Chairperson Long called the meeting of the General Government Committee to order at 9:31 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

APPROVAL OF THE AGENDA
Runestad moved the agenda with the addition of MR #10087 – Board of Commissioners –
Support Legislation Addressing Statutory Mandates as item 1. Supported by Jacobsen.
Motion carried on a voice vote.
1. MR #10087 - BOARD OF COMMISSIONERS – SUPPORT OF LEGISLATION
ADDRESSING STATUTORY MANDATES
The resolution was introduced by Commissi oner Runestad and supports the findings and
recommendations in the interim and final reports of the Legislative Commission on Statutory
Mandates; encourages the Governor, Legislature and Supreme Court to adopt and enact those
recommendations and supports legislation, including House Bills 5766, 5797 – 5802, to address the
impact of legislation on local units of government.
Representative Kowall explained that this legislation would be taken up by the Judiciary Committee
on May 5. The Committee Chair has indicated he would like to move this legislation quickly to the
full house. This legislation is supported by the Michigan Municipal League.
Taub moved to report to recommend approval of the attached suggested resolution.
Supported by Runestad .

1a. COUNTY CLERK/REGISTER OF DEEDS – ELECTIONS DIVISION – FY 2010
ELECTRONIC POLL BOOK (EPB) EQUIPMENT GRANT ACCEPTANCE
Elections is requesting authorization to accept a FY 2010 Electro nic Poll Books Equipment Grant
from the Michigan Department of State of one Laptop Computer, one Laptop Case, one Encrypted
1 gigabyte USB Flash Drive, one mouse and one Magnetic Stripe Card Reader to facilitate training
associated with the State’s Electronic Poll Book Program which will automate and document certain
voter verification and ballot tracking functions as performed by the various boards of election
inspectors at the polls and to automate updating of the Qualified Voter File voter history follow ing an
election.
Mr. Rozell explained that the system will back up to an external flash drive every 30 minutes. A
paper poll book will be available in the event the power goes out and the laptop battery dies. The
Clerk’s Office maintains county death records and they are used to keep the voter file as current as
possible. Voters who have the newer driver’s license, which contains a magnetic strip and bar
code, can have it swiped to verify their identity and then are issued a ballot. Those with older
licenses or another form of identification will fill out an application slip to be looked up in the system.
If you do not have identification, you must sign an affidavit saying you are who you claim to be and
you will be allowed to vote . If there is a federal requirement tied to you (i.e. you have registered by
mail and never appeared at a precinct before) you must show your identification first and then be
allowed to vote or you may have to visit the County Clerk/Elections Office to prove yourself.

3. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – 2010 FETAL
INFANT MORTALITY DATA ABSTRACTION AGREEMENT – GRANT ACCEPTANCE
The Health Division is requesting authorization to accept $6,480 from the Michigan Public Health
Institute in return for entering infant mortality data for Oakland County into a statewide database to
assist with statistical analysis for the period March 1, 2010 through September 30, 2010. No county
match or additional positions are required.
Ms. Forzley explained that the County is reimbursed $270 for each case interviewed and input into
the system. Data is compiled into a report aimed at reducing fetal deaths by improving child health
care systems. Recently received 2007 data appears consistent with 2000-2004 data showing that
premature births are found to be the leading cause of infant deaths. Improper pre-natal care,
smoking and obesity are significant contributing factors. Statistics for Pontiac and Southfield were
reviewed.
Commissioner Nash asked that the statis tical report be provided as an agenda communication.
Taub moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.

2. BOARD OF COMMISSIONERS – OPPOSITION TO REDUCTION IN 2011 SECONDARY
ROAD PATROL AND TRAFFIC ACCIDENT PREVENTION PROGRAM
The resolution opposes a proposed $2.6 million reduction in Secondary Road Patrol funds for any
purpose, including subsidizing the Michigan State Police Budget, and asks the Michigan Legislature
to support full funding for Fiscal Year 2011 of the Secondary Road Patrol.
Undersheriff McCabe explained that this funding was originally authorized in 1978 for counties to
patrol secondary roads, excluding state trunk line s and interstates. The Governor ha proposed
removing $2.8 million from and giving it to the State Police to avoid layoffs of State Troopers. This
funding reduction will result in the layoff of county deputies statewide, including three in Oakland
County. The Undersheriff indicated that he had attended a meeting of the State Police
Subcommittee and had expressed the Sheriff’s concerns. The House version in the Senate
eliminates the raid on this funding and is receiving favorable comments on the Senate side.
Runestad moved to recommend approval of the attached suggested resolution. Supported
by Capello.

4. BOARD OF COMMISSIONERS – AMENDMENT TO CONTRACT FOR OAKLAND
COUNTY DISCOUNT DENTAL PROGRAM
The resolution would authorize a three year contract extension with National Benefit Consulting, Inc.
(formerly Benefit Control Methods, Inc. as authorized by MR #07072) to provide a Discount Dental

Program for Oakland County residents. T he program will continue to provide for a savings of 30%
to 40% for subscribers who use those dentists participating in the program. The program provides
access to 761 dentists in Oakland County, 2,700 dentists in Michigan and over 70,000 nationwide.
The subscription cost to participate is $69.00 a year and results in a savings of 30% to 40%.
Membership allows for participation of up to nine people residing in the same residence or students
in college. No concerns regarding the cost of the program have been received.
Mr. Doyle reviewed the history of the program, including the original bidding and review process
that resulted in the selection of what is now NBC, Inc. . NBC Inc. was originally selected because
of the network they provided through De ntaMax, as well as their proposal for marketing and
program oversight. Pursuant to purchasing procedures, it is permissible to extend an existing
contract for a three -year period. There have been no complaints regarding the cost of the program.
Mr. Fitzpatrick stated that NBC, Inc. has been providing this type of service for over twenty years
and has the lowest priced on-line dental discount program in the country. No other program allows
up to 9 people to sign up for one subscriber. Some 2,000 Oakland County families, averaging 3
people, are enrolled in the program. The average family saves $800. The subscription cards can
be used as often as you need. NBC, Inc. uses DentaMax to find providers and they agree to pay
only what has been negotiated with them. You can view on line what participating dentists will
charge an enrollee. The average family saves $800 for services. There is no limit on card usage.
Jacobsen moved to recommend approval of the attached suggested resolution. Supported
by Scott.
Taub moved to amend the resolution to insert a final BE IT FURTHER RESOLVED that
after the three -year renewal expires, this contract will go out for a Request for Proposal.
Supported by Nash.

5. BOARD OF COMMISSIONERS – APPLICATION REVIEW FOR APPOINTM ENT OF
FAMILY LAW ATTORNEY TO THE FRIEND OF THE COURT CITIZENS ADVISORY
COMMITTEE
The term of the current Friend of the Court Citizens Advisory Committee Family Law Practice
Attorney member will expire June 30, 2010. Mr. Berlin has served two consecutive terms and under
the statute he is not eligible for reappointment for two years immediately following the end of this
term. Four applications for this position were provided to the General Government Committee for
review.
Hatchett moved to schedule interviews for Mr. Gornbein and Mr. Reisdorf once their
residency in Oakland County was established. Supported by Scott.
