PUBLIC COMMENT
Chairperson Douglas announced due to the number of attendees the Committee would take up items 1 –
11 in the Committee Room and move to the Commissioners Auditorium to hear Items 12 & 13. She
suggested if there was public comment on Items 12 & 13 that it would be more efficient if the comments
were heard when the Committee considers these items. There was no objection.
There was no Public Comment at this time.
Item #14 was removed from the agenda – the resolution failed in the General Government Committee
meeting.
CIRCUIT COURT – FY 2011 JUVENILE AND ADULT DRUG COURT PROGRAMS AND COMBINED SCAO
GRANT ACCEPTANCE
The Circuit Court applied for two grants with the State Court Administrative Office, Michigan Drug Court
Program for the period October 1, 2010 through September 30, 2011. The Family -Focused Juvenile Drug
Court Program has a budget of $51 1,740 with a SCAO Juvenile Grant award of $10,000 and funding from
the Child Care Fund. The Adult Drug Treatment Court has a budget of $170,510 with a SCAO Adult Drug
Court grant award of $10,000 and additional funding from the PA 511 Community Correction s and Michigan
Department of Corrections, Community Corrections Grant. Four positions are partially funded by the Adult
and Juvenile Drug Court grants; one SR FTE Youth and Family Casework Supervisor, one SR FTE Technical
Assistant and two SR FTE Youth and Family Caseworker II positions. The Manager Court Services position
functions as an administrator of both programs and the Child Care fund allows for up to 20% partial
reimbursement of this position. Continuation of the four positions associated with t hese grants is
contingent upon continuation of state funding and additional funding sources. Acceptance of this grant
does not obligate the County to any future commitment.

DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS DIVISION – FY 2011 COMMUNITY
CORRECTIONS COMPREHENSIVE PLAN GRANT ACCEPTANCE
The Department of Public Services Community Corrections Division applied to the Michigan Department of
Corrections for $3,939,520 in grant funds for the period of October 1, 2010 through September 30, 2011.
MDOC revised the request to $3,929,048 and awarded funds in the amount of $3,929,014. The MDOC now
holds the contracts for all residential services; $2,115,175 of the award is allocated for Oakland County
Residential Services and will not be recorded as income. The remaini ng $1,813,839 is the County’s
responsibility (as shown on Schedule A). The grant funds ten Community Corrections Specialist II
positions, one PTNE Community Corrections Specialist II, one Office Assistant II position, one half of a
Community Corrections Support Specialist position, one Community Corrections Specialist III position and
one half of a Supervisor -Community Corrections position. The grant also funds the following Sheriff’s
Department positions; three Inmate Caseworkers, one PTNE Office Assist ant I position, one FTE Inmate
Substance Abuse Tech and one PTNE Inmate Substance Abuse Tech position. The grant also provides
funding assistance in the amount of $50,000 to the Sixth Circuit Court Adult Treatment Court for a portion of
one SR FTE Youth and Family Casework Supervisor position. No County match is required. However the
FY 2011 Budget of this grant includes two positions partially GF/GP funded in Community Corrections.
Future level of service, including personnel (except the portion of Pre trial Services currently funded by the
GF/GP Fund) are contingent upon level of funding available from the State.

SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CHARTER
TOWNSHIP OF BRANDON, JANUARY 1, 2011 – DECEMBER 31, 2011
It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into
contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The
Charter Township of Brandon has requested a new one year law enforcement services agreement. Ten
GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s
Office and two Deputy II positions will be deleted. One Deputy II position assigned to Independence
Township will provide law enforcement services, estimated at 1,040 hours/year, to the Charter Township of
Brandon and the cost of the position will be shared by both municipalities. After receipt of a certified copy
of a resolution by the Township Board accepting the Agreement and approval by the Oakland County
Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this Agreement.
Future level of service, including the continuation of positions, is contingent upon the level of funding
associated with this agreement.

