The Committee observed a moment of silence in memory of Chairperson Potter. PUBLIC COMMENT None. APPROVAL OF April 27, 2010 MINUTES Potts moved approval of the April 27, 2010 Minutes as written. Supported by Middleton. Motion carried on a voice vote. Vice Chairperson Burns announced a change in the agenda as follows: Information Item J was moved to Action Item 8; Action Item 8 was moved to Item 9. There was no objection. McGillivray PUBLIC SERVICES COMMITTEE Page 2 June 29, 2010 52ND DISTRICT COURT – REVISIONS OF THE FY 2010, FY 2011 AND FY 2012 BUDGETS Due to budget tasks assigned by the County Executive the 52nd District Court is proposing changes at Division III; the deletion of one GF/GP PTNE 1,482 hours/year Certified Electronic Operator position and two GF/GP full-time eligible District Court Clerk II positions and creation of two GF/GP PTNE District Court Clerk II positions. Division IV is deleting one GF/GP FTE Court Clerk II position. Commissioner Potts requested the Courts to supply the Committee with an “Aging Schedule of Accounts Receivable.” Potts moved approval of the attached suggested resolution. Support ed by McGillivray. Motion carried unanimously on a roll call vote with Runestad and Taub absent. PROSECUTING ATTORNEY - REVISIONS OF THE FY 2010, FY 2011 AND FY 2012 BUDGETS Due to budget tasks assigned by the County Executive the Prosecuting Attorney has revised their budget requesting the deletion of one vacant GF/GP full time eligible Assis tant Prosecutor II position and one FTE Office Assistant II position and creation of one FTNE 2,000 hours/year Office Assistant II position. Zack moved approval of the attached suggested resol ution. Supported by Middleton. Motion carried unanimously on a roll call vote with Runestad and Taub absent. SHERIFF’S OFFICE –CONTRACT FOR AUXILIARY DEPUTY SERVICES IN THE CITY OF ROYAL OAK 2010 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts for the purpose of providing Law Enforcement Patrol services. The City of Royal Oak has requested a contract for special events on an overtime basis. McGillivray moved approval of the attached suggested resolution. Supported by Potts. Motion carried unanimously on a roll call vote with Runestad and Taub absent.. SHERIFF’S OFFICE –CONTRACT FOR FIRE DISPATCH SERVICES FOR THE CHARTER TOWNSHIP OF OAKLAND FOR 2010 - 2013 It is the policy of the Oakland County Board of Commissioners to permit the Sher iff’s Office to enter into contracts with local units of government for the purpose of Police and Fire Dispatch services. The Charter Township of Oakland has requested the Sheriff’s Office dispatch fire calls for the township . This contract is for one year longer than the normal dispatch contracts. Middleton moved approval of the attached suggested resolution. Supported by Zack. Motion carried unanimously on a roll call vote with Runestad and Taub absent. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF BRANDON – 2010 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts with local units of government for the purpose of providing Sheriff Patrol services. The Charter Township of Brandon is requesting an amendment to their contract by deleting one Patrol Investigator and one Deputy I (no -fill) position bringing the total number of contracted positions to twelve. Middleton moved approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Runestad and Taub absent. PUBLIC SERVICES COMMITTEE Page 3 June 29, 2010 SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE CHARTER TOWNSHIP OF WHITE LAKE– 2010 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts with local units of government for the purpose of providing Sheriff Patrol services. The Charter Township of White Lake has requested that a contract for marine patrol be authorized. The Sheriff is requesting the creation of one GF/GP PTNE 250 hours/year Marine Safety Deputy I position . Continuation of this position is contingent `on the level of funding associated with this contract. Middleton moved approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Runestad and Taub absent. MULTIDEPARTMENTAL: SHERIFF’S OFFICE, CIRCUIT COURT AND CHILDREN’S VILLAGE 2010 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM INTERGOVERNMENTAL AGREEMENT AND GRANT APPLICATION The Oakland County Sheriff’s Office, Circuit Court and Children’s Village along with the City of Pontiac and City of Southfield have been allocated $281,129 and have prepared an application to the U.S. Department of Justice, Office of Justice Programs for funding under the 2010 Edward Byrne Memorial Justice Assistance Program for the period of October 1, 2009 through September 30, 2013. Oakland County will receive $46,644, City of Pontiac $145,732 and City of Southfield $88,753, Oakland County will ser ve as fiduciary. There is no grant match requirement. DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS – MICHIGAN DEPARTMENT OF CORRECTIONS, OFFICE OF COMMUNITY CORRECTIONS, COMMUNITY CORRECTIONS CO MPREHENSIVE PLAN AND APPLICATION FOR FY 2011 This funding is targeted to divert non-violent offenders from prison into local jail or sentencing alternatives. The application requests funding in the amount of $1,824,345 for plans and services from October 1, 2010 through September 30, 2011. A total appropriation of $2,115,175 is requested for probation residential services, which the State now pays directly to the Probation Residential Centers as they hold the contract for all residential services. Any programs created through these funds become part of the County’s Comprehensive Community Corrections Plan. Zack moved approval of the attached suggested resolution. Supported by McGillivray. Letter 6/3/10 Department of State Police to Sheriff Bouchard Commissioner McGillivray questioned Item I, a Letter from the Department of State Police to Sheriff Bouchard. Undersheriff McCabe explained the Sheriff is contesting the State Police Law Enforcement Information Network (LEIN) fees for the period October 1, 2008 through September 30, 2009 as are most of the law enforcement agencies in the State. Commissioner McGillivray requested a list of law enforcement agencies that have paid the fees and that have not. Motion to Receive & File carried on a voice vote.
