Chairperson Long called the meeting of the General Government Committee to order at 9:32 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

1. DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION
– FY 2010 MICHIGAN COUNCIL FOR ARTS AND CULTU RAL AFFAIRS REGIONAL MINI -
GRANT ACCEPTANCE
Children’s Village is requesting authorization to accept a Michigan Council for the Arts $4,000 mini -
grant. The funds will be used to provide a hands -on art experience for kids in treatment programs
in conjunction with the Birmingham Bloomfield Art Center. Kids are transported to the Art Center
and work with several experienced artist -educators. Projects generally take about six weeks to
complete. The program’s evaluation methodology includes an assessment com ponent to expand
and adjust the program’s effectiveness. Completed artworks will be exhibited.
Taub moved approval of the attached suggested resolution. Supported by Scott.
Motion carried unanimously on a roll call vote with Jacobsen and Hatchett absent.
2. MR #10176 – BOARD OF COMMISSIONERS – RESOLUTION TO POST OAKLAND
COUNTY’S CHECK REGISTER ONLINE
The resolution was introduced by Commissioner Greimel, et al. and proposes to place the County’s
check register(s) evidencing all individual expen ditures by all County elected officials and
departments on line for easy access to the public beginning with new Fiscal Year ’11 - October 1,
2010 .
Commissioner Greimel indicated that the information would include payee’s names and dollar
amounts and wou ld not include sensitive information, such as social security or tax identification
numbers.
Commissioners asked that the resolution be referred to Finance Committee to determine the cost of
implementation as this program may impact Information Technology , Fiscal Services or the
Treasurer’s staff time.
Nash moved to report to recommend approval of the attached suggested resolution.
Supported by McGillivray.
Motion carried unanimously on a roll call vote with Jacobsen absent.
3. MR #10177 – BOARD OF COMMISSIONERS – RESOLUTION TO CREATE A “TRACK
YOUR TAXES” WEBSITE
The resolution was introduced by Commissioner Greimel, et al. and proposes to have Board of
Commissioners’ staff work with the Information Technology department to create a simple user -
friendly website to enable the public to search information by various categories regarding the
expenditure of tax dollars by the County’s various elected officials and departments beginning with
new Fiscal Year ’11 – October 1, 2010. The Michigan Attorney Gen eral has established such a
webpage.

Commissioner Greimel explained that the County currently posts financial reports and budgets on
line but these are very detailed documents and not user friendly and he would like to have
something created that would provide a distilled basic description of our budget status on a yearly
basis.
Hatchett moved to report to recommend approval of the attached suggested resolution.
Supported by Taub.

4. MR #10178 – BOARD OF COMMISSIONERS – RESOLUTION IN SUPPORT OF HB 6038
AND HB 6226
The resolution was introduced by Commissioner Greimel et al. in support of House Bills 6038 and
6226. HB 6038 would add a number of synthetic cannabinoids to Michigan’s list of Schedule 1
drugs, making it a crime to manufacture, deliver or possess with intent to deliver these drugs a
criminal offense punishable by imprisonment for not more than 7 years and or a fine of not more
than $10,000. HB 6226 would make possession of these substances a criminal offense punishable
by imprisonment for not more than 1 year and /or a fine of not more than $2,000 and would make
use of these substances a criminal offense punishable by imprisonment for not more than 90 days
and/or a fine of not more than $100.
Taub moved to report to recommend approval of the attached suggested resolution.

5. MR #10175 – BOARD OF COMMISSIONERS – ENACTMENT OF OAKLAND COUNTY
ETHICS ORDINANCE
The resolution was introduced by Commissioner Greimel, et al. and proposes to enact an Ethics
Ordinance for the County’s elected officials and employees to require the prudent ethical
expenditure of residents’ tax dollars , for the efficient, judicious and ethical administration of county
functions, including but not limited to law enforcement, economic development, health, etc. The
proposed ordinance is based on one drafted by Michigan Attorney General Mike Cox.
Commissioner Greimel explained that he had met with Judy Cunningham regarding this proposal on
Friday and was provided with some legal information that he would like to review and asked that the
committee postpone this item until the next regular meeting on August 23, 2010.
Schwartz moved to postpone the resolution until the next regular meeting of the General
Government Committee on August 23, 2010. Supported by Scott.
6. BOARD OF COMMISSIONERS – APPOINTMENT TO THE LIBRARY BOARD
One member of the Oakland County Library Board has a term that will expire on August 24, 2010.
This appointment requires a recommendation from the County Executive. The County Executive is
recommending that Robert Tera again be appointed to the Library Board for a five-year term ending
August 24, 2015.

Scott moved to report to recommend that Robert Tera be appointed to the Oakland County
Library Board for a five-year term ending August 24, 1015. Supported by Taub.
Motion carried unanimously on a roll call vote with Jacobsen absent.
7. BOARD OF COMMISSIONERS – REVIEW OF APPLICATIONS FOR THE MICHIGAN
DEPARTMENT OF HUMAN SERVICE -OAKLAND COUNTY SEAT
Applications to fill one seat on the Michigan Department of Human Services -Oakland County Board
were accepted from February until July 1 6, 2010. Nine applications were received . The incumbent
appointee has rescinded her application. The Committee decided to continue accepting
applications for several more weeks. All county commissioners will be asked for input on this
process and a not ice to accept applications until August 31, 2010 will be placed on the Board of
Commissioners’ website.
Gershenson moved to postpone consideration on these applications and to pursue
additional applicants through August 31, 2010 . Supported by Taub.
Motion carried on a voice vote.
