Weipert Mattie Hatchett Tim Greimel Craig Covey Human Resources Committee Page 2 January 26, 2011 MR #11016 SHERIFF’S OFFICE - CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF BRANDON-2011 The Charter Township of Brandon has contracted with the Oakland County Sheriff’s Department to provide law enforcement services for the Township. The Charter Township of Brandon has approved a proposed amendment to add one Patrol Investigator position from January 1 to June 30, 2011 bringing the number of Patrol Investigators to two and the total number of positions to eleven and one -half. Weipert moved the Human Resources Committee Report to the Boar d with the recommendation MR #11016 be adopted. Supported by Middleton. Motion carried unanimously on a roll call vote with Dwyer and Greimel absent. MR #11002 – BOARD OF COMMISSIONERS – APPOINTMENT OF AN AD HOC COMMITTEE TO REVIEW THE OAKLAND COUNTY MERIT RULES AS THEY PERTAIN TO ETHICS The General Government Committee re ferred this resolution directly to the Human Resources Committee on January 10, 2011 pursuant to Board Rule IX.E. This resolution establishes an Ad Hoc committee, appointed by the Chair of the Board, to review the current Merit Rules as they pertain to et hics and report their findings in a single document titled “Ethics”. The committee shall consist of two members of the majority party and one member of the minority party and such other non-commissioner members as the Board Chair deems appropriate. Covey moved the Human Resources Committee Report to the Board with the recommendation MR #11002 be adopted. Supported by Zack. Nuccio moved to amend MR #11002 by deleting the last BE IT FURTHER RESOLVED paragraph: “BE IT FURTHER RESOLVED that the General Government Committee recommend the appropriate appoint ments to the Board Chair.” Supported by Zack. Motion to amend carried on a voice vote. Main motion as amended carried unanimously on a roll call vote with Dwyer and Greimel absent. MR #11014 DEPARTMENT OF FACILITIES MANAGEMENT-REORGANIZATION AND PERSONNEL RELATED ACTIONS The workload in the Facilities Engineering Division has shifted and administration has reviewed its operations. To create efficiencies and cross train staff th e department proposes to delete one FTE PR GIS/CAD Technician II position; transfer five positions from the Technical Support Unit to the Facilities Engineering Unit; re-title the following positions: Manager-Facilities Engineering to Manager-Facilities Planning & Engineering and Supervisor-Facilities Planning to Supervisor-Facilities Planning & Engineering; delete the existing Technical Support Unit; re -title the Facilities Engineering Unit to Facilities Planning & Engineering and re-title the Facilities Engineering Division to Facilities Planning & Engineering Division. Middleton moved the Human Resources Committee Report to the Board with the Recommendation MR #11014 be adopted. Supported by Bosnic. Motion carried unanimously on a roll call vote with Dwyer absent. OAKLAND COUNTY SALARY ADMINISTRATION PLAN – SUMMARY OF JOB EVALUATION FACTOR DEFINITIONS Lori Motyka of the Human Resources Department reviewed the information regarding the “Point Factor Plan” provided to the Committee in the packet. Greimel moved to Receive & File. Supported by Middleton. Motion carried on a voice vote. Human Resources Committee Page 3 January 26, 2011 Middleton moved to Receive & File Item A. A.
