McGillivray PUBLIC SERVICES COMMITTEE Page 2 October 26, 2010 PUBLIC COMMENT Attorney Cowan, representing the City of Pontiac’s Emergency Financial Manager, stated the City is facing a nine million dollar operating deficit and is contemplating that the Oakland County Sheriff provide patrol and dispatch services to the citizens of the City to help in reducing the deficit. Sgt. Fagan representing the Command Officers Union of the Pontiac Police Department indicated the Union is looking forward to an agreement with the Oakland County Sheriff. Staci Watkins, Union Steward for the Dispatch Association, stated the Association was uncertain if they agree with the proposal. It is unclear how many dispatchers the Sheriff will hire to handle the almost one million calls received per year. CIRCUIT COURT/FRIEND OF THE COURT – 2011 ACCESS AND VISITATION GRANT ACCEPTANCE The State Court Administrative Office has awarded the Friend of the Court funding in the amount of $19,000 for services to be performed in conjunction with Impact Consulting, Inc. facilitating parenting time for certain cas es as determined by the Court. Continuation of this program is contingent upon continuation of State funding and does not obligate the County to any future commitment. Taub moved approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Zack absent. Commissioner Potts expressed his concern regarding the lack of funding for assistance for the “safe exchange” of children between parents at a neutral site. Ms. Hollyer stated she would gather additional information regarding the “exchange” issue. SHERIFF, PROSECUTING ATTORNEY – FISCAL YEAR 2011 OAKLAND COUNTY NARCOTICS ENFORCEMENT TEAM (NET) BYRNE- GRANT ACCEPTANCE The Michigan State Police has awarded the Sheriff and Prosecuting Attorney funding in the amount of $605,440 with a County General Fund match of $302,720. In addition Prosecutor Drug Forfeiture Account funds in the amount of $82,624 and $67,140 from the Sheriff’s forfeiture account will be used for a total NET Byrne program budget of $755,204. This funding will continue to partially fund several positions in the Prosecutor’s and Sheriff’s Departments. Continuation of this program, including positions, is contingent upon continued grant and Drug Forfeiture Account funding. Middleton moved approval of the attached suggested resolution. Supported by Potts. Taub moved to amend the NOW THEREFORE BE IT RESOLVED paragraph as follows: “NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts the O akland County NET Byrne Grant award, for the period October 1, 2010 through September 30, 2011, in the amount of $605,440, which includes $302,720. of State allocation and $302,720 of GF/GP County grant match.” Supported by Middleton. PUBLIC SERVICES COMMITTEE Page 3 October 26, 2010 SHERIFF’S OFFICE – 2010 BULLETPROOF VEST PARTNERSHIP PROGRAM GRANT ACCEPTAN CE The U.S. Department of Justice, Bureau of Justice Assistance Programs has awarded the Sheriff’s Office grant funding in the amount of $17,170.10 with a required 50% grant match of $17,170.10 for the period April 1, 2010 through September 30, 2012. The grant allows reimbursement of costs for the purchase of approved bulletproof vests for deputies. Continuation of the program is contingent upon continued reimbursement funding. Taub moved approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Zack absent. SHERIFF’S OFFICE- ESTABLISHMENT OF JAIL BOARDING FEES – JANUARY 1, 2011 THROUGH DECEMBER 31, 2011 MR #09258 established a daily jail boarding fee rate of $105.26 for 2010. The resolution also continued the policy of not charging a daily boarding fee for 2010 for housing prisoners for local units of government within Oakland County. The jail boarding fee rate for 2011 is $110.21 per day for housing out-of- County prisoners at the Oakland County Jail. Taub moved approval of the attached suggested resolution. Supported by Middleton. Motion carried unanimously on a roll call vote with Zack absent. Commissioner McGillivray requested additional information regarding the amount absorbed by the County when housing prisoners for local units of government without charge. Under sheriff McCabe stated the cost of housing one prisoner for