Chairperson Runestad called the meeting of the Public Services Committee to order at 11:00 a.m. in Committee Room A,
Commissioners’ Wing, County Service Center, Pontiac, Michigan.

Taub moved to approve the Minutes of August 9, 2011 as printed. Supported by Matis.
Motion carried on a voice vote.
Chairperson Runestad announced the addition of Item #5 to the agenda: Sheriffs’ Office – Contract for Auxiliary Deputy
Services in the City of Royal Oak 2011. There was no objection

CIRCUIT COURT – FAMILY DIVISION – OAKLAND COUNTY CHILD CARE FUND BUDGET 2011-2012
Oakland County is required to develop and submit a plan and budget annually for the provision of funding of foster care services
to the Bureau of Juvenile Justice, Department of Human Services. A plan has been developed for budget year October 1,
2011 through September 30, 2012 totaling $33,169,360. The Child Care Fund reimburses the county 50% of expenditur es for
children under the Court’s jurisdiction. Since 2008 Oakland County has reduced the number of children in foster care from
approximately 1,600 to 747 .
Chairperson Runestad requested the “Youth Board” be invited to enlig hten the Committee regarding their experiences.
Dwyer moved approval of the attached suggested resolution. Supported by Taub.

SHERIFF’S OFFICE – CONTINUATION OF OCCMHA AGREEMENT AND INMATE CASEWORKER POSITION
The Sheriff’s Office provides mental health services to inmates having serious and persistent mental illnesses. The Oakland
County Community Health Authority has provided support and partial reimbursement in the amount of $64,468 for one GF/GP
full-time inmate Caseworker position in the Corrective Services – Detention Facilities Division/Inmate Program Services.
Continuation of this position is contingent upon continued reimbursement funding.
Dwyer moved approval of the attached suggested resolution. Supported by Gershenson.

SHERIFF’S OFFICE – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP
OF BRANDON – 2011
The Charter Township of Brandon has contracted with the Oakland County Sheriff to provide law enforcement services. The
Township is requesting the addition of one Patrol Investigator from September 1 to December 31, 2011 bringing the number of
Patrol Investigators to two and total number of Deputies to eleven and one-half.
Matis moved approval of the attached suggested resolution. Supported by Covey.
Motion carried unanimously on a roll call vote.
MULTIDEPARTMENTAL; SHERIFF’S OFFICE AND COMMUNITY CORRECTIONS – 2011 EDWARD BYRNE MEMORIAL
JUSTICE ASSISTANCE GRANT (JAG) PROGRAM INTERGOVERNMENTAL AGREEMENT AND REVISED GRANT
APPLICATION
The Oakland County Sheriff’s Office and Community Corrections, along with the Cities of Pontiac and Southfield are applying for
$208,894 of funding under the 2011 Edward Byrne Memorial Justice Assistance Program for the period October 1, 2010
through September 30, 2014. Funding is based on Federal allocation and is distributed as follows: Oakland County $33,180;
City of Pontiac $121,903 and City of Southfield $53,811. Oakland County has been elected to serve as fiduciary and lead
agency for the entire award. There is no grant match required.

SHERIFF’S OFFICE – CONTRACT FOR AUXILIARY DEPUTY SERVICES IN THE CITY OF ROYAL OAK 2011
The City of Royal Oak has requested the Sheriff’s Office to supply Deputies at the hourly overtime rates as established by MR
#10262 for special events within the City.
Matis moved approval of the attached suggested resolution. Supported by McGillivray.
