Chairperson Long called the meeting of the General Government Committee to order at 6:30 p.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

The Resolution is in opposition to State House Bills 4862 and 4863 which would amend the Public
Health Code and remove the Oakland County Health Division Office of Substance Abuse Services
designation as the Oakland County Substance Abuse Coordinating Agency without approval from
the Oakland County Board of Commissioners.
Representative Poleski from Jackson County ha s introduced legislation to merge coordinating
agencies into the Community Mental Health /PIHP facility. Mr. Miller explained that his office
became aware of this effort last week and immediately went to Lansing to testify in opposition along
with staff from the Oakland County Community Mental Health Authority . If the Bills were enacted as
currently written 16 agencies across the state would be eliminated with no cost savings shown. The
Michigan Association of Counties (MAC) is asking for the County’s position on this issue and Mr.
Miller asked that the resolution state that a copy be forwarded to MAC. A list of talking points was
provided by Mr. Miller.
The Committee agreed to add MAC to the resolution as a friendly amendment.
Scott moved to recommend approval of the attached suggested resolution. Supported by
Crawford.
Motion carried unanimously on a roll call vote.

There being no other business to come before the committee, the meeting was adjourned at 6:40
p.m.
