The meeting was called to order by Chairperson Scott at 1:30 p.m. in Committee Room A, Auditorium Wing,
County Service Center, Pontiac, Michigan.

MR #11143 CIRCUIT COURT – FY 2011 – 2014 BUDGET TASK
In order to meet its share of the budget task, the Circuit Court has identified revisions in staf f positions that impact
the General Fund. These revisions include the deletion of one Senior Court Reporter position and one Secretary III
position; the downward reclassification of one Case flow/Alternative Dispute Resolution Supervisor to an Office
Supervisor II classification effective 4/23/11, the creation of one Court Clerk position and one PTNE Secretary III
position effective 10/01/10.
Bosnic moved the Human Resources Committee Report to the Board with the recommendation
MR #11143 be adopted. Supported by Covey
Motion carried unanimously on a roll call vote with Weipert, Hatchett and Greimel absent.
MR # 11141 52-1 NOVI DISTRICT COURT POSITION DELETION/CREATION
In order to meet its share of the budget task the 52-1 Novi District Court has identified revisions in staff positions
that impact the General Fund. These revisions include the deletion of one full -time non eligible 2,000 hours District
Court Clerk I position and the creation of one part-time non-eligible 1,000 hours District Court C lerk I position.
Dwyer moved the Human Resources Committee Report to the Boar d with the recommendation
MR #11141 be adopted. Supported by Covey.
Motion carried unanimously on a roll call vote with Weipert, Hatchett and Greimel absent.
MR #11142 52-3 ROCHESTER HILLS DISTRICT COURT POSITION DELETIONS/CREATIONS
In order to meet its share of the budget task the 52-3 Rochester Hills District Court has identified revisions in staff
positions that impact the General Fund. These revisions include the del etion of two full-time eligible District Court II
positions and one full-time eligible Probation Officer III position. It is proposed to create one full -time non-eligible
2,000 hours District Court Clerk II position, two part-time non-eligible District Co urt Clerk II positions, one with a
sunset date of 10/01/12, and one full-time non-eligible 2,000 hours Probation Officer II position.
Nuccio moved the Human Resources Committee Report to the Board wit h the recommendation
MR #11142 be adopted. Supported by Covey.
Motion carried unanimously on a roll call vote with Hatchett and Greimel absent.
MR #11139 ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS POSITION DELETION
In an effort to meet the County Executive’s FY 2011 -2014 budget task the Economic Develo pment and Community
Affairs Department proposes to delete one PTNE 1,000 hours Technical Assistant position.
Nuccio moved the Human Resources Committee Report to the Board with the recommendation
MR #11139 be adopted. Supported by Covey.
Motion carried unanimously on a roll call vote with Hatchett and Greimel absent .
FISCAL YEAR 2012 SALARY RECOMMENDATIONS
The County Executive is recommending to the Human Res ources Committee to maintain the current salary ranges
for salary grades 1 – 21 plus all remaining classifications not represented by bargaining units with a 0% salary
adjustment; excluding Circuit, Probate and District Court Judges who are currently at the maximum rate allowed
and Appointed Board and Commission member and Commissioners addressed by MR #10025. The County
Executive makes no recommendation regarding elected officials’ salary adjustments. The County Executive
requests the following classifications be deleted from the County’s Salary Schedule: Chief Pharmacist, Photo Map
Technician, Court Service Officer Supervisor, Senior Tax Description Technician, Pharmacist, Sewer Meter
Supervisor, Pharmacy Technician and Victim Rights Leader.

FISCAL YEAR 2012 SALARY RECOMMENDATIONS (Continued)
Covey moved a 0% FY 2012 Salary Adjustment Recommendation pertaining to the County Executive,
Prosecuting Attorney, County Clerk/Register of Deeds, Water Resources Commissioner, Sheriff and County
Treasurer. Supported by Dwyer.
Motion carried unanimously on a roll call vote with Hatchett absent.
Covey moved the Human Resources Committee Report to the Board with the recommendation the above
mentioned Report be adopted. Supported by Middleton.
Motion carried unanimously on a roll call vote.
CONSENT AGENDA/COMMUNICATIONS
Zack moved to Receive & File Items A-D.
A. Position Change Summary
This represents all positions created or deleted by the County Commissioners for FY
10/01/10 – 7-6-11 (to date)
B. Vacancy Report
Dated 6/17/11 represents a list of vacant positions in various departments that remain in the
budget to allow the department flexibility in meeting their budget tasks. Some vacancies are
attributable to grant funding not yet received. The Sheriff’s Office has a large number of
positions that have been created and will be filled through the City of Pontiac contract.
C. FY 2012 – FY 2014 Budget Request Spreadsheets
These spreadsheets represent each departments’ requests impacting positions for Fiscal Years
2012 – 2014 and is included in the County Executives Recommended Budget book dated July
1, 2011 beginning on page 49.
D. Public Services/Community Corrections – FY 2012 Comprehensive Community Corrections Plan and
Grant Application
Supported by Covey.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Chairperson Scott questioned the Committee as to their feeling regarding Budget hearings. At this time it all
Departments have met their assigned budget tasks and it appears there is no reason to have any further formal
hearings. The final Human Resources Committee vote on the General Fund/General Purpose position request
portion of the budget is August 24th; if any Committee member wishes to discuss any of these requests with a
particular department they should notify the Chairperson; the department will be notified and scheduled to appear
before the Committee.
There being no other business to come before the Committee, the meeting was adjourned at 2:17 p.m.
