HUMAN RESOURCES COMMITTEE MEMBERS PRESENT: John A. Scott, Mike Bosnic, Helaine Zack, Thomas F. Middleton, Bill Dwyer, Beth Nuccio, Philip Weipert, Mattie Hatchett, Tim Greimel, Craig Covey HUMAN RESOURCES COMMITTEE MEMBERS ABSENT : None. OTHERS PRESENT: Circuit Court Bill Bartlam, Manager Lauran Howard, Chief Board of Commissioners Sheryl Mitchell, BOC Senior Analyst Helen Hanger, Sr. Committee Coordinator APPROVAL OF THE PREVIOUS MINUTES Middleton moved to approve the minutes of July 13, 2011 as printed. Supported by Dwyer. Motion carried on a voice vote. PUBLIC COMMENT None. CIRCUIT COURT – FY 2011 – FY 2012 ADOPTION INCENTIVE GRANT – APPLICATION/ACCEPTANCE Circuit Court is requesting authorization to accept a grant award of $191,498 from the Michigan Department of Human Services to assist in funding the Adoption Forum and pilot program for the period of August 1, 2011 through December 31, 2012. The Grant will be used to fund one full -time eligible Special Revenue DHS Liaison (Permanency Coordinator) and one part-time non-eligible 1,000 hours/year SR DHS Liaison (Permanency Coordinator), funding for Guardian Ad Litem Fees (L -Gals), travel expenses, IT equipment and training materials. The program seeks to find permanency for children when parental rights have been termin ated, with a goal of adoption, and to institutionalize adoption practices that reduce the time children are in foster care, reduce the State Ward Board and Care expenses for the time in care, etc. No grant match is required. Mr. Bartlam explained that the program had reduced the number of days abused and neglected children reside in foster care by 30 days. This will result in a large savings for the County. Zack moved to report to recommend approval of the attached suggested resolution. Supported by Weipert. Motion carried unanimously on a roll call vote. Ms. Howard announced that Mr. Bartlam had received a Justice Achievement Award for Court Management. CONSENT AGENDA/COMMUNICATIONS A. Position Change Summary B. Circuit Court – 2012 Michigan Drug Court Grant Program (Juvenile Drug Court) Grant Application C. Circuit Court – 2012 Michigan Drug Court Grant Program (Adult Treatment Court) Grant Application Covey moved to receive and file the communications. Supported by Nuccio. Motion carried on a voice vote.
