Chairperson Long called the meeting of the General Government Committee to order at 9:33 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

PUBLIC COMMENT
Mr. Bowker spoke regarding the application review and appointment process for the Community
Mental Health Authority Board members.
Commissioner Woodward spoke in support of agenda item 5 regarding the Earned Income Tax
Credit for low -income families.
AGENDA ITEMS
1. DEPARTMENT OF HEALTH AND HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION
– 2011 GREAT AMERICAN SALAD BAR PROJECT GRANT ACCEPTANCE
Children’s Village is requesting authorization to accept new equipment valued at $3,000 from the
Food, Family, Farming Foundation, in partnershi p with Whole Foods Market, to install a salad bar to
serve the shelter Care Cottage children & youth. The Cottage will receive a portable 5 -well Cambro
salad bar, with necessary pan inserts, chilling pads, cutting boards and utensils. The equipment will
be shipped free of charge. The goal is to improve the eating habits of children housed at the
Cottage.
Scott moved approval of the attached suggested resolution. Supported by Gershenson.

2. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – FISCAL
YEAR 2010/2011 MICHIGAN DEPARTMENT OF NATURAL RESOURCES AND ENVIRONMENT
(MDNRE) REIMBURSEMENT AGREEMENT ACCEPTANCE
The Health Division is requesting authorization to accept the FY 2 010-2011 Michigan Department of
Natural Resources and Environment (MDNRE) reimbursement agreement award reflecting a total
potential funding amount of $274,675. This is a $20,907 decrease from the previous fiscal year
reimbursement agreement. The agreeme nt is for services related to Non-Community Type II Water
Supply, Long-Term Drinking Water Monitoring, Radon, Public Swimming Pool Inspections, Septage,
On-Site Sewer and Campground Inspection. No personnel changes are included in the agreement.
Ms. Forzley indicated that the reduction of $21,000 in reimbursement will be made up by higher
than anticipated revenue from septic permits.

3. DEPARTMENT OF HEALTH AND HUMAN SERVICES – HOMELAND SECURITY
DIVISION – ACCEPTANCE FOR 2010 HOMELAND SECURITY GRANT PROGRAM, CITIZEN
CORPS PROGRAM GRANT
Homeland Security (HS) is requesting authorization to accept rei mbursement funding of up to but
not exceeding $23,023 from the State of Michigan for qualified expenses under the U.S.
Department of Homeland Security 2010 State Homeland Security Grant Program, Citizen Corps

Program. Funds are used for training, planning , educational outreach, exercise and equipment for
the Citizen Corps Program Partners of Community Emergency Response Teams, Medical Reserve
Corps, Neighborhood Watch, Volunteer in Police Service and Fire Corps. The funding period is
August 1, 2010 through April 30, 2013.
Commissioner Crawford suggested that commissioners check with your own communities to see if
they are eligible for and utilizing this funding. She asked Mr. Quisenberry i f these funds were being
utilized to the best advantage.
Mr. Quisenberry explained that Oakland County receives funding for some of its local communities
and others receive their own funding directly from the state. Funds awarded to Oakland County are
used to purchase and distribute district preparedness kits to citize ns at local meetings and events.
Citizens are told what is expected of them in an emergency – to try and sustain yourself for up to 96
hours before the government can come in and assist you. HS staff a lso provides training to citizen
corps members in CPR , first aid and basic traffic and parking control in an effort to assist first
responders. For example, during the H1N1 dispensing clinic s last year Corps volunteers from the
various regions were activated and came out to help move people through the process to the
professional dispensers. HS also provides skywarn training classes to those interested in becoming
skywarn watchers and continually does outreach to the local communities to let them know what
HS can provide.

4. DEPARTMENT OF HEALTH AND HUMAN SERVICES – HOMELAND SECURITY
DIVISION – ACCEPTANCE FOR 2010 HOMELAND SECURITY GRANT PROGRAM, CITIZEN
CORPS PROGRAM GRANT – MONROE COUNTY
Homeland Security is requesting authorization for Oakland County to act as fiduciary for the County
of Monroe in accepting reimbursement funding of up to but not exceeding $6,687.00 from the State
of Michigan for qualified expenses under the U.S. Department of Homeland Security 2010 State
Homeland Security Grant Program, Citizen Corps Program. Funds are used for training, planning,
educational outreach, exercise and equipment for the Citizen Corps Program Partn ers of
Community Emergency Response Teams, Medical Reserve Corps, Neighborhood Watch,
Volunteer in Police Service and Fire Corps. The funding period is August 1, 2010 through April 30,
2013.
Mr. Quisenberry explained that the money is allocated to the ar ea but remains in Lansing until
reimbursement is requested. On behalf of Monroe County, Oakland County processes the funding
requests, purchases equipment, pays for training and submits documentation to the State for
reimbursement. Oakland County also ac ts as fiduciary for several other grants for and involving
Monroe County.
Nash moved approval of the attached suggested resolution. Supported by Hoffman .

