The meeting was called to order by Chairperson Scott at 1:30 p.m. in Committee Room A, Auditorium
Wing, County Service Center, Pontiac, Michigan.

APPROVAL OF MINUTES OF April 13, 2011
Weipert moved to approve the minutes of April 13, 2011 as printed. Supported by Nuccio.
Motion carried on a voice vote.
PUBLIC COMMENT
Chris Moshier User Support Specialist II, Parks & Recreation, addressed the Committee regarding
agenda Item 2 his request for Job Audit per Merit Rule 3. He reviewed his reasons for requesting an
appeal of the Human Resources Department denial of a classification study.
Mr. VerPloeg announced appointments were available to the Commissioners for the Health Screening
project currently being offered in the Commissioners Auditorium.

MR #11078 WATER RESOURCES COMMISSIONER – FY 2011 – 2014 BUDGET TASK
The Oakland County Executive has assigned departmental budget tasks for FY 2011 – 2014. In order to
meet its share of the budget task the Water Res ources Commissioner has identified structural revisions in
staff positions that impact the General Fund. The revisions include the deletion of one SR FTE Drainage
District Legal Counsel and the deletion of one vac ant GF/GP FTE Account Clerk I position. The Department
proposes to create a new classification and position titled Paralegal - WRC (salary grade 9) effective 6/4/11.
Dwyer moved the Human Resources Committee Report to the Boar d with the recommendation
MR #11078 be adopted. Supported by Middleton.
Motion carried unanimously on a roll call vote .
JOB AUDIT REQUEST APPEAL FROM CHRISTOPHER MOSHIER, USER SUPPORT SPECIALIST II, PARKS &
RECREATION, PER MERIT RULE 3
On March 14, 2011, per Merit Rule 3, Christopher Moshier, a User Support Specialist II in the Parks &
Recreation Department submitted a request to the Human Resources Department for a classification study
to determine the appropriate classification based on job responsibilities as a User Support Specialist III. On
March 29, 2011 the Human Reso urces Department denied a request for a job audit. On April 1, 2011 Mr.
Moshier appealed the denial of a classification study. The Human Recourses Department is requesting this
appeal be received and filed with no further action taken.
Greimel moved to refer this matter back to the Human Resources Department to conduct the job
classification study. Supported by Dwyer.
Motion failed:
Scott, Bosnic, Nuccio, Weipert, Hatchett and Covey – no
Zack, Middleton, Dwyer and Greimel – yes
Hatchett moved to Receive & File the Job Audit Request with no further action taken. Supported by
Weipert.
Motion carried a voice vote.
