CLERK/REGISTER OF DEEDS – CALENDAR YEAR 2010 ASSISTANCE FOR SURVEY, MONUMENTATION
AND REMONUMENTATION GRANT ACCEPTANCE
This is the 17th year of funding by the State of Michigan Department of Labor and Economic Growth. The
grant award of $325,381 consists of $225,381 in current program costs and $100,000 as r eimbursement for
past expedited expenditures. The program provides one SR full-time eligible GIS/CAD Technician I position
and for CY 2010 provides limited funding for personnel expenditures. To operate more cost effectively the
Register of Deeds is dele ting the current full-time eligible SR GIS/CAD Technician I position retroactive to
January 2, 2010 and using the available funding to partially reimburse one existing Plat & Boundary Review
Specialist position in charge of monitoring and administrative ma tters of the program. No additional
personnel or local match is required. Acceptance of the grant does not obligate the County to any future
commitment.
Gingell moved to Report to the Board with the recommendation this resolution be adopted. Supported
by Coleman.
Motion carried unanimously on a roll call vote with Middleton and Gosselin absent.
OAKLAND COUNTY DRIVER SAFETY POLICY
This resolution was introduced by the Risk Manager due to the recent changes to Michigan law prohibiting
certain activities on a two way communication device while driving. A written policy has been created to
specifically address driver safety and identifies certain actions beyond written laws that must be followed
while operating a County vehicle or an employees own vehicle while conducting County business. The
County Driver Safety Policy specifically specifies disciplinary action for those who are non -compliant with
the policy and is within the intent of Merit Rule 8 related to disciplinary actions. This poli cy will be given to
every employee to sign and will become a part of their permanent record.
Coleman moved approval of the attached suggested resolution. Supported by Gingell.

HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2011 COLLECTIVE BARGAINING AGREEMENT
EXTENSION FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY EMPLOYEES UNION (O.C.E.U.)
Oakland County and the Oakland County Employee s Union have been negotiating an extension of the
current collective bargaining agreement for Fiscal Year 2011 for approximately 283 employees. An
agreement has been reached providing for a 1.5% wage reduction for the period October 1, 2010 through
September 30, 2011.
Jackson moved approval of the attached suggested resolution and to refer this matter directly to the
Finance Committee. Supported by Hatchett.
Motion carried unanimously on a roll call vote with Middleton and Gosselin absent.
HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2011 WAGE RE-OPENER FOR EMPLOYEES
REPRESENTED BY THE OAKLAND COUNTY PROSECUTOR’S INVESTIGATORS ASSOCIATION
Oakland County and the Oakland County Prosecutor’s Investigators Association have negotiated a wage
rate pursuant to a wage re-opener for Fiscal Year 2011 for approximately six Prosecutor’s Investigators.
This agreement provides for a 1.5% wage decrease effective with the pay period beginning September 25,
2010.
Jackson moved approval of the attached suggested resolution and to refer this matter direct ly to the
Finance Committee. Supported by Hatchett.

HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 3RD QUARTERLY REPORT FOR FY
2010
The Salary Administration Plan provides a process for departments and employees to request a review of
the salary grade placement of classifications. The Human Resources Department is requesting two
classification changes relating to total points: Director-Library Services Grade 16 – total point decrease from
553 to 547; Sewage Treatment Supervisor I Grade 11 – total point increase from 381 to 393. In addition the
reclassification of two positions with no change in sa lary grade: Casework Supervisor to Treatment
Services Supervisor and Youth & Family Casework Supervisor to Treatment Services Supervisor. Plus the
deletion of an unused classification: Master Appraiser.
Coleman moved approval of the attached suggested resolution. Supported by Gingell.

APPEAL OF SALARY GRADE PLACEMENT BY DAVID BROWN, PUMP MAINTENANCE SUPERVISOR I, WRC,
PER MERIT RULE 2
Merit Rule 2 provides that the Hu man Resources Committee may act to either “forward the request to the
Job Evaluation Review Panel” or “file it without further action”.
David Brown is requesting an appeal of the Human Resources Department determination that concluded he
is properly classified as a Pump Maintenance Supervisor I at a salary grade 11. The Human Resources
Department is requesting that the Committee take no further action regarding this issue.
Coleman moved to Receive & File. Supported by Gingell.

JOB AUDIT APPEAL FROM RAQUEL LEWIS, ACCOUNT CLERK II, FISCAL SERVICES, PER MERIT RULE 3
Raquel Lewis cancelled her request for appeal on September 14, 2010.
