McGillivray PUBLIC SERVICES COMMITTEE Page 2 November 30, 2010 52-1 DISTRICT COURT – FY 2011 SOBRIETY COURT (SCAO) – GRANT ACCEPTANCE The State Court Administrative Office, Michigan Drug Court Grant Program awarded the 52 -1 District Court funds in the amount of $5,000 to continue the Drug Court to deal with the problems of increasing recidivism, increasing use of alcohol and illegal drugs, rising systems costs, and an increase in jail days ordered . An additional $77,590 from the general fund is required. The $5,000 will fund ignition Interlock installation, IN-HOM monitoring and travel expenses. Continuation of this grant program is contingent upon continuation of State funding. Acceptance of this grant does not obligate the County to any future commitment. Zack moved approval of the attached suggested resolution. Supported by Middleton. Taub moved to amend the second WHEREAS as follows: “WHEREAS the application requested total program funding in the amount of $85,640; $5,000 in grant funding was awarded from SCAO, plus $77,590 from the general fund; and Supported by McGillivray. Motion to amend carried on a voice vote. Main Motion as amended carried unanimously on a roll call vote. CIRCUIT COURT – FY 2011 MICHIGAN MENTAL HEALTH COURT GRANT PROGRAM (MMHCGP) – GRANT ACCEPTANCE The Michigan Mental Health Court grant program has awarded the 6th Circuit Court funding in the amount of $14,600 for the period of October 1, 2010 through September 30, 2011. The Court deals with the problems of incr easing recidivism, increasing use of alcohol and illegal drugs and an increase in jail days ordered. The funds will be used to provide drug testing supplies and general support to the Adult Drug Court Program. There is no general fund obligation. Acceptance of this grant does not obligate the County to any future commitment and continuation of the special revenue positions in the grant are contingent upon continued future levels of grant funding. CIRCUIT COURT – FY 2011 JUVENILE AND ADULT DRUG COURT PROGRAMS AND COMBINED SCAO GRANT ACCEPTANCE The Circuit Court applied for two grants with the State Court Administrativ e Office, Michigan Drug Court Program for the period October 1, 2010 through September 30, 2011. The Family-Focused Juvenile Drug Court Program has a budget of $511,740 with a SCAO Juvenile Grant award of $10,000 and funding from the Child Care Fund. The Adult Drug Treatment Court has a budget of $170,510 with a SCAO Adult Drug Court grant award of $10,000 and additional funding from the PA 511 Community Corrections and Michigan Department of Corrections, Community Corrections Grant. Four positions are partially funded by the Adult and Juvenile Drug Court grants; one SR FTE Youth and Family Casework Supervisor, one SR FTE Technical Assistant and two SR FTE Youth and Family Caseworker II positions. The Manager Court Services position functions as an administrator of both programs and the Child Care fund allows for up to 20% partial reimbursement of this position. Continuation of the four positions associated with these grants is contingent upon continuation of state funding and additional funding sources. Acceptance of this grant does not obligate the County to any future commitment. Burns moved approval of the attached suggested resolution. Supported by Taub. Commissioner Taub questioned whether it was proper to combine these grant acceptances in one resolution. The matter will be investigated. Motion carried unanimously on a roll call vote. PUBLIC SERVICES COMMITTEE Page 3 November 30, 2010 DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS DIVISION – FY 2011 COMMUNITY CORRECTIONS COMPREHENSIVE PLAN GRANT ACCEPTANCE The Department of Public Services Community Corrections Division applied to the Michigan Department of Corrections for $3,939,520 in grant funds for the period of October 1, 2010 through September 30, 2011. MDOC revised the request to $3,929,048 and awarded funds in the amount of $3,929,014. The MDOC now holds the contracts for all residential services; $2,115,175 of the award is allocated for Oakland County Residential Services and will not be recorded as income. The remaining $1,813,839 is the County’s responsibility (as shown on Schedule A). The grant funds ten Community Corrections Specialist II positions, one PTNE Community Corrections Specialist II, one Office Assistant II position, one half of a Community Corrections Support Specialist position, one Community Corrections Specialist III position and one half of a Supervisor-Community Corrections position. The grant also funds the following Sheriff’s Department positions; three Inmate Caseworkers, one PTNE Office Assistant I position, one FTE Inmate Substance Abuse Tech and one PTNE Inmate Substance Abuse Tech position. The grant also provides funding assistance in the amount of $50,000 to the Sixth Circuit Court Adult Treatment Court for a portion of one SR FTE Youth and Family Casework Supervisor position. No County match is required. However the FY 2011 Budget of this grant includes two positions partially GF/GP funded in Community Corrections. Future level of service, including personnel (except the portion of Pretrial Services currently funded by the GF/GP Fund) are contingent upon level of funding available from the State. SHERIFF’S OFFICE – 2011 OFF-ROAD VEHICLE (ORV) SAFETY EDUCATION PROGRAM GRANT ACCEPTANCE The State of Michigan, Department of Natural Resources has awarded the Sheriff’s Office Marine Safety Unit $3,750 for the Off-Road Vehicle Safety Education Program. No county match or additional positions are required. Continuation of the program is contingent upon future levels of reimbursement program funding. