Chairperson Long called the meeting of the General Government Committee to order at 9:32=1
a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in
Pontiac, Michigan.

2. DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION
– 2010/2011 FRESH FRUIT AND VEGETABLE PROGRAM GRANT ACCEPTANCE
Children’s Village is requesting authorization to accept a State of Michigan, Department of
Education, Fresh Fruit and Vegetable Prog ram grant award of $1,749.00. Children ages 6 through
12 who reside at the Village and attend the Village’s Kindergarten through Sixth Grade Self -
Contained Classroom will receive fresh fruit and vegetables during each mid -morning and mid -
afternoon class session, along with nutrition education programming.
Ms. Overall reported that Children’s Village had started their own garden as part of their program.
Commissioner Gershenson asked if the vendors at the County Farmers’ Market could be utilized for
this program.
Mr. Miller explained that the market was contacted and told that if its vendors were interested in
participating, they would each have to become county vendors through the county purchasing
division.
Taub moved approval of the attached sugge sted resolution. Supported by Gershenson.
Motion carried unanimously on a roll call vote with Jacobsen, Capello and Hatchett absent .
3. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HOMELAND SECURITY DIVISION
– OUTDOOR WARNING SYSTEM EXPANSION – COMMERCE TOWNSHIP
Homeland Security is requesting authorization to enter into an intergovernmental agreement with
Commerce Township for the purchase of four sirens as part of the County’s Outdoor Warning
System. The township will pay 75% of the total cost and the County will pay the remaining 25% of
cost, will retain ownership and will be responsible for maintenance and electrical costs of the sirens.
Scott moved approval of the attached suggested resolution. Supported by Taub.
Scott moved to amend the resolutio n to authorize that the Chairperson of the Board of
Commissioners to sign the agreement. Supported by Taub.
Motion carried on a voice vote.
Main motion, as amended, carried unanimously on a roll call vote with Jacobsen, Capello
and Hatchett absent.

SERVICES-OAKLAND COUNTY BOARD

The term of one member of the Michigan Department of Human Services -Oakland County Board
has expired as of October 31, 2010. Dr. Grenae Dudley -White, the previous appointee, and Mary
Ann Jerge were interviewed.
It was decided to complete the rest of the regular agenda before proceeding with a vote.
4. MR #10175 - BOARD – COMMISSIONERS – ENACTMENT OF OAKLAND COUNTY
ETHICS ORDINANCE
It was reported that Commis sioner Jacobsen has been in contact with Commissioner Greimel on
the status of this proposal and Commissioner Runestad advised that the Study Group had not been
able to convene again but would do so to review Mr. Poisson’s proposal prior to the next Genera l
Government Committee meeting.
Runestad moved to postpone this item until the next regular meeting of th e General
Government Committee on November 29, 2010. Supported by Schwartz.
Motion carried on a voice vote.
5. BOARD OF COMMISSIONERS – IN SUPPORT OF IMMEDIATE CONGRESSIONAL
ACTION TO AUTHORIZE LEGISLATION ALLOWING PROPERTY ASSESSED CLEAN
ENERGY PROGRAMS
Commissioners Nash and Gershenson introduced the resolution in support of the Property
Assessed Clean Energy (PACE) program. PACE is a financing program that allows local
governments to help property owners finance energy efficiency and renewable energy
improvements through the use of bonds to finance energy retrofits. Commercial and residential
property owners then repay the financing over 20 yea rs via an annual assessment on their property
tax bill.
Commissioner Nash distributed information on and the status of pending legislation for the program.
Committee members asked for further information.
Gershenson moved to postpone this item until the November 29, 2010 meeting of General
Government Committee. Supported by Nash.
Motion carried on a roll call vote with Gershenson and Long voting no .
1. INTERVIEWS FOR APPOINTMENT TO THE MICHIGAN DEPARTMENT OF HUMAN
SERVICES-OAKLAND COUNTY BOARD (MDHS-OC BOARD)
Gershenson moved to nominated Dudley-White for the MDHS-OC Board Appointment.
Supported by Nash.
Ayes: Hatchett, Nash, McGillivray, Schwartz, Gershenson
Nays: Potts, Runestad, Taub, Scott, Long
Absent: Jacobsen, Capello,
Motion failed.

Hatchett moved to submit to the Board both the names of Dudley -White and Jerge for
consideration of the one appointment to the MCHS -OC Board. Supported by Scott.
Motion carried on a voice vote.

There was discussion regarding the introduction of resolutions on pending state or federal
legislation. Commissioner Gershenson suggested that this matte r be referred to the Oversight
Committee for recommendation.
There being no other business to come before the committee, the meeting was adjourned at 11:10
a.m.
