Chairperson Long called the meeting of the General Government Committee to order at 9:32 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

1. CLERK/REGISTER OF DEEDS – ELECTIONS DIVISION – AGREEMENT FOR ALLOT
LAYOUT AND PROGRAMMING SERVICES BETWEEN OAKLAND COUNTY AND LOCAL
MUNICIPALITIES
Elections is requesting authorization to enter into Interlocal agreements with various Oakland
County local units as identified in the resolution to provide services for Ballot Layout and
Programming Services at a cost of $300 per election. This action will result in an estimated
$60,000 biennial savings to local municipalities and $144,000 biennial savings to Oakland County.
Taub moved approval of the attached suggested resolution. Supported by McGillivray.
Motion carried unanimously on a roll call vote with Capello absent.
2. DEPARTMENT OF HEALTH AND HUMAN SERVICES - FY 2010 SECOND CHANCE ACT
ADULT AND JUVENILE OFFENDER REENTRY DEMONSTRATION PROJECTS -GRANT
ACCEPTANCE
Health and Human Services is requesting authorization to accept a U.S. Department of Justice,
Office of Justice Programs, Bureau of Justice Assistant and Office of Juvenile Justice D elinquency
and Prevention grant award in the amount of $656,327 for FY 2011. The grant award has a Child
Care Fund cash match of $543,319 to be shared 50/50 by the County and the State. The County
will also provide an in-kind match of $145,737. Of the total award $568,823 will be used to provide
contract services through competitive bidding. Funding will be used for a Juvenile Offender Reentry
Program for approximately 100 at-risk youths, ages 12-17, to begin immediately upon placement in
a residential treatment program to prepare them for re-entry into the community. The program will
involve youths, parents, siblings and community and services will continue for another year after
release in a wrap-around type effort to help the entire family. This is a pilot initiative and the County
will have the opportunity to receive two more years of funding to meet the goals outlined in the
grant. Oakland County is one of only six awarded this f unding nation -wide.
Ms. Long asked that a progress report be given on the programs outcomes in one year.

3. MR #10175 - BOARD – COMMISSIONERS – ENACTMENT OF OAKLAND COUNTY
ETHICS ORDINANCE
Commissioners Schwartz and Jacobsen reported that the Study Group had a very
productive meeting and that Mr. Poisson has drafted a proposal that was sent out to Study
Group members late last week but they have not had a chance to review it. Commissioner

Jacobsen indicated he had talked to Commissioner Greimel yesterday and will pass the
proposal on to him.
Schwartz moved to postpone this item until the next regular meeting of the G eneral
Government Committee – October 25, 2010. Supported by Jacobsen.

4. BOARD OF COMMISSIONERS – AMEND THE TERMS OF APPOINTMENT FOR THE
AIRPORT COMMITTEE, THE CLAIMS REVIEW COMMITTEE, THE COMMUNITY
DEVELOPMENT ADVISORY COUNCIL, THE COORDINATING ZONING COMMITTEE, THE JOB
EVALUATION REVIEW PANEL AND THE SOUTHEAST MICHIGAN COUNCIL OF
GOVERNMENTS
In continuing to review the Board of Commissioners’ processes for efficiencies, it is proposed to
amend the term of office for the Airport Committee, the Claims Review Committee, the Community
Development Advisory Council, the Coordinating Zoning Committee, the Job Evaluation Review
Panel and the Southeast Michigan Council of Governments from one -year to two-year terms
concurrent with that of the Board of Commissioners. There are no statutorily required terms for
these committees and boards.
Nash moved to recommend approval of the attached suggested resolution. Supported by
Schwartz.
Motion carried unanimously on a roll call v ote.
5. BOARD OF COMMISSIONERS – REVIEW OF APPLICATIONS FOR MICHIGAN
DEPARTMENT OF HUMAN SERVICES -OAKLAND COUNTY BOARD SEAT
The original application period ended July 16, 2010. Nine applications were submitted during that
time. One was withdraw at the applicant’s request. The committee extended the period of
application acceptance through August 31, 2010. One additional application was received. The
incumbent appointee, Ms. Dudley, has requested to withdraw the rescinding of her application and
asked that it too be included in consideration for this appointment.
Gershenson moved to interview Ms. Yerge and Ms. Dudley -White. Supported by Potts.
Motion carried on a roll call vote with Taub voting no.

OTHER BUSINESS/ADJOU RNMENT
Commissioner Potts reported that he had attended the dedication of the Adams -Pratt book
collection at the Cooley Law School. The program was very well represented and attended.
There being no other business to come before the committee, the meet ing was adjourned at 10:18
a.m.
