CIRCUIT COURT – 2012 MICHIGAN DRUG COURT GRANT PROGRAM (ADULT TREATMENT COURT)
GRANT AGREEMENT
The Circuit Court applied for a grant with the State Court Administrative Office (SCAO). The Adult Treatment Court
has a budget of $224,429 which includes a SCAO grant award of $36,000, Community Corrections funding of
$100,000, local funding of $54,177 and General Funds of $34,252. The program provi des funding for drug testing
supplies and kits, contractual services for individual and family treatment and transitional housing. Two positions
are partially funded by this grant; the remainder of their cost is covered by Juvenile Drug Court program fund s as
they also support the Juvenile Drug Court. Continuation of these positions and future commitment are contingent
upon continuation of state funding and receipt of additional funding sources
Dwyer moved the Human Resources Committee Report to the Board with the recommendation the afore-
mentioned Resolution be adopted. Supported by Middleton.

CIRCUIT COURT – 2012 MICHIGAN DRUG COURT GRANT PROGRAM (JUVENILE DRUG COURT) – GRANT
AGREEMENT
The Circuit Court applied for a grant with the State Court Administrative Office (SCAO). The Juvenile Drug Court
has a budget of $487,862 which includes a SCAO grant award of $40,000, Child Care Fund contribution of
$423,719 (of which 50% is reimbursable), local funding of $3,125 and General Fund support of $21,018. The
program provides funding for drug testing supplies and kits, office supplies, personal mileage, indirect costs, and
individual, group, and family therapy. The program has one FTE position, Youth and Family Caseworker II,
partially funded by the grant with remaining costs funded by the Child Care Fund. It is requested one PTNE Youth
and Family Caseworker II position be created to be fully funded by the grant . Two FTE positions, Youth and Family
Caseworker Supervisor and Technical Assistant, provide administrative support and are partially funded by the
Child Care Fund. The Manager Court Services functions as administrator of this program, the Child Care Fun d
allows for up to 20% reimbursement of this position. Continuation of these positions and future commitment to this
program is contingent upon continuation of state funding and receipt of additional funding sources.
Middleton moved the Human Resources Committee Report to the Board with the recommendation
the aforementioned resolution be adopted. Supported by Covey.

SHERIFF’S OFFICE – FISCAL YEAR 2012 SECONDARY ROAD PATROL AND TRAFFIC ACCIDENT
PREVENTION PROGRAM GRANT ACCEPTANCE
The Sheriff’s Office applied to the Michigan Department of State Police – Office of Highway Safety Planning for
$761,310 in grant funding to conduct secondary road patrol activities for the peri od October 1, 2011 through
September 30, 2012. Oakland County was awarded $761,310; a decrease from 2011. The grant continues
funding for five FTE Deputy II positions and one FTE Sergeant position. One FTE Deputy II position will be
deleted. No county match or additional positions are required. Continuation of this program and associated
positions are contingent upon future levels of grant funding.
Zack moved the Human Resources Committee Report to the Board with the recommendation the
aforementioned resolution be adopted. Supported by Dwyer.

SHERIFF, PROSECUTING ATTORNEY – FISCAL YEAR 2012 OAKLAND COUNTY NARCOTICS
ENFORCEMENT TEAM (NET) BYRNE GRANT ACCEPTANCE
The Michigan State Police has awarded the Sheriff and Prosecuting Attorney grant funding in the amount of
$484,352. The State share of funding is $242,176, the County 50/50 match is $242,176 and the balance of
program funding of $218,500 will be derived from Sheriff ($154,490) and Prosecutor ($39,191) Drug Forfeiture
Funds and reductions to Prosecutor’s general fund expense budget($24,819); representing a total NET Byrne
program budget of $702,852. The Prosecutors office will delete one FTE Assistant Prosecutor III position and
partially fund the continuation of one FTE Assistant Prosecutor II position and one FTE Assistant Prosecutor IV
position which is under-filled with an Assistant Prosecutor III. The Sheriff’s Office will continue partial funding of two
FTE Sergeant positions, one FTE Deputy II position and one PTNE 1,000 hours per year Office Assistant II
position. Future level of service, including the continuation of positions is contingent upon the level of funding
associated with this agreement.
Zack moved the Human Resources Committee Report to the Board with the recommendation the

MR #11279 – SHERIFF’S OFFICE – LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CITY OF
PONTIAC, JANUARY 1, 2012 – DECEMBER 31, 2012
The City of Pontiac has contracted with the Sheriff’s Office to provide law enforcement services since August 1,
2011. The City, through the Emergency Manager, has expressed an interest in entering into a new, one year, law
enforcement services agreement. The City has requested 4,000 hours of PTNE Office Assistant II work be added
to this contract. It is also requested the current eighty -three positions be continued in the Contracted Patrol
Unit/Patrol Services Division of the Sheriff’s Office for this purpose. In addition, six positions will be continued in
the Communication Unit/Emergency Response & Preparedness Division. Four GF/GP Office Assistant II positions
(1,000) hours each will be created in the Contracted Patrol Unit, Patrol Services, Division, Sheriff’s Office. Future
level of service, including the continuation of positions i s contingent upon the level of funding associated with this
agreement. In addition this contract refers to an “Emergency Manager”, requires monthly base payment be made
in advance, “on the 15th of each month for services to be rendered in the following ca lendar month” and there is
also a 30 day cancellation clause.
Greimel moved the Human Resources Committee Report to the Board with the recommendation the MR
#11279 be adopted. Supported by Covey.
Greimel moved to amend the contract eliminating reference to prepayment and a 30 day cancellation clause.

HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2012 – FISCAL YEAR 2013 COLLECTIVE
BARGAINING AGREEMENT EXTENSION FOR EMPLOYEES REPRE SENTED BY AMERICAN FEDERATION
OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) COUNCIL 25 LOCAL 2437 (CIRCUIT
COURT/FAMILY COURT EMPLOYEES)
The County and AFSCME Council 25, Local 2437 have negotiated a collective b argaining agreement extension for
Fiscal Year 2012 and Fiscal Year 2013 for approximately 85 Circuit Court/Family Court employees. The Agreement
provides wages remain unchanged for Fiscal Year 2012 and a wage and benefit re-opener for Fiscal Year 2013.
Covey moved approval of the attached suggested resolution. Supported by Hatchett.
Commissioner Greimel pointed out Act No. 4 of the Public Acts of 2011 modified the title Emergency Financial
Manager to Emergency Manager therefore, the 4th WHEREAS should be corrected to read,” Emergency Financial
Manager”. There was no objection.

HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2012 COLLECTIVE BARGAINING AGREEMENT
WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY THE GOVERNMENT EMPLOYEES
LABOR COUNCIL
A revised resolution was distributed to the Committee by the Human Resources Department.
The County of Oakland and the Government Employees Labor Council have been negotiating a wage and benefit
re-opener covering approximately 129 Children’s Village Employees. The agreement provides that wages remain
unchanged for all employees represented by this bargaining unit for Fiscal Year 2012 and a wage and benefit re -
opener for Fiscal Year 2013.
Zack moved approval of the attached suggested resolution. Supported by Middleton.
Motion carried unanimously on a roll call vote with Bos nic and Nuccio absent.
HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2012 – FISCAL YEAR 2013 COLLECTIVE
BARGAINING AGREEMENT EXTENSION FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY
EMPLOYEES UNION (OCEU)
The County of Oakland and the Oakland County Employee Union have been negotiating an extension of the
current collective bargaining agreement for Fiscal Year 2012 for approximately 306 employees. The extension
provides that the current wage rate shall remain uncha nged for Fiscal Year 2012 and a wage and benefit re -opener
for FY 2013.
Covey moved approval of the attached suggested resolution. Supported by Dwyer.

HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2012 – FISCAL YEAR 2013 WAGE AND BENEFIT RE-
OPENER FOR FISCAL YEAR 2012 AND A COLLECTIVE BARGAINING AGREEMENT EXTENSION FOR
FISCAL YEAR 2013 FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY PROSECUTOR’S
INVESTIGATORS ASSOCIATION
A revised resolution was distributed to the Committee by the Human Resources Department.
The County of Oakland and the Oakland County Prosecutor’s Investigators Association have negotiated a
collective bargaining agreement wage and benefit re-opener for Fiscal Year 2012 and an extension for Fiscal Year
2013 for approximately six Prosecutor’s Investigators. The agreement provides that the wages remain unchanged
for Fiscal Year 2012 and a wage and benefit re-opener for Fiscal Year 2013.
Middleton moved approval of the attached suggested resolution. Supported by Zack.

HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2012 – FY 2013 COLLECTIVE BARGAINING
AGREEMENT EXTENSION FOR EMPLOYEES REPRESENTED BY TEAMSTERS LOCAL 214 (OAKLAND
COUNTY SHERIFF’S OFFICE – CORRECTIONAL HEALTH NURSES)
The County of Oakland and Teamsters Local 214 have been negotiating a contract covering approximately 18
Sheriff’s Office employees. The agreement provides that wages remain unchanged for Fiscal Year 2012 and a
wage and benefit re-opener for Fiscal Year 2013.
Covey moved approval of the attached suggested resolution.
Commissioner Greimel pointed out Act No. 4 of the Public Acts of 2011 modified the title Emergency Financial

HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 4 TH QUARTERLY REPORT FOR
FY 2011
The Salary Administration Plan approv ed by the Board of Commissioners for Salary Grades 1 -21 provides a
process for departments and employees to request a review of the salary grade placement of classification s. One
Classification, Court Resources & Program Specialist, was reviewed. The Hum an Resources Department is
recommending the Salary Grade be reduced from 14 to 11.
Dwyer moved approval of the attached suggested resolution. Supported by Weipert.
Motion carried unanimously on a roll call vote with Nuccio absent.

OTHER BUSINESS/ADJOURNMENT
Commissioner Hatchett indicated she has been receiving phone calls regarding the Sheriff privatizing the
Correctional Health Nurses. She asked Undersheriff McCabe if this was tr ue. Undersheriff McCabe advised the
Committee that an RFP had been issued and he would keep the Committee informed.
There being no other business to come before the Committee, the meeting was adjourned at 2:10 p.m.