TOWNSHIP OF COMMERCE, JANUARY 1, 2011 – DECEMBER 31, 2011
It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into
contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The
Charter Township of Commerce has requested a new one year law enforcement services agreement.
Twenty-seven GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the
Sheriff’s Office. One Deputy II (no fill) position will be added bringing the total number of contracted
deputies to twenty-eight. After receipt of a certified copy of a resolution by the Township Board accepting
the Agreement and approval by the Oakland County Sheriff and Board of Commissioners the Board
Chairperson will execute and enter into this Agreement. Future level of service, including the continuation
of positions, is contingent upon the level of funding associated with this agreement.

contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The
Charter Township of Highland has requested a new one year law enforcement services agreement.
Seventeen GF/GP positions will be continued in the Contracted Patrol Un it/Patrol Services Division of the
Sheriff’s Office. Two Deputy II (no fill) positions will be deleted. After receipt of a certified copy of a
resolution by the Township Board accepting the Agreement and approval by the Oakland County Sheriff
and Board of Commissioners the Board Chairperson will execute and enter into this Agreement. Future
level of service, including the continuation of positions, is contingent upon the level of funding associated
with this agreement.

TOWNSHIP OF LYON, JANUARY 1, 2011 – DECEMBER 31, 2011
It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into
contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The
Charter Township of Lyon has requested a new one year law enforcement services agreement. Fourteen
GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s
Office. One Patrol Investigator position will be deleted. After receipt of a certified copy of a resolution by
the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of
Commissioners the Board Chairperson will execute and enter into this Agreement. Future level of service,
including the continuation of positions, is contingent upon the level of funding associated with this
agreement.

TOWNSHIP OF ORION, JANUARY 1, 2011 – DECEMBER 31, 2011
It is the policy of the Oakland County Board of Commissioners to permit the Sheriff’s Office to enter into
contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The
Charter Township of Orion has requested a new one year law enforcement s ervices agreement. Twenty-
seven GF/GP positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the
Sheriff’s Office. Three GF/GP Deputy II positions will be deleted. Two marked Patrol vehicles will be
deleted from the County fleet effective January 1, 2011. After receipt of a certified copy of a resolution by
the Township Board accepting the Agreement and approval by the Oakland County Sheriff and Board of
Commissioners the Board Chairperson will execute and enter into this Agreement. Future level of service,
including the continuation of positions, is contingent upon the level of funding associated with this
agreement.

contracts with Townships, Villages and Cities for the purpose of providing Sheriff Patrol services. The City
of Rochester Hills has requested a new one year law enforcement services agreement. Fifty -seven GF/GP
positions will be continued in the Contracted Patrol Unit/Patrol Services Division of the Sheriff’s Office.
Three Deputy II positions will be deleted. One unmarked vehicle will be deleted from the County fleet After
receipt of a certified copy of a resolution by the City Council accepting the Agreement and approval by the
Oakland County Sheriff and Board of Commissioners the Board Chairperson will execute and enter into this
Agreement. Future level of service, including the continuation of positions, is c ontingent upon the level of
funding associated with this agreement.

HUMAN RESOURCES DEPARTMENT – EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS
Under the provisions of Section VI-H-1, of Merit System Resolution #460 6, the Human Resources
Department is requesting the extension of eight Merit System eligible lists for six months.
Gingell moved to extend the requested lists for a period of six months. Supported by Middleton.

