Weipert Mattie Hatchett Tim Greimel Craig Covey Human Resources Committee Page 2 January 12, 2011 DEPARTMENT OF PUBLIC SERVICES/ANIMAL CONTROL DIVISION REORGANIZATION Due to adverse financial conditions throughout Oakland County several communities are closing their animal control divisions. Under State law the County is responsible for animal control; the Animal Control Division is requesting this reorganization in order to be able to provide services. A portion of the reorganization costs will be offset by collecting dog license fees from these municipalities. To accommodate these communities as they close their facilities Animal Control is requesting the creation of ten full time positions and seven part time positions. Also requested is the deletion of one full time Office Assistant II position, the decrease in salary for the Veterinarian Technician classification and creation of a new classification titled Animal Control Shelter Lea der. In addition there will be an increase in operating costs plus the purchase of equipment and six vehicles. The shelter will no longer pick up stray or unwanted cats, but will accept cats delivered to the shelter. Wild animals will not be trapped unl ess they are in the living area of a house or deemed to be unhealthy, i.e. distemper or rabid. Dwyer moved the Human Resources Committee Report to the Board with the recommendation the above mentioned resolution be adopted. Supported by Nuccio. Motion carried unanimously on a roll call vote. APPOINTMENTS TO THE JOB EVALUATION REVIEW PANEL The Job Evaluation Review Panel hears employee appeals resulting from Salary Grade Review studies conducted by the Human Resources Department pursuant to Merit Rule 2. The Panel consists of five members and alternates. MR #10274 amended the terms of the appointment from one year to two years concurrent with that of the Board of Commissioners. Weipert moved the Human Resources Committe e Report to the General Government Committee that Commissioners John A. Scott and Mattie Hatchett be appointed to the Panel with Craig Covey as the alternate for the term January 2011 through December 2012. Supported by Nuccio Motion carried unanimously on a roll call vote. APPOINTMENTS TO THE CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE The Classification Determination Hearing Subcommittee was established in 1995 as a subcommittee of the Human Resources Committee to hear appeals of job studies conducted by the Hu man Resources Department pursuant to Merit Rule 3. Merit Rule 3 specifies that the Subcommittee be comprised of three Commissioner members and one alternate for one-year terms. above mentioned resolution be adopted. Supported by Coleman Weipert moved Commissioners Beth Nuccio, Philip Weipert and Mattie Hatchett be appointed to the Classification Determination Hearing Subcommittee with Bill Dwyer as alternate for the term January 1, 2011 through December 31, 2011. Supported by Dwyer. Motion carried unanimously on a roll call vote. JOB AUDIT APPEAL FROM ARTHUR SETTLE, FOC SYSTEMS CLERK, CIRCUIT COURT/FRIEND OF THE COURT, PER MERIT RULE 3 The Workforce Management Division conducted a Merit Rule 3 job audit study at the request of Arthur Settle and Justin Quick, FOC Systems Clerks. It was determined that both positions would be more appropriately classified as User Support Specialist I positions with a change in salary grade from 6 to 10. Mr. Settle is appealing this determination. Up on receipt of an appeal the Human Resources Committee is required to schedule a Classification Determination Subcommittee hearing within 30 days. The Human Resources Department will notify the Subcommittee of the hearing date. Human Resources Committee Page 3 January 12, 2011 JOB AUDIT APPEAL FROM SANDRA ERSKINE, DOMESTIC SUPPORT SPECIALIST SUPERVISOR, CIRCUIT COURT/FRIEND OF THE COURT, PER MERIT RULE 3 A Classification Review appeal request has been received from Sandra Erskine per Merit Rule 3. After reviewing the request for a Classification Review the Human Resources Department determined these positions are properly classified and that this appeal be received and filed with no further action taken.