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE TOWNSHIP OF ADDISON, JANUARY 1, 2011 – DECEMBER 31, 2011 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The Township of Addison has requested a new one year law enforcement services agreement. Seven GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s Office. After receipt of a certified copy of a resolution by the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this Agreement. Future level of service, including the continuation of positions, is contingent upon the level of funding associated wi th this agreement. The Charter Township of Royal Oak has requested a new one year law enforcement services agreement. Four GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s Office. After receipt of a certified copy of a resolution by the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this Agreement. Future level of service, including the continuation of positions, is contingent upon the level of funding associated with this agreement. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CHARTER TOWNSHIP OF SPRINGFIELD, JANUARY 1, 2011 – DECEMBER 31, 2011 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The Charter Township of Springfield has requested a new one year law enforcement services agreement. Eleven GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s Office. After receipt of a certified copy of a resolution by the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this Agreement. Future level of service, including the continuation of positions, is contingent upon the level of funding associated with this agreement. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CHARTER TOWNSHIP OF BRANDON, JANUARY 1, 2011 – DECEMBER 31, 2011 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The Charter Township of Brandon has requested a new one year law enforcement services agreement. Ten GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s Office and two Deputy II positions will be deleted. One Deputy II position assigned to Independence Township will provide law enforcement services, estimated at 1,040 hours/year, to the Charter Township of Brandon and the cost of the position will be s hared by both municipalities. After receipt of a certified copy of a resolution by the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this Agreement. Future level of service, including the continuation of positions, is contingent upon the level of funding associated with this agreement. PUBLIC SERVICES COMMITTEE Page 5 November 30, 2010 SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CHARTER TOWNSHIP OF COMMERCE, JANUARY 1, 2011 – DECEMBER 31, 2011 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol servic es. The Charter Township of Commerce has requested a new one year law enforcement services agreement. Twenty -seven GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s Office. One Deputy II (no fill) position will be added bringing the total number of contracted deputies to twenty -eight. After receipt of a certified copy of a resolution by the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this Agreement. Future level of service, including the continuation of positions, is contingent upon the level of funding associated with this agreement. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CHARTER TOWNSHIP OF HIGHLAND, JANUARY 1, 2011 – DECEMBER 31, 2011 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The Charter Township of Highland has requested a new one year law enforcement services agreement. Seventeen GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s Office. Two Deputy II (no fill) positions will be deleted. After receipt of a certified copy of a resolution by the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this Agreement. Future level of service, including the continuation of positions, is contingent upon the level of funding associated with this agreement. The Charter Township of Lyon has requested a new one year law enforcement services agreement. Fourteen GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s Office. One Patrol Investigator position will be deleted. After receipt of a certified copy of a resolution by the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of Commissioners t he Board Chairperson will execute and enter into this Agreement. Future level of service, including the continuation of positions, is contingent upon the level of funding associated with this agreement. After receipt of a certified copy of a resolution by the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this Agreement. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CHARTER TOWNSHIP OF ORION, JANUARY 1, 2011 – DECEMBER 31, 2011 It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The Charter Township of Orion has requested a new one year law enforcement services agreement. Twenty -seven GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s Office. Three GF/GP Deputy II positions will be deleted. Two marked Patrol vehicles will be deleted from the County fleet effective January 1, 2011. After receipt of a certified copy of a resolution by the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this Agreement. Future level of service, including the continuation of positions, is contingent upon the level of funding associated with this agreement. The City of Rochester Hills has requested a new one year law enforcement services agreement. Fifty -seven GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s Office. Three Deputy II positions will be deleted. One unmarked vehicle will be deleted from the County fleet After receipt of a certified copy of a resolution by the City Council accepting the Agreement and approval by the Oakland County Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this Agreement. Future level of service, including the continuation of positions, is contingent upon the level of funding associated with this agreement.