one year is $37,311.49. Commissioner McGillivray also questioned the $3,026,326 charge by the Information Technology Department to the Sheriff for supplying computer equipment and service to the jail. Mr. Poisson will be contacted for a breakdown of this fee. SHERIFF’S OFFICE- GRANT YEAR 2010 STATE CRIMINAL ALIEN ASSISTANCE PROGRAM (SCAAP) REIMBURSEMENT GRANT ACCEPTANCE The United States Department of Justice, Bureau of Justice Assistance awarded Oakland County reimbursement funding in the amount of $66,187 for its State Criminal Alien Assistance Program. The funding is reimbursement of Corrections Officers salaries (based on a prescribed formula) for those officers directly involved in the care and maintenance of alien inmates housed in the Oakland County Jail. No county match is required. Acceptance of this grant does not obligate the County to any future commitment; and continuation of the program is contingent upon future levels of reimbursement program funding. SHERIFFS’ OFFICE – CONTRACT FOR LAW ENFORCEMENT SERVICES IN THE CITY OF PONTIAC The Sheriff’s Office is permitted to enter into contracts with Townships, Villages and Cities for the purpose of providing Sheriff patrol services. The City of Pontiac, through the Emergency Financial Manager has requested that the Oakland County Sheriff provide patrol services to the citizens of the City. The Sheriff is requesting the following position s be created in the Contracted Patrol Unit, Patrol Services Division of the Sheriff’s Office: One GF/GP Captain, two GF/GP Lieutenants, Seven GF/GP Sergeants and sixty-four GF/GP Deputy II’s. In addition twelve unmarked vehicles and twenty-two patrol vehicles with video cameras and MDC’s, 34 mobile radios an d 34 prep radios are to be added to the County Fleet. It is further requested that six GF/GP Dispatch Specialist positions be created in the Commu nications Unit, Emergency Response and Preparedness Division of the Sheriff’s Office. This contract will take effect January 1, 2011. Taub moved approval of the attached suggested resolution. Supported by Potts . Motion carried unanimously on a roll call vote with Zack absent. PUBLIC SERVICES COMMITTEE Page 4 October 26, 2010 SHERIFF’S OFFICE–CONTRACT FOR FIRE DISPATCH SERVICES FOR THE CITY OF PONTIAC FOR 2011-2012 The Sheriff’s Office enters into contractual agreements for the purpose of Police and Fire Dispatch services. The City of Pontiac, through the Emergency Financial Manager has request ed the Sheriff’s Office to dispatch fire calls for the Pontiac Fire Department. It is requested that four GF/GP Dispatch Specialist positions be created in the Sheriff Emergency Response & Preparedness Division, Communications Unit. These positions are c ontingent upon renewal of the agreement with Pontiac. Taub moved approval of the attached suggested resolution. Supported by Middleton. OAKLAND COUNTY CRIMINAL JUSTICE COORDINATING COUNCIL – FINAL REPORT The Oakland County Criminal Justice Coordinating Council was created in 2005 as the successor to the Oakland County Jail Population Task Force to discuss and develop policies and programs that would have an impact on jail overcrowding. McGillivray moved the Public Services Committee Report to the Board the “Final Report” of the Oakland County Criminal Justice Coordinating Council be accepted. Supported by Taub. Motion carried unanimously on a roll call vote with Zack absent. PROSECUTING ATTORNEY – REVISIONS OF THE FY 2011, FY 2012 AND FY 2013 BUDGETS AND RELATED POSITION CHANGES The Oakland County Executive assigned departmental budget tasks and declared a triennial budget plan for fiscal years 2011, 2012 and 2013. The Prosecutin g Attorney’s budget task included the deletion of certain positions, expenditure reductions, and revenue increases. The Prosecutor is requesting the deletion of two FTE GF/GP positions, Victim Advocate and Victim Services Supervisor. Also requested is the creation of a new classification, Victim Rights Supervisor and upwardly reclassify one Victim Rights Leader to Victim Rights Supervisor. McGillivray moved approval of the attached suggested resolution. Supported by Middleton. Motion carried unanimously on a roll call vote with Zack absent.
