Weipert Mattie Hatchett Tim Greimel Craig Covey Human Resources Committee Page 2 March 16, 2011 MR #11049 DEPARTMENT OF CENTRAL SERVICES – SUPPORT SERVICES DIVISION REORGANIZATION The Department of Central Services, Support Services Division, is contracting with Oakland Schools to provide printing services for the County. A reorganization is proposed to better align staff and eventually reduce printing costs. The Department is requesting the deletion of the Printing unit and twelve positions; plus retitle one position, reclassify two positions and delete four classifications. In addition the Department is requesting the creation of one GF/GP part -time, non-eligible 1,000 hours/year Clerk II Delivery Person in the Record Retention/Mail unit and a new classification and GF/GP full-time eligible position titled Support Services Equipment Operator at a salary grade 6 non-exempt for overtime. Hatchett moved the Human Resources Committee Report to the Board with the recommendation MR #11049 be adopted. Supported by Middleton. Motion carried unanimously on a roll call vote with Zack and Nuccio absent. DETERMINATION OF CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE – ARTHUR SETTLE, USER SUPPORT SPECIALIST I On January 12, 2011, per Merit Rule 3, Arthur Settle requested a hearing before the Classification Determination Subcommittee to review information regarding a Job Audit study by the Human Resources Department. The Subcommittee met on March 2, 2011 to consider the appeal . Mr. Settle and the Human Resources Department presented their information and called witnesses to support their positions. The Classification Determination Subcommittee reports to the Human Resources Committee with the recommendation the Human Resources Department’s determination be upheld; that the proper classification is User Support Specialist I, grade 10. Covey moved to Receive & File the Report of the Classification Determination Subcommittee. Supported by Bosnic. Motion carried unanimously on a roll call vote with Zack and Nuccio absent. HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 1ST QUARTERLY REPORT FOR FY 2011 The Salary Administration Plan approved by the Board of Commissioners for Salary Grades 1 – 21 provides a process for departments and employees to request a review of the salary grade placement of classifications. The 1st Quarterly Report for FY 2011 includes a change in the number of points required for the classification of Youth Specialist Supervisor. The Creation of two new classifications: Treatment Services Clinician I and II. Plus the reclassification of six positions, per the resolution, with no change in salary grade. The Committee requested a copy the Job Descriptions of the two new Classifications, Treatment Services Clinician I and II (attached). Dwyer moved the attached suggested resolution be adopted. Supported by Hatchett. Motion carried unanimously on a roll call vote with Zack and Nuccio absent. Human Resources Committee Page 3 March 16, 2011 APPEAL OF MERIT RULE 2 SALARY GRADE PLACEMENT – LINDSAY BOOTH, CHEMIST ASSISTANT Merit Rule 2.2.2.3.1. provides an employee with the right to request the Human Resources Committee to forward an appeal to the Job Evaluation Review Panel or receive an d file the request resulting in no further action. On August 3, 2010 Lindsay Booth, Chemist Assistant, requested her duties be studied and a determination made as to the appropriate salary grade. The Human Resources Department performed a study and concl uded the classification of Chemist Assistant should be increased from a Salary Grade 7 to a Salary Grade 9. Ms. Booth disagrees and requests a reclassification to Grade 12, Forensic Toxicologist Chemist. Weipert moved the Human Resources Committee Receive & File the appeal of Lindsay Booth with no further action required. Supported by Middleton. Motion carried unanimously on a roll call vote. CONSENT AGENDA/COMMUNICATIONS Chairperson Scott requested the Human Resources Department provide Committee members with copies of the 2011 Salary book and Point Factors for Job Evaluation Plans 1 – 15 and 16 – 21. Middleton moved to Receive & File Item A. A. Position Change Summary Supported by Greimel. Motion carried on a voice vote.
