The meeting was called to order by Chairperson Scott at 1:30 p.m. in Committee Room A, Auditorium Wing,
County Service Center, Pontiac, Michigan.

MR #11316 – CIRCUIT COURT – CREATION OF A NEW CLASSIFICATION OF PERSONAL PROTECTIO N
ORDER LIAISON AND RECLASSIFICATION OF A STAFF ATTORNEY POSITION
In 2003 the Michigan Supreme Court required the Family Division to designate a central access point to provide
the public and attorneys information regarding access to courts and court rela ted activities. In 2010 the Judicial
Support Division assumed the duties in an effort to provide services to victims of domestic violence, stalking,
and sexual assault rape for those who petition the courts for personal protection orders. The Circuit Cou rt

proposes to downwardly reclassify the Staff Attorney position to a newly created classification titled Personal
Protection Order Liaison to serve as a central point of contact between the Circuit Court staff and the general
public regarding the personal protection order process.
Zack moved the Human Resources Committee Report to the Board with the recommendation MR #11316 be
adopted. Supported by Bosnic
Motion carried unanimously on a roll call vote with Hatchett and Greimel absent
MR # 11313 – DEPARTMENT OF INFORMATION TECHNOLOGY – INFORMATION TECHNOLOGY POSITION
CHANGES
The Information Technology Department has reviewed its organizational needs and has proposed the creation of
two new Proprietary Funded (PR) classifications titled Chief Technology Officer and Enterprise Architect. T he
Department also proposes to retitle the Chief Manager Technical Architect to Chief Technolo gy Officer at the same
salary, delete the Chief Manager Technical Architect classification; upwardly reclassify one Data Base
Administrator position to the new classification of Enterprise Architect and downwardly reclass ify one Network
Systems Analyst II position to a Customer Service Technician II resulting in a salary savings of $10,561 to offset
the Enterprise Architect position.
Dwyer moved the Human Resources Committee Report to the Board with the recommendation
MR #11313 be adopted. Supported by Covey.
Motion carried unanimously on a roll call vote with Hatchett and Greimel absent.
APPOINTMENTS TO THE CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE
The Classification Determination Hearing Subcommittee was established in 1995 as a subcommittee of the Human
Resources Committee to hear appeals of job studies conducted by the Human Resource Department pursuant to
Merit Rule 3. The Subcommittee is compr ised of three Commissioner members and one alternate, with
appointments made for one-year terms from January 1 through December 31 each year.
Dwyer moved the Human Resources Committee reappoint Mattie Hatchett, Beth Nuccio and Philip Weipert to
the Subcommittee with Bill Dwyer as the alternate. Supported by Zack.
Motion carried unanimously on a roll call vote with Hatchett and Greimel absent.
CONSENT AGENDA/COMMUNICATIONS
Middleton moved to Receive & File Items A & B. Supported by Covey.
A. Position Change Summary
B. Community & Home Improvement Division FY2011 Housing Counseling Grant Application
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Another election will be held to fill the vacancies on the Personnel Appeal Board. It has been difficult to find
qualified individuals to run for election.
There being no other business to come before the Committee, the meeting was adjourned at 1:46 p.m.
