The meeting was called to order by Chairperson Douglas at 9:34 a.m. in Committee Room A,
Auditorium Wing, County Service Center, Pontiac, Michigan.

PUBLIC COMMENT
Corporation Counsel, Judy Cunningham, expressed her concerns referencing her letter of April
6, 2010 to Sue Ann Douglas, Chairperson of the Human Resources Committee regarding an
elected member of the Personnel Appeal Board. Under sheriff McCabe concurred with
Corporation Counsel’s opinion.
Chairperson Douglas requested Corporation Counsel Report back to the Committee with
suggested solutions to modify this situation.
PARKS AND RECREATION COMMISSION AND DEPARTMENT OF FACILITIES MANAGEMENT –
TRANSFER OF OAKLAND COUNTY MARKET
Chairperson Douglas indicated this item has been removed from the agenda. There was no
objection.
MR #10102 SHERIFF’S OFFICE – CONTRACT FOR FIRE DISPATCH SERVICES FOR THE CITY OF
ROCHESTER HILLS FOR 2010 - 2013
The City of Rochester Hills has requested the Sheriff’s Office to enter into a contractual agreement
for the purpose of Fire Dispatch services. The Sheriff is requesting the creation two GF/GP
Dispatch Specialist positions. The future level of service, including the two positions, is contingent
upon the level of funding associated with this contract.
Coleman moved the Human Resources Committee Report to the Board with the
recommendation MR #10102 be adopted. Supported by Potter.
Motion carried unanimously on a roll call vote with Capello absent.

MR # 10105 SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE CHARTER
TOWNSHIP OF WEST BLOOMFIELD – 2010
It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to
enter into contracts with local units of government for the purpose of providing Sheriff Patrol
services. The Charter Township of West Bloomfield has requested that a contract for marine
patrol be authorized. The Sheriff is requesting the creation of two GF/GP PTNE 1,700 hours/year
Marine Safety Deputy I positions. Continuation of these positions is contingent on the level of
funding associated with this contract.
Middleton moved the Human Resources Committee Report to the Board with the
recommendation MR #10105 be adopted. Supported by Jackson.
Motion carried unanimously on a roll call vote.

MR # 10104 SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE VILLAGE OF
WOLVERINE LAKE – 2010
It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to
enter into contracts with local units of government for the purpose of providing Sheriff Patrol
services. The Village of Wolverine Lake has requested that a contract for marine patrol be
authorized. The Sheriff is requesting the creation of one GF/GP PTNE 125 hours/year Marine
Safety Deputy I position. Continuation of this position is contingent on the level of funding
associated with this contract.
Hatchett moved the Human Resources Committee Report to the Board with the
recommendation MR #10104 be adopted. Supported by Coleman.
Motion carried unanimously on a roll call vote.
MR # 10103 SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE CHARTER
TOWNSHIP OF COMMERCE – 2010
It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to
enter into contracts with local units of government for the purpose of providing Sheriff Patrol
services. The Charter Township of Commerce has requested that a contract for marine patrol be
authorized. The Sheriff is requesting the creation of one GF/GP PTNE 250 hours/year Marine
Safety Deputy I position. Continuation of this position is contingent on the level of funding
associated with this contract.
Potter moved the Human Resources Committee Report to the Board with the recommendation
MR #10103 be adopted. Supported by Gingell.
Motion carried unanimously on a roll call vote.
