APPROVAL OF THE PREVIOUS MINUTES Gosselin moved approval of the minutes of December 5, 2011 with an amendment of the discussion under Item 6 as follows. HCMA employees belong to associations and are under five -year contracts negotiated by four staff officers who also give themselves whatever is negotiated also receive the same annual wage percentage increases and adjustments in benefits that the employee associations receive. MR #11302 – BOARD OF COMMISSIONERS – AUTHORIZE OAKLAND COUNTY CLERK/REGISTER OF DEEDS TO PROVIDE VETERAN PHOTO ID CARDS The resolution was introduced by Commissioner Dwyer, et al. to authorize the County Clerk/Register of Deeds to provide photo identification (ID) cards to veterans so that they may easily provide proof of service to local businesses offering discounts to veterans. Military discharge certificates or DD214 forms filed by veterans are maintained by the Clerk but are too large to fit easily in a wallet. The Clerk is currently in the process of acquiring equipment to p roduce similar ID cards for Concealed Pistol Licenses. This service would be provided for a nominal fee not to exceed $10 to ensure 100% cost recovery. Matis moved to report to recommend approval of the attached suggested resolution. Supported by Scott. Motion carried unanimously on a roll call vote with Crawford, Hoffman and Hatchett absent. 2. COUNTY CLERK/REGISTER OF DEEDS – ELECTIONS DIVISION – AGREEMENT TO UTILIZE THE SERVICES OF THE OAKLAND COUNTY BOARD OF CANVASSERS BY THE CITY OF FARMINGTON The Clerk/Register of Deeds is requesting authorization to contract with the City of Farmington to provide election certification services at $25.00 per precinct. Either party may terminate or cancel this Agreement upon ninety days written notice with a re solution to the other Party’s Legislative Body as detailed in the contract. Nash moved to recommend approval of the attached suggested resolution. Supported by Matis. Motion carried unanimously on a roll call vote with Hoffman absent. 3. MR #11320 – BOARD OF COMMISSIONERS – DESIGNATION OF WOODWARD AVE. IN OAKLAND COUNTY AS AN “ORANGE ROUTE” INSTEAD OF A “BLUE ROUTE” FOR WITNER MAINTENANCE AS DESIGNATED BY THE MDOT The resolution was introduced by Commissioners Taub, Zack, Potts and Jackson to request that the Michigan Department of Transportation change the designation of Woodward Avenue through GENERAL GOVERNMENT COMMITTEE Page 3 January 9, 2012 Oakland County to an “orange route” instead of a “blue route”, for a higher level of winter maintenance service. “Blue routes” have a lower level of winter m aintenance than other State routes, requiring only one wheel track cleared without use of overtime. “Orange routes” are considered critical and have a higher level of winter maintenance, requiring removal of all snow and ice from all lanes, using overtime if necessary. Royal Oak Beaumont, St. Joseph Mercy Oakland and Pontiac Osteopathic hospitals are all located on Woodward Avenue through Oakland County. Scott moved to report recommend approval of the attached suggested resolution . Supported by Quarles. Motion carried unanimously on a roll call vote. 4. DEPARTMENT OF HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – 2010-2011 HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS GRANT FUNDING AMENDMENT Homeland Security is requesting authorization to acc ept an additional $15,363.75 in Hazardous Materials Emergency Preparedness grant funds. Because fewer communities originally applied for these dollars than anticipated, those that had applied and been awarded funding were given the second opportunity to a pply for additional funds. MR #11070 authorized receipt of the original award of $7,870, for a total amended award of $23,233.75. Crawford moved to recommend approval of the attached sugg ested resolution. Supported by Hatchett. Motion carried unanimously on a roll call vote. 5. BOARD OF COMMISSIONERS – REMAINING 2011 APPOINTMENTS FOR SOLID WASTE PLANNING COMITTEE Applications received for unfilled seat designations on the Solid Waste Planning Committee were reviewed. Matis moved to schedule interv iews of the applicants for the next regular meeting on January 23 or February 6 if the first date was too soon for the applicants to schedule. Supported by Scott. Motion carried on a voice vote. 6. BOARD OF COMMISSIONERS – APPOINTMENTS FOR 2012 A list of those appointments that will need to be made during 2012 was reviewed. Commissioner Hatchett suggested that applications be sent to the incumbents and reviewed at the next meeting. Quarles moved that application forms be sent to the incumbents of the Community Mental Health Authority, the Jury Board and the Huron Clinton Metropolitan Authority. Supported by Matis.
