PUBLIC COMMENT
Several members of the public addressed the Committee regarding their desire to maintain the Pontiac
Police Department as is or at least postpone approving a contract for the Oakland County Sheriff to
provide law enforcement services for the City of Pontiac.
Several other members of the public addressed the Committee regarding their desire to contract with
the Oakland County Sheriff to provide law enforcement services for the City of Pontiac as specified in the
proposed contract to be considered by the Committee at this meeting.
MR #10293 PROSECUTING ATTORNEY – REVISIONS OF THE FY 2011, FY 2012 AND FY 2013 BUDGETS
AND RELATED POSITION CHANGES
In an effort to meet their assigned triennial budget tasks the Prosecuting Attorney is requesting the
deletion of one vacant GF/GP FTE Victim Advocate position in the Litigation division, deletion of one
GF/GP FTE Victim Services Supervision position in the Administration division and creation of a new
classification of Victim Rights Supervisor at salary grade 10 (non-exempt overtime) and reclassification
of one Victim Rights Leader position in the Administration division to a Victim Rights Supervisor.
Coleman moved the Human Resources Committee Report to the Board with the recommendation
MR #10293 be adopted. Supported by
Middleton.
Motion carried unanimously on a roll call vote.
SHERIFF’S OFFICE – FISCAL YEAR 2011 SECONDARY ROAD PATROL AND TRAFFIC ACCIDENT
PREVENTION PROGRAM GRANT ACCEPTANCE
The Sheriff’s Office applied to the Mic higan Department of State Police – Office of Highway Safety
Planning for $845,900 in grant funding to conduct secondary road patrol activities from October 1, 2010
through September 30, 2011. The grant provides continuation of funding for six SR FTE Deput y II
positions and one SR FTE Sergeant position in the Patrol Services Division. One SF FTE Sergeant
position will be deleted. No county match or additional positions are required. Continuation of this
program and associated positions are contingent upo n future levels of grant funding.
Gingell moved the Human Resources Committee Report to the Board with the recommendation the
above mentioned resolution be adopted. Supported by Middleton.
Motion carried unanimously on a roll call vote.
Chairperson Douglas suggested Item #5 Health and Human Services – Children’s Village 2010-2011 Fresh
Fruit and Vegetable Program Grant be moved to Item #3.
Coleman moved to amend the agenda as suggested. Supported by Capello.
Motion carried on a voice vote.
DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION – 2010/2011 FRESH
FRUIT AND VEGETABLE PROGRAM GRANT ACCEPTANCE
The State of Michigan, Department of Education has awarded the Oakland County Children’s Vil lage
Division funding in the amount of $1,749 for the purchase and provision of fresh fruits and vegetables to
kindergarten through sixth grade students in the self -contained Children’s Village School classroom each
day that class is in session. Ten percent of this amount ($174.90) will be used for administrative labor cost
(partial reimbursement of positions).
Hatchett moved the Human Resources Committee Report to the Board with the recommendation the
above mentioned resolution be adopted. Supported by Jackson.

MR #10296 SHERIFF’S OFFICE – CONTRACT FOR LAW ENFORCEMENT SERVICES IN THE CITY OF PONTIAC
The Sheriff’s Department enters into contracts wi th Townships, Villages and Cities for the purpose of
providing Sheriff patrol services. The City of Pontiac, through the Emergency Financial Manager, has
requested the Oakland County Sheriff provide patrol services to the citizens of the City. The Sheriff is
requesting the creation of one GF/GP Captain, two GF/GP Lieutenant, seven GF/GP Sergeant, and sixty-four
GF/GP Deputy II positions be created in the Contracted Patrol Unit, Patrol Services Division of the Sheriff’s
Office. In addition the creation of six GF/GP Dispatch Specialists in the Communications Unit, Emergency
Response and Preparedness Division; twelve unmarked vehicles and twenty-two patrol vehicles with Video
Cameras and MDC’s, 34 mobile radios and 34 prep radios be added to the County fleet.
Gingell moved the Human Resources Committee Report to the Board with the recommendation
MR #10296 be adopted. Supported by Gosselin.
At the request of Committee members additional for and against comments from the pubic were heard
regarding the approval of this proposed contract.
Gingell moved to postpone MR #10296 to the December 1, 2010 Human Resources Committee meeting.
Supported by Gosselin.
Motion to postpone carried unanimously on a roll call vote.
MR #10297 SHERIFF’S OFFICE – CONTRACT FOR FIRE DISPATCH SERVICES FOR THE CITY OF PONTIAC
FOR 2011-2012
Capello moved to postpone MR #10297 to the December 1, 2010 Human Resources Committee meeting.
Supported by Coleman.
Motion to postpone carried unanimously on a roll call vote.
