Chairperson Long called the meeting of the General Government Committee to order at 9:32 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

1. DEPARTMENT OF HEALTH AND HUMAN SERVICES – HOMELAND SECURITY
DIVISION – 2011 FEMA STATE OF MICHIGAN HOMELAND SECURITY GRANT PROGRAM
AMENDMENT
Homeland Security is requesting authorization to accept Federal Emergency Ma nagement Agency
pass-through funding of $8,091,476 from the State of Michigan under the 201 1 Homeland Security
Grant Program for Region 2. Funding includes a $541,780 State Homeland Security Grant and
Urban Area Security Initiative funds of $7,549,696. Oakland County may retain up to 5% of the total
award to fund Management and Administrative costs associated with the program. No County
match or in-kind contribution is required. The Region 2 Board is not recognized as a legal entity to
accept these funds and has voted Oakland County to act as the Fiduciary Agent and Subgrantee for
this purpose. Region 2 includes but is not limited to the City of Detroit, Macomb, Monroe, Oakland,
St. Clair, Washtenaw and Wayne Counties. Funding is used to prevent, deter , respond to and
recover from incidents of national significance, including threats and incidents of terrorism. The
Region 2 Security Planning Board will determine and prioritize program funding. Funds will provide
for the continuation of two special revenue (SR) full-time eligible (FTE) Homeland Security-Regional
SAP positions for regional planning activities. Two SR FTE Homeland Security -UASI Regional
SAP positions, one SR FTE Business Analyst position, one SR PTNE Technical Assistant position
and one SR full-time non-eligible (FTNE) Buyer II position in the Purchasing Division will also be
continued to discharge increased fiduciary and subgrantee r esponsibilities. One Intelligence
Analyst position will be created by separate resolution and funded thr ough previous multi-year
Homeland Security grants. This position will be appointed to the Fusion Center/Detroit and
Southeast Michigan Information and Intelligence Center (DSEMIIC) project.

2. DEPARTMENT OF HEALTH AND HUMAN SERVICES – HOMELAND SECURITY
DIVISION – ACCEPTANCE FOR 2011 MICHIGAN CITIZEN CORPS PROGRAM GRANT –
REGIONAL FIDUCIARY
Homeland Security (HS) is requesting authorization to accept U.S. Department of Homeland
Security 2011 State Homeland Security Grant reimbursement funding of up to but not exceeding
$93,642 from the State of Michigan for qualified expenses under the Citizen Corps Program
Partners of Community Emergency Response Teams, Medical Reserve Corps, Neighborhood
Watch, Volunteer in Police Service and Fire Corps. Beginning with this grant Oakland County will
also act as fiduciary to the 2011 Citizen Corps Program to Region 2. Oakland County may retain up
to $4,682 of the total award for management and administrative costs. Funds are used to increase

domestic preparedness through training and planning and to provide educational outreach, exercise
and equipment for participating communities. The funding period is September 1, 2011 to May 30,
2014.
Mr. Quisenberry indicated that he would provide a list of participating communities to
commissioners and reported that he has met with Royal Oak Township to s et up a plan.
Hoffman moved to report recommend approval of the attached suggested resolution .

3. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – REVISION
OF OAKLAND COUNTY SANITARY CODE, ARTICLE I
The Health Division is requesting authorization to revise Article I of the County’s Sanitary Code.
Revisions include clean-up language to be consistent with the State Public Health Code as it is
currently written and updating the monetary penalty for non -compliance from $100 per event to
$250 per violation. Each day the violation continues will be considered a separate violation.
Ms. Forzley explained that the penalty has not been adjusted since 1950 and the proposed increase
is consistent with other compliance laws. The Health Division would first work with a party in
violation to make corrections before the fine would be implemented. The main goal is to obtain
compliance and if someone refuses this is the incentive. Those who have financial challenges
would be referred to their community or to the County’s Community and Home Improvement
Program for possible financial assistance.

4. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – ADOPTION
OF ARTICLE XI, SEWAGE DISPOSAL SYSTEM INSTALLER LICENSING OF THE OAKLAND
COUNTY SANITARY CODE
The Health Division is requesting authorization to add Article XI - Sewage Disposal System Installer
Licensing - to the Sanitary Code. The new article would establish an education, training and
licensure program for onsite sewage disposal system installers and e stablish fees for educational
classes of $50.00 and licensing of $100.00 annually. A licensed individual must be on site for
installation, construction, alteration or repair of any on -site sewage disposal system. If a property
owner chooses to do the work themselves, they can pay to take the class and must pass the written
exam with a score of 70%. They do not have to pay the licensing fee. Installation companies
operating in Oakland County can elect to have more than one installer go through the prog ram.
Anyone installing an on-site sewage disposal system without a permit will have their licensed pulled.
Additional requirements include procedures for application, training, examination and
administration; license status, workmanship, non -compliance, appealing, etc. The Oakland County
Septic Installer Association has voted in support of this proposal.
Commissioner Scott explained that the Installers’ Association had approached the Sanitary Code
Appeal Board to implement such a program.

Messrs. Janette and Brendel spoke in support of changes to Article I and adoption of Article X to
help eliminate the problems caused by unlicensed installers. Currently in Oakland County you do
not need anything to be an installer. The fee would be consistent with sur rounding counties, some
of which also require a bond, e.g. Livingston County requires a $25,000 bond for licensed installers.

5. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION –
RELOCATION OF POSITIONS TO CHILDREN’S VILLAGE TO MEET FISCAL YEAR 2012 – 2015
BUDGET TASK
Health and Human Services is requesting authorization to transfer three positions from its Health
Division operations to Children’s Village for cost savings and efficiency as part of the department’s
budget task. One Office Assistant II, one Office Supervisor and one Public Health Nurse II will be
transferred to Children’s Village. The Office Supervisor position will be changed to a Secretary II.
Mr. Miller explained that his office was looking to make adjustments last year but had to wait until
Health West was closed. Two people will be transferred to Children’s Village and one position will
be filled by a new employee.
Crawford moved to recommend approval of the attached suggested resolution. Supported
by Scott.
