Chairperson Runestad called the meeting of the Public Services Committee to order at 1:41 p.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

Motion carried on a voice vote.

AGENDA ITEMS
1. CIRCUIT COURT – FY 2012 MICHIGAN MENTAL HEALTH COURT GRANT PROGRAM
(MMHCGP) GRANT AGREEMENT
The Michigan Mental Health Court (MMHCGP) grant program from the State Court Administrative
Office has awarded the Circuit Court funding in the amount of $11,825 for the period of October 1,
2011 through September 30, 2012. The award allows the Adult Treatment Court and Juvenile Drug
Court the capacity to treat offenders with co -occurring disorders (Mental Health and Substance
Abuse). The award will be used to provide drug screens, supplies, bus passes, CAFAS
assessment training, MADCP conference registration and general support to both drug court
programs. Acceptance of this grant does not obligate the County to any future commitment and any
special revenue positions and other program costs associated with this grant are contingent upon
future levels of grant funding.
Taub moved to report to recommend approval of the attached suggested resolution.
Supported by Matis.
Motion carried unanimously on a roll call vote with McGillivray absent.
2. CIRCUIT COURT – ACCEPTANCE AND AUTHORI ZATION TO EXPEND DONATIONS
FROM THE RESTORE FOUNDATION TO HELP OPERATE THE JUVENILE DRUG
COURT (JDC) IN FY 2012 AND CREATION OF YOUTH AND FAMILY CASEWORKER I
POSITION
The Juvenile Drug Court was implemented in 2000 to provide a regimented treatment and in tensive
judicial supervision to help juvenile offenders overcome their alcohol and chemical dependencies,
reduce recidivism, reduce criminal behavior and reestablish family relationships . SCAO grant
funding of $40,000 has been awarded to the County. The Restore Foundation is donating
additional funds in the amount of $50,000. These funds will increase the grant match budget of
local cash contributions allowing the Court to request the creation of one SR FTE Youth and Family
Caseworker I position for additional program staff support effective October 1, 2011. Additionally
one SR PTNE Youth and Family Caseworker II position will be deleted effective October 2 1, 2011.
Continuation of the positions associated with this grant is co ntingent upon receipt of st ate and
additional funding sources.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Covey.
Motion carried unanimously on a roll call vote with McGillivray absent.
COMMUNICATIONS
A. December 9, 2011 letter to Ann Russell, Corrections Administrator from Department of
State Police.
Matis moved to receive and file the communication. Supported by Taub.

OTHER BUSINESS/ADJOURNMENT
Commissioner Covey asked the Committee for comments regarding a bipartisan resolution
objecting to early release and/or minimum sentencing of career criminals allowing them back on the
street. There have been several high profile crimes and two murders in the Royal Oak/Ferndale
areas that have been committed by predators recently released early by the State. Chairperson
Runestad stated he would contact the Prosecutor and Sheriff for their input in preparation of
initiating a resolution
There being no other business to come before the committee, the meeting was adjourned at 1:55
p.m.
