Vice Chairperson Runestad called the meeting of the Public Services Committee to order at 1:35 p.m.
in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

SHERIFF’S OFFICE – FISCAL YEAR 2011 AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA)
GRANT ACCEPTANCE
The State of Michigan Automobile Theft Prevention Authority awarded the Auto Theft Unit of the Sheriffs
Office funding in the amount of $1,209,640 for the fiscal y ear October 1, 2010 through September 30, 2011.
Oakland County’s award is $604,820 with a 50% match of $338,14 2 required. Oakland County will
distribute the remaining funds to participating municipalities. The award funds five Deputy II positions and
one Sergeant position. No new positions are created or deleted. Acceptance of this grant does not
obligate the County to any future commitment.

SHERIFF’S OFFICE – AMENDMENT #1 FOR POLICE DISPATCH SERVICE FOR OAKLA ND
COMMUNITY COLLEGE FOR 2007 -2012
At the request of Oakland Community College the Sheriff’s Office has been dispatching police calls for
Oakland Community College police. The College has requested additional services to include the entry of
warrants into the Law Enforcement Information Network. This amendment for dispatching and warrant
entry services will be charged at the rate of $8,704.99 per month for November 1, 2010 through March 31,
2011 and $9,417.16 per month for April 1, 2011 to March 31, 2012 .

SHERIFF’S OFFICE – LAW ENFORCEMENT SERVICES FOR PARKS & RECREATION COMMISSION
FOR 2011
A corrected copy of the proposed resolution was distributed to the Committee.
The Sheriff’s Office and Parks & Recreation Commission curre ntly have a contract for Law Enforcement
Services expiring on December 31, 2010. The Parks & Recreation Commission has requested that the
contract be continued for the next year at rates consistent with the rates as established by the Board of
Commissions for local units of government. To provide adequate park patrol services it is requested the
following positions be created: ten GF/GP PTNE 600 hrs/yr Park Deputy II’s, one GF/GP PTNE 500 hrs/yr
Park Deputy II, four GF/GP PTNE 500 hrs/yr Park Deputy I, and three GF/GP PTNE 1,000 hrs/ys Mounted
Deputies in the Parks Unit Patrol Services Division, Sheriff’s Office. The continuation of these positions is
contingent on future contract renewal.

SHERIFF’S OFFICE – ESTABLISHMENT OF STANDARD LAW ENFORCEMENT SERVICES
CONTRACT RATES AND CONTRACT APPROVAL – JANUARY 1, 2011 THROUGH DECEMBER 31,
2011
It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into
contracts with townships, villages and cities for the purpose of providing Sheriff patrol services. New
contract rates have been developed for the period January 1, 2011 through December 31, 2011 along with
a proposed agreement for Board approval.

SHERIFF’S OFFICE – ESTABLISHMENT OF LAW ENFORCEMENT SERVICES CONTRACT
OVERTIME RATES – JANUARY 1, 2011 THROUGH DECEMBER 31, 2011
It is the policy of the Oakland County Board of Commissioners to authorize the Sheriff’s Office to enter into
contractual agreements with various communities and organizations for the purpose of p roviding deputies
for traffic and security assignments for various activities and events. Overtime rates have been developed
for the period January 1, 2011 through December 31, 2011. The Sheriff’s Office will provide assistance
based on the availability of officers at the appropriate overtime rate and will invoice the requesting agency
at the rates established.

PROSECUTING ATTORNEY – FISCAL YEAR 2011 CRIME VICTIM RIGHTS GRANT ACCEPTANCE
The State of Michigan, Department of Community Health has awarded the Prosecuting Attorney Victim
Rights Unit grant funding in the amount of $188,900 for October 1, 2010 through September 30, 2011. No
grant match is required. This yearly grant is a fixed amount and represents partial reimbursement of the
Victim Services program. The Prosecuting Attorney’s Office is mandated by law to perform the Victim
Rights function regardless of grant reimbursement. The grant provides partial reimbursement of salaries,
fringe benefits, travel, supplies and materials for three GF/GP Victim Advocate positions an d one GF/GP
Victim Rights Leader position.

PROSECUTING ATTORNEY – FISCAL YEAR 2011 DISTRICT C OURT ADVOCACY PROGRAM –
VICTIMS OF CRIME ACT (VOCA) GRANT ACCEPTANCE
The State of Michigan Department of Community Health has awarded the Prosecuting Attorney Victims of
Crime Act (VOCA) funding in the amount of $83,710 for October 1, 2010 through Septemb er 30, 2011. The
State contribution is $66,968 and requires a County cas h match of $6,583 and $10,159 of in-kind
commitment . This award allows the continuation of one FTE SR grant funded Victim Advocate position and
continuation of in-kind volunteer contribution. The purpose is to expand and enhance local services
available to crime victims regarding their safety, rights, dignity, crisis intervention, court accompaniment,
agency referrals, assistance with compensation, healthy recovery and support service s. Continuation of
this program is contingent on continued grant funding.
