Supported by Dwyer. Motion carried on a voice vote. PUBLIC COMMENT None SHERIFF’S OFFICE – FISCAL YEAR 2012 AUTO THEFT PREVENTION AUTHORIT Y (ATPA) – GRANT ACCEPTANCE The State of Michigan, Automobile Theft Prevention Authority (ATPA) has awarded the Sheriff’s Office funding in the amount of $1,365,434 (Contract $1,255,947 and Project Modification $109,487) for fiscal year October 1, 2011 through September 30, 2012. Farmington Hills, Hazel Park, Waterford, the Detroit Police Department and City of Pontiac (through the Oakland County Sheriff) are included in the grant award. The Oakland County matching funds requirements continues to be fifty percent of $825,758 ($412,879) and is available in the General Fund non - departmental grant match account. The award provides funding for one Sergeant and five Deputy II positions. The ATPA has authorized a project modification allowing the Sheriff’s Of fice to use Detroit Police Department funds to John A. In addition one unmarked vehicle with radio will be adde d to the County Fleet. Acceptance of this grant does not obligate the County to any future commitment. Zack moved the Human Resources Committee Report to the Board with the recommendation the above referenced resolution be adopted. Supported by Middleton Motion carried unanimously on a roll call vote with Bosnic and Greimel absent DEPARTMENT OF ECONOMIC DEVELOPMENT & COMMUNITY AFFAIRS – COMMUNITY & HOME IMPROVEMENT DIVISION – FY 2010 MORTGAGE MODIFICATION AND MORTGAGE SCAMS ASSISTANCE (MMMSA) HOUSING COUNSELING GRANT (FY 2010 REALLOCATED HOUSING COUNSELING FUNDING – NATIONAL COMPETITIVE) ACCEPTANCE The U.S. Department of Housing and Urban Development (HUD) has awarded Oakland County funds totaling $23,075.36 for the fiscal period October 1, 2011 through September 30, 2012. This award represents an 80% variance from the application of $113,847. The grant supports counseling services to homeowners to prevent or resolve mortgage delinquency, default and foreclosure with the primary objective to prese rve homeownership. One SR FTE Housing Counseling and Homeless Service supervisor position will be supplemented by HUD funding. Acceptance of this grant does not obligate the County to any future commitment and continuation of the special revenue positions in the grant is contingent upon continued future levels of grant funding. Dwyer moved the Human Resources Committee Report to the Board with the recommendation the above referenced resolution be adopted. Supported by Zack. Motion carried unanimously on a roll call vote with Bosnic and Greimel absent. HUMAN RESOURCES DEPARTMENT – EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS Under the provisions of Section VI-H-1, of Merit System Resolution #4606 the Human Resources Committee may recommend extension of Merit System eligible lists. The Human Resources Department is requesting a six month extension of 16 lists. Nuccio moved the Human Resources Committee authorize a six month extension as requested. Supported by Weipert. Motion carried unanimously on a roll call vote with Bosnic and Greimel absent. CONSENT AGENDA/COMMUNICATIONS Covey moved to Receive & File Items A-C. A. Position Change Summary B. Sheriff’s Office – 2012 Secondary Road Patrol - Grant Application C. Health Division –FY 2012 Building Healthy Communities (BHC) Implementation – Grant Application Supported by Middleton. Motion carried on a voice vote.