5. MR #11032 – BOARD OF COMMISSIONERS – ENCOURAGING ALL ELIGIBLE
FAMILIES TO APPLY FOR THE FEDERAL AND MICHIGAN EARNED INCOME TAX CREDIT
The resolution was introduced by Commissioner Zack to urge all eligible families to apply for t he
GENERAL GOVERNMENT COMMITTEE Page 4

federal and state 2009 (2010) Earned Income Tax Credit (EITC) as they prepare their taxes this
year. The resolution also would authorize that information links on the EITC be placed on the
county website. Eligibility for the EITC is based on income and number of dependents.
Commissioner Zack distributed income and tax liability information and a flyer from the Michigan
Community Action Agency Association regarding the EITC.
Quarles moved to report to recommend approval of the attached suggested resolution.
Supported by Gershenson.
Nash moved to report to recommend the resolution to add three BE IT FURTHER
RESOLVED paragraphs as follows.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
hereby supports the preservation and protection of the Michigan Earned Income Tax
Credit.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
authorizes our county commission lobbyist to assist in coalition efforts to support
protection of the Michigan EITC.
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to t he
Oakland County delegation of the Michigan Legislature, Governor Rick Snyder, all
county media outlets and the Michigan League for Human Services.

6. MR #11043 – BOARD OF COMMISSIONERS – RECOGNIZING MARCH AS PARENTING
AWARENESS MONTH IN OAKLAND COUNTY
The resolution was introduced by Commissioner Jackson to proclaim March 2011 as Parenting
Awareness Month in Oakland County. Originating in Michigan, Parenting Awareness Mont h is a
year-round Michigan campaign to celebrate people raising children and promote resources to help
with this important task.
Gosselin moved to report to recommend approval of the attached suggested resolution.
Supported by Quarles.
Motion carried unanimously on a roll call vote with Hatchett absent.

7. MR #11003 – BOARD OF COMMISSIONERS – APPOINTMENT OF AN AD HOC
COMMITTEE TO REVIEW OAKLAND COUNTY POLICIES CONCERNING TRANSPARENCY IN
GOVERNMENTAL REPORTING
The resolution was introduced by Commission er Middleton and would establish an Ad Hoc
Committee, appointed by the Chair of the Board, to study county policies regarding what information
should or should not be available on line.
Scott moved to report to recommend approval of the attached suggeste d resolution.
Supported by Gershenson.
Scott moved to report to amend the resolution to strike the 2 nd BE IT FURTHER
RESOLVED paragraph as follows.
BE IT FURTHER RESOLVED that the General Government Committee
recommend the appropriate appointments to the Board Chair.
Supported by Matis.
Motion to amend carried on a voice vote.
Main motion, as amended, carried unanimously on a roll call vote with Hatchett absent.
8. HURON CLINTON METROPOLITAN AUTHORITY APPOINTMENT
A vacant seat representing Oakland County currently exists on the Huron Clinton Metropolitan
Authority due to the resignation of the previous appointee . The expiration of this six-year term is
May 15, 2012. Eleven applications were submitted during the open application period that expire d
January 31, 2011.
Scott moved to establish a study group consisting of 2 majority party members and 1
minority party member to review the applications and select the top three candidates to be
recommended to the General Government Committee for con sideration. Supported by
Matis.
Motion carried on a voice vote.
Commissioners Crawford, Matis and Gershenson volunteered for this assignment.
9. OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY APPOINTMENTS
Applications for four seats on the Community Me ntal Health Authority Board are being accepted
through February 28, 2011 (today). Information regarding the seats needing to be filled and copies
of the applications were provided to the committee.
Scott moved to establish a study group consisting of 2 majority party members and 1
minority party member to review the applications and report back to the General
Government Committee with its recommendations for consideration. Supported by
Crawford.
