Chairperson Long called the meeting of the General Government Committee to order at 9:33 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

1. MR #10190 – BOARD OF COMMISSIONERS – DESIGNATING SEPTEMBER 11 – 17, 2010
AS MICHIGAN PATR IOT WEEK IN OAKLAND COUNTY
The resolution reflects that the Oakland County Board of Commissioners designates S eptember 11
– 17, 2010 as Michigan Patriot Week in Oakland County .
Taub moved to report to the full Board with the recommendation that the reso lution be
adopted. Supported by McGillivray.
Nash moved to report to the full Board with the recommendation that the 4 th WHEREAS
paragraph of the resolution be amended , as follows:
WHEREAS our nation was founded on the principles outlined in the Declara tion of
Independence and guaranteed by the Constitution, which include:

2. DEPARTMENT OF HEALTH & HUMAN SER VICES – HOMELAND SECURITY DIVISION –
PERFORMANCE GRANT AGREEMENT FOR FISCAL YEAR 2010 ACCEPTANCE
The State of Michigan has awarded Oakland County $51,628 in grant funding for the period of
October 1, 2009 through September 30, 2010. This is the 38th year of grant acceptance for this
program. The funds will be used as a reimbursement for a portion of salaries, and it is a pass-
through of Federal funds for which no County match is required. The resolution authorizes
acceptance of this grant.
Nash moved approval of the attached suggested resolution. Supported by Gershenson.
Motion carried unanimously on a roll call vote.
3. DEPARTMENT OF HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION –
ACCEPTANCE FOR 2009 MICHIGAN CITIZEN CORPS PROGRAM GRANT – OAKLAND
COUNTY
The U.S. Department of Homeland Security has awarded Oakland County a reimbursement grant in
the amount of $27,175 for the period of August 1, 2009 through April 30, 2012. The funds are to be
used for training, planning, educational outreach, exercise and equipment for the Citizen Corps
Program Partners of Community Emergency Response Teams, Medical Reserve Corps,
Neighborhood Watch, Volunteer in Police Service and Fire Corps. The resolution authorizes
acceptance of this grant.

4. DEPARTMENT OF HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION –
ACCEPTANCE FOR 2009
The U.S. Department of Homeland Security has awarded $7,892 in grant funds to Oakland County,
as fiduciary for Monroe County. The funds are to be used as a reimbursement for training,
planning, educational outreach, exercise and equipment for the Citizen Corps Program Partners of
Community Emergency Response Teams, Medical Reserve Corps, Neighborhood Watch,
Volunteer in Police Service and Fire Corps. The resolution authorizes the accept ance of this grant,
as well as Oakland County acting as fiduciary and Subgrantee for Monroe County for this grant. No
County match is required, and the County will receive compensation for acting as fiduciary.
Taub moved approval of the attached suggested resolution. Supported by Scott.

5. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – 2010 MICHIGAN
DEPARTMENT OF HUMAN SERVICES CHILD ABUSE AND NEGLECT PREVENTION GRANT
AGREEMENT ACCEPTANCE
The Michigan Department of Human Services has awarded Oakland County $292,401 in grant
funding for the period of August 1, 2010 through September 30, 2011. The grant funds will be used
to reimburse expenses associated with the Child Abuse and Neglect Prevention Program, which is
a pilot program designed to prevent child abuse and neglect of Pontiac children fr om birth to age 18
using the Nurturing Skills for Families home visitation model. This model has more than 30 years of
research from randomized, controlled trials that prove it works. There is a required grant match of
$71,912, which will come from the Title V Michigan Community Health (MCH) Block Grant and in-
kind sources.
Jacobsen moved approval of the attached suggested resolution. Supported by
Gershenson.
Taub moved to amend the 2nd WHEREAS paragraph by striking out the words “Nurse
Family Partnership” and inserting the words Nurturing Skills for Families. Supported by
Hatchett.
Motion to amend carried on a voice vote.
Main motion, as amended, carried unanimously on a roll call vote.
6. MR #10195 – BOARD OF COMMISSIONERS – RESOLUTION IN SUPPORT OF HB 4580 TO
REQUIRE SCHOOL DISTRICT TO ADOPT A COMPREHENSIVE ANTI -BULLYING POLICY
The resolution supports Michigan House Bill 4580, which would amend the Revised School Code to
require schools to adopt a policy that prohibits harassment or bullying at school. The new law
would be known as “Matt’s Safe School Law.” Copies of the Bill were passed out at today’s
meeting.

7. BOARD OF COMMISSIONERS – RESOLUTION IN SUPPORT OF HR 5297 TO ENSURE
THAT SMALL BUSINESSES HAVE ACCESS TO CAPITAL
The resolution supports HR 5297, The Small Business Lending Fund Act of 2010, which would
create a Small Business Lending Fund (SBLF). The SBLF would provide funding to the Treasury
Department to make up to $30 billion of capital investments gi ving small businesses access to
capital that would eventually be paid back with interest .
Nash moved to report to the full Board with the recommendation that the resolution be
adopted. Supported by Gershenson.

8. MR #10175 – BOARD OF COMMISSIONERS – ENACTMENT OF OAKLAND COUNTY
ETHICS ORDINANCE
The resolution was postponed from the July 12th General Government Committee meeting to allow
Commissioner Greimel to review some legal information that he received from Corporation Counsel.
The resolution proposes to enact an Ethics Ordinance for the County’s elected officials and
employees to require the prud ent ethical expenditure of residents’ tax dollars, for the efficient,
judicious and ethical administration of county functions, including but not limited to law enforcement,
economic development, and public health protection. The proposed ordinance is bas ed on one
drafted by Michigan Attorney General Mike Cox.
Commissioner Greimel explained that he had met with Corporation Counsel a couple weeks ago,
and they raised a number of questions, one of which is that ther e is a Michigan statute that
addresses conflict of interest issues at all levels of government in the State of Michigan regarding
contracts and a part of that statute prohibits local governments from passing their own laws relating
to conflict of interest in contracting. He suggested that perhaps the ordinance relating to that issue
should be removed in accordance with State law .
Nancy Scarlet indicated that staff from the Department of Human Resources was also at the
meeting with Corporation Counsel, and there were some issues with regards to th is resolution being
redundant. She said there currently is a Standard of Conduct in the Merit Rules that go along the
same sites that are in this resolution. She explained that it was her understanding that additional
conversations would occur with Human Resources to address the issues before it came back to this
committee for consideration.

Gershenson moved to report to the full Board with the recommendation that the resolution
be adopted. Supported by Schwartz.
After much discussion, Capello moved to postpone the resolution until the next regular
meeting of the General Government Committee on September 13, 2010. Supported by
Hatchett.

Hatchett moved to receive and file the Communications. Supported by Schwartz.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNME NT
Commissioner Taub expressed that copies of House Bills should be included in the meeting
packets. Commissioner Hatchett indicated that when the commissioners get their packets, it is their
responsibility to learn everything they can about what is on th at agenda before they come to the
meeting. Secondly, she said that she has been on the Oakland County Board of Commissioners for
eight years, and she has served on the General Government Committee where most of these
resolutions that support legislation a re considered, and most of the time the people presenting
these resolutions don’t bring them any of this information at all, and they ask for consideration of
their resolutions.
There being no other business to come before the committee, the meeting was a djourned at 11:17
a.m.
