Acceptance of this grant does not obligate the County to any future commitment. Continuation of the special revenue position is contingent upon future levels of grant funding. Taub moved approval of the attached suggested resolution. Supported by Zack. SHERIFF, PROSECUTING ATTORNEY - FISCAL YEAR 20 10 OAKLAND COUNTY NARCOTICS ENFORCEMENT TEAM (NET) – BYRNE GRANT ACCEPTANCE AND ADDITION OF FORFEITED VEHICLE AND OPERATING COST The Sheriff and Prosecuting Attorney have been awarded a grant in the amount of $302,720 by the Michigan State Police for funding of the Narcotics Enforcement Team (NET). County grant match is $302,720; the balance of program funding of $112,693 will come from the Sheriff and Prosecutor Drug Forfeiture Funds, for a total NET Byrne program budget of $718,133. The award partially funds the continuation of two SR Assistant Prosecutor III positions and one SR Assistant Prosecutor IV position; plus two SR Sergeant positions , and the creation of one SR Depu ty II and one SR PTNE Office Assistant II position to re-establish previous staffing levels. One forfeited vehicle will be added to the County fleet and associated operating cost totaling $6,000 will be funded from the Sheriff’s Drug Forfeiture account. Continuation of this program, including position s, are contingent upon continued grant funding and Drug Forfeiture Account funding. Zack moved approval of the attached suggested resol ution. SHERIFF’S OFFICE – CONTRACT FOR AUXILIARY DEPUTY SERVICES IN THE CITY OF PONTIAC 2010 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts with local units of government for the purpo se of providing Sheriff Patrol services. The City of Pontiac has requested that the Sheriff provide patrol services for special events within the City on an overtime basis. Taub moved approval of the attached suggested resolution. Supported by Runestad. Motion carried unanimously on a roll call vote. PUBLIC SERVICES COMMITTEE Page 3 April 13, 2010 SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE CHARTER TOWNSHIP OF ORION – 2010 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts with local units of government for the purpose of providing Sheriff Patrol services. The Charter Township of Orion has requested that a contract for marine patrol be authorized. The Sh eriff is requesting the creation of one GF/GP PTNE 640 hours/year Marine Safety Deputy I position be created contingent upon the level of funding associated with this contract. Middleton moved approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE TOWNSHIP OF ADDISON – 2010 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter int o contracts with local units of government for the purpose of providing Sheriff Patrol services. The Township of Addison has requested that a contract for marine patrol be authorized. The Sheriff is requesting the creation of one GF/GP PTNE 125 hours/year Marine Safety Deputy I position be created contingent upon the level of funding associated with this contract. Middleton moved approval of the attached suggested resolution. Supported by Zack. Motion carried unanimously on a roll call vote. INFORMATIONAL ITEMS Zack moved to Receive & File Item A. Supported by McGillivray. A. Sheriff’s Office – 2010 Highway Safety Planning (OHSP) Grant Application . Motion to Receive & File carried on a voice vote.
