Auditorium Wing, County Service Center, Pontiac, Michigan.

ECONOMIC DEVELOPMENT & COMMUNITY AFFAIRS/COMMUNITY & HOME IMPROVEMENT
DIVISION – PY 2010 ANNUAL ACTION PLAN SUBSTANTIAL AMENDMENT FOR NEIGHBORHOOD
STABILIZATION PROGRAM 3 (NSP3) – AMENDMENT ACCEPTANCE
Federal funding for the Neighborhood Stabilization Program 3 is for emergency assistance for the
redevelopment of abandoned and foreclosed homes and residential properties and allocated
through the U.S. Department of Housing and Urban Development. HUD has awarded $2,080,700
to Oakland County as a substantial amendment to the 2010 Community Development Block Grant
Annual Action Plan. The allocation includes funding for three eligible activities, $1,664,560 for
Financing Mechanisms, $208,070 for Demolition and $208,070 for Administration. No County
match is required and the future level of service, including personnel, will be contingent upon the
level of Federal funding available for this program.
Nuccio moved the Human Resources Committee Report to the Board with the
recommendation the above referenced resolution be adopted. Supported by Bosnic.
Motion carried unanimously on a roll call vote.
HUMAN RESOURCES DEPARTMENT – EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS
Under the provisions of Section V1-H-1, of Merit System Resolution #4606, the Human Resources
Department is requesting the extension of 12 Eligibility lists for six months.
Two typographical errors on the list were corrected: Application Analyst III Date established is
12/17/10 – not 12/17/11 and The General Maint. Mechanic Examination Number is 10725 – not
10677.
Weipert moved approval of the requested extensions. Supported by Bosnic.
Motion carried unanimously on a roll call vote.
HUMAN RESOURCES DEPARTMENT – OVERVIEW OF SALARY ADMINISTRATION PLAN
Pursuant to a Human Resources Committee request a review of the Salary Administration Plan
and Point Factor system was presented to the Committee. Ten factors are considered by the
Human Resources
Department in determining the Grade Level of job classifications. The ten factors are: Job
related knowledge and skill requirements, Job related work or career experience, Supervisory
responsibility, Problem solving, Job related communication and interpersonal skills,
Accountability, Demands for mental concentration, Physical demands of the job, Accident or
health hazards associated with the job and Working conditions. There are several levels within
the factors depending upon the degree of difficulty or demands involved. Requests for
exceptions to the plan are occasionally necessary if the classification is especially difficult to fill
because of market conditions or unavailability of qualified applicants.
The Human Resources Department provided copies of the Oakland County Salary
Administration Plan Summary of Job Evaluation Factors and the Point Factor Job Evaluation
Plan. FY 2011 Salary Schedules were also available.
