APPROVAL OF THE PREVIOUS MINUTES Scott moved approval of the minutes of February 28, 2011. Supported by Hoffman. Motion carried on a voice vote. PUBLIC COMMENT None. AGENDA ITEMS Without objection, item 3 was taken up to begin discussion while waiting for the first CMH Board interview to begin. 3. MR #11034 – BOARD OF COMMISSIONERS – SUPPORT FOR LEGISLATION REFORM ON FILING COUNTY COMMISSIONER VACANCIES Commissioner Hoffman introduced the resolution in support of County Clerk Bill Bullard’s efforts to seek a change in Michigan’s current law that requires a special election if a vacancy occurs in the office of County Commissioner in an odd -numbered year. Senate Bill 204 and House Bill 4357 have been introduced to eliminate this requirement and instead allow for an appointment to fill the vacancy until the next general election. This change would be consistent with laws governing vacancies in other local offices. Scott moved to report to recommend approval of the attached suggested resolution. Supported by Hoffman. Discussion ensued. Gershenson moved to table the resolution. Supported by Scott. Motion carried on a voice vote. 1. INTERVIEWS FOR THE COMMUNITY MENTAL HEALTH AUTHORITY BOARD A study group was created at the February 28, 2011 meeting of the General Government Committee consisting of 2 majority party members and 1 minority party member to review applications for the Community Mental Health Authority Board. As a result, the follo wing applicants were scheduled for today’s interviews: John Paul Torres (incumbent), Myrna LeBrun (incumbent), Susanne O’Connor, Sidney Rubin, Dr. Robert Klotz, Amy Peterman, Pamela Barckholtz. Hatchett moved to report to recommend that Dr. Robert Klotz be appointed to the Community Mental Health Authority Board , with the designation of Mental Health Provider , for a 3 year term of April 1, 2010 – March 31, 2013. Supported by Hoffman Motion carried unanimously on a roll call vote. Matis moved to report to recommend that Myrna LeBrun and Sidney Rubin be appointed to the Community Mental Health Authority Board , with the designation of General Public , for 3 year terms of April 1, 2010 – March 31, 2013. Supported by Hatchett. Motion carried on a roll call vote with Nash and Quarles voting no. GENERAL GOVERNMENT COMMITTEE Page 3 March 14, 2011 2. INTERVIEW FOR THE HURON CLINTON METRO POLITAN PARKS AUTHORITY BOARD A study group was created at the February 28, 2011 meeting of the General Government Committee consisting of 2 majority party members and 1 minority party member to review applications for the Huron Clinton Metropolitan Autho rity Board consisting of Commissioners Crawford, Matis and Gershenson. As a result, five applicants were scheduled to be interviewed. Mr. Kriewall was interviewed today. The other four applicants will be interviewed o n April 11, 2011 at which time a recommendation will be made to the Board . Gershenson moved to remove agenda item 3 – MR #11034 from the table. Supported by Scott. 3. MR #11034 – BOARD OF COMMISSIONERS – SUPPORT FOR LEGISLATION REFORM ON FILING COUNTY COMMISSIONER VACANCIES Roll Call: Ayes: Scott, Gosselin, Matis, Hoffman, Crawford, Long Nays: Hatchett, Nash, Quarles, Gershenson Motion carried. 4. MR #11054 – BOARD OF COMMISSIONERS – RECOGNIZING NATIONAL COUNTY GOVERNMENT MONTH IN OAKLAND COUNTY – APRIL 2011 Commissioner Hatchett, et al. sponsored the resolution to proclaim the month of April, 2011 as National County Government Month in Oakland County, with the theme of “Serving Our Veterans, Armed Forces and Their Families.” In conjunction with recognition of National County Governme nt Month, the Board of Commissioners will host its annual Youth in Government Day Program, inviting local high school students to meet with their county commissioner and learn about county government. A copy of the resolution will be sent to the Michigan Association of Counties. Gosselin moved to report to recommend approval of the attached suggested resolution. Supported by Hatchett. Motion carried unanimously on a roll call vote. COMMUNICATIONS None.
