Chairperson Runestad called the meeting of the Public Services Committee to order at 1:32 p.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

APPROVAL OF THE PREVIOUS MINUTES
Dwyer moved to approve the Minutes of April 26, 2011 as printed. Supported by Matis.
Motion carried on a voice vote.
SHERIFF’S OFFICE – BUDGET TASK FY 2011, FY 2012 AND FY 2014
The Sheriff is requesting authorization to implement actions to address the Budget Task assigned by the
County Executive. These actions will become effective on June 1, 2011 and include the deletion of nine
General Fund/General Purpose (GF/GP) classifications, including five part-time none-eligible (PTNE) 400
hour classes and four full-time eligible classes and creation of two GF/GP PTNE 1,000 hours/year Court
Deputy I positions in the Administrative Services Division/Record Unit. These positions are currently vacant
and duties will be discontinued or reassigned. Total annual savings will be $256,198.
The Sheriff is negotiating with the State Department of Corrections to allow the State to rent beds at several
of the Sheriff’s facilities not currently in use. Any agreement would generate revenue to cover necessary
positions costs and the remainder of the Sheriff’s budget task for FY 2012 -2014.

SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE CHARTER TOWNSHIP OF
INDEPENDENCE - 2011
The Sheriff’s is requesting authorization to contract with the Charter Township of Independence to provide
marine patrol services. One General Fund/General Purpose part -time non-eligible 125 hours/year Marine
Safety Deputy I will be created in the Sheriff’s Office/Patrol services/Marine Safety Unit. The Hourly rates are
included as Schedule A. The Township shall identify in writing the designated lakes and waterways upon
which Marine Patrol Services shall be prov ided, a schedule and a not to exceed amount of billings for each.
The contract becomes effective May 23, 2011.
Covey moved approval of the attached suggested resolution. Supported by Taub.

Commissioner Dwyer recognized Unders heriff McCabe for his contribution to the County’s new interoperable
radio system. In turn, the Undersheriff recognized the contributions of all those involved and noted that the
effort began following the shooting at the Wixom Ford plant in 1995 when it was realized that not all l aw
enforcement agencies involved were able to communicate with each other.
PUBLIC SERVICES DEPARTMENT/ANIMAL CONTROL DIVISION – SERVICES AND DISPOSAL
INTERLOCAL AGREEMENT – EXTENSION OF CURRENT CONTRACT
Animal Control is requesting authorization to extend current Purchase Contracts at 2010 rates with nine of the
eleven communities that continue to provide their own animal contr ol services but use Oakland County
Animal Control as a boarding and disposal facility: Lathrup Village, the Cities of Berkley, Farmington, Hazel
Park, Madison Heights, Huntington Woods, Rochester and Troy and the Township of Southfield.
McGillivray moved approval of the attached suggested resolution. Supported by Taub.
Motion carried unanimously on a roll call vote.

OTHER BUSINESS/ADJOURNMENT
Commissioner Covey asked if the Prosecuting Attorney’s office could be asked to appear before the
Committee and provide an update on the status of the Medical Marijuana cases and court findings to date.
Ms. Meiers responded that she would present this request to the Prosecuting Attorney’s Office.
There being no other business to come before the Committee, the meeting was adjourned at 1:58
p.m.