PUBLIC COMMENT:
Angela Munroe, Kevin Braddock, Val Gross, Kevin Harris, George Williams, Lee Jones, Kermit Williams,
Lesley Stanley, Harold Harris and H. Bill Maxcy voiced their opinion against the City of Pontiac entering into
an agreement with the Oakland County Sheriff to provide law enforcement services for the City.
Casey Crampton, Josephine Fagan, Eric Johnson, Leon Jukowski, and Dennis Cohen expressed their
opinions in favor of the City of Pontiac entering into a law enforcement agreement with the Oakland County
Sheriff’s Department.
MR #10295 – SHERIFF’S OFFICE – CONTRACT FOR LAW ENFORCEMENT SERVICES IN THE CITY OF
PONTIAC
The Sheriff’s Office is permitted to enter into contracts with Townships, Villages and Cities for the purpose of
providing Sheriff patrol services. The City of Pontiac, through the Emergency Financial Manager has requested that
the Oakland County Sheriff provide patrol services to the citizens of the City. The Sheriff is requesting the following
positions be created in the Contracted Patrol Unit, Patrol Services Division of the Sheriff’s Office: One GF/GP
Captain, two GF/GP Lieutenants, Seven GF/GP Sergeants and sixty -four GF/GP Deputy II’s. In addition twelve
unmarked vehicles and twenty-two patrol vehicles with video cameras and MDC’s, 34 mobile radios and 34 prep
radios are to be added to the County Fleet. It is further requested that six GF/GP Dispatch Specialist positions be
created in the Communications Unit, Emergency Response and Preparednes s Division of the Sheriff’s Office. This
contract will take effect January 1, 2011.
Gingell moved the Human Resources Committee Report to the Board with the recommendation MR #10295 be
adopted with the attached substituted contract. Supported by Middl eton.

MR #10295 – SHERIFF’S OFFICE – CONTRACT FOR LAW ENFORCEMENT SERVICES IN THE CITY OF
PONTIAC (Continued)
Commissioner Hatchett distributed additional material to the Committee in su pport of her position on this issue.
Hatchett moved to amend the proposed Sheriff’s Contract as follows:
In Section 15 of the contract, require that the Mayor and President of City Council be invited to attend all
meetings between the Municipality Liaison (the Emergency Financial Manger while he is in the city) and the
Sheriff’s Department.
In Section 15 of the contract, require that all written communications between the Municipality Liaison (the
EFM) and the Sheriff’s Department also be sent to the Mayor and President of City Council.
In Section 15 of the contract, allow the Mayor and President of City Council (and not just the Municipality
Liaison) to bring to the Sheriff’s attention any concerns that they may have regarding the assignment of any
deputy to the city.
In Section 15 of the contract, provide the Mayor and President of City Council (and not just the Municipality
Liaison) an opportunity to interview and meet any command officers before they are assigned to the city.
In Section 16, require and allow the Mayor and President of City Council to provide notice to the Sheriff’s
Department of any complaints, charges, or allegations against deputies.
In Section 23, require that the contract be approved by a majority of City Counci l members in order to become
effective.
In Section 25, require that all written communications between the Munic ipality Liaison and the Sheriff’s
department also be sent to the Mayor and President of City Council.
Establish a “Citizens Advisory Committee” to receive and review any complaints regarding the conduct of any
deputies or sheriff’s personnel in the city and to make non -binding recommendations about how to address the
conduct. There would be five members of the Citizens Advisory Committee, al l of whom must be residents of
the city. The members of the Citizens Advisory Committee would be nominated by the Mayor and would have
to be approved by a vote of the City Council.
Current Pontiac Officers/Dispatchers:
(a) Officers displaced by contract: All full-time patrol officers, detectives, sergeants, lieutenants, captains and
the chief are eligible to become full-time sworn members subject to the following criteria:

MR #10296 - SHERIFF’S OFFICE–CONTRACT FOR FIRE DISPATCH SERVICES FOR THE CITY OF PONTIAC
FOR 2011-2012
The Sheriff’s Office enters into contractual agreements for the purpose of Police and Fire Dispatch services. The
City of Pontiac, through the Emergency Financial Manager has requested the Sheriff’s Office to dispatch fire calls
for the Pontiac Fire Department. It is requested that four GF/GP Dispatch Specialist positions be created in the
Sheriff Emergency Response & Preparedness Division, Communications U nit. These positions are contingent
upon renewal of the agreement with Pontiac.
Middleton moved the Human Resources Committee Report to the Board with the recommendation MR #10296
be adopted. Supported by Gingell.

OAKFIT WELLNESS REVIEW – DECEMBER 2010
The OakFit Wellness Program began in March 2006. The OakFit mission is to assist Oakland County
employees with establishing and maintaining healthy behaviors in order to improve overall quality of life,
enhance productivity, and reduce long term employee/employer health care coasts.
Coleman moved to Receive & File the report. Supported by Jackson.
Motion carried on a voice vote.
