The meeting was called to order by Chairperson Douglas at 9:30 a.m. in Committee Room A,
Auditorium Wing, County Service Center, Pontiac, Michigan.

Coleman moved to approve the minutes of April 14, 2010 as printed. Supported by
Gingell.

MR # 10082 – SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE CHARTER
TOWNSHIP OF ORION – 2010
It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to
enter into contracts with local units of government for the purpose of providing S heriff Patrol
services. The Charter Township of Orion has requested that a contract for marine patrol be
authorized. The Sheriff is requesting the creation of one GF/GP PTNE 640 hours/year Marine
Safety Deputy I position contingent upon the level of funding associated with this contract.
Gingell moved the Human Resources Committee Report to the Board with the
recommendation MR #10082 be adopted. Supported by Coleman.
Motion carried unanimously on a roll call vote with Jackson absent.
MR # 10083 - SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE TOWNSHIP
OF ADDISON – 2010
It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to
enter into contracts with local units of government for the purpose of pro viding Sheriff Patrol
services. The Township of Addison has requested that a contract for marine patrol be authorized.
The Sheriff is requesting the creation of one GF/GP PTNE 125 hours/year Marine Safety Deputy I
position contingent upon the level of funding associated with this contract.
Gingell moved the Human Resources Committee Report to the Board with the
recommendation MR #10083 be adopted. Supported by Gosselin.
Motion carried unanimously on a roll call vote with Jackson absent.
EXCEPTION TO MERIT RULE 2.10.1.2 – WATER RESOURCES COMMISSIONER SEASONAL
ADJUSTED WORK SCHEDULE
The Board of Commissioners approved a voluntary 4/40 work week in 2008. Some WRC
employees have voluntarily worked a 4/40 work week resulting in efficiencies in drive time, fuel
usage and expansion of their level of services to customers . The WRC is requesting the Board of
Commissioners approve a seasonal 4/40 work schedule for those employees deemed appropriate
by the WRC. Employees assigned to a 4/40 work schedule will be paid overtime for work over 10
hours in a work day or 40 hours in a workweek.
Middleton moved approval of the attached suggested resolution. Supported by Coleman.
Motion carried unanimously on a roll call vote with Jackson absent.
Chairperson Douglas suggested the consent agenda be acted upon at this time to allow Mr.,
Miller, Director of the Department of Health and Human Services, time to arrive. There was no
objection.

MR #10078 DEPARTMENT OF HEALTH AND HUMAN SERVICES – REORGANIZATION AND
PERSONNEL RELATED ACTIONS
The Department of Health and Human Services has reviewed their operations and proposes a
reorganization to increase efficiency and better address their technical support needs. The
proposed reorganization provides additional revenue to the County throu gh the State
reimbursement of Child Care funds, and results in an overall net savings to the County. It is
proposed to delete the position of Public Health Clinical Dentist and seven Public Health Nurse III
positions and create one FTE GF/GP Clinical Psychologist I position at Children’s Village, two FTE
GF/GP Children’s Village Case Coordinator I positions, three FTE GF/GP Youth Specialist I
positions, one FTNE 2,000 hours Public Health Clinical Dentist position, transfer one FTE Auditor II
position from Auditing to Children’s Village and laterally reclassify to Program Supervisor, plus
laterally reclassify one FTE Office Supervisor I position to Technical Assistant and move from
Health/Central Support to Health/Administration.
Middleton moved the Human Resources Committee Report to the Board with the
recommendation MR #10078 be adopted. Supported by Gingell.
Motion carried unanimously on a roll call vote with Jackson absent.

There being no further business to come before the Committee the meeting was adjourned at
10:05 a.m.
