HUMAN RESOURCES COMMITTEE MEMBERS PRESENT: John A. Scott, Mike Bosnic, Helaine Zack, Thomas F. Middleton, Bill Dwyer, Beth Nuccio, Philip Weipert, Mattie Hatchett, Craig Covey HUMAN RESOURCES COMMITTEE MEMBERS ABSENT: None. OTHERS PRESENT: Board of Commissioners Sheryl Mitchell, BOC Senior Analyst Helen Hanger, Sr. Committee Coordinator APPROVAL OF THE PREVIOUS MINUTES Hatchett moved to approve the minutes of February 8, 2012 as printed. Supported by Dwyer. Motion carried on a voice vote. PUBLIC COMMENT None. HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 1ST QUARTERLY Human Resources has reviewed the salary grades for 3 classes/3 positions and is recommending that 1 class/1 position remain the same and 2 classes/2 positions be upgraded based on reasons outlined in the report. Hatchett moved to report to recommend approval of the attached suggested resolution. Supported by Middleton. Motion carried unanimously on a roll call vote. John A. MR #12038 – SHERIFF’S OFFICE AND HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – CREATION OF CLASSIFICATION AND POSITION OF INTELLIGENCE ANALYST FUNDED BY HOMELAND SECURITY GRANT The Sheriff’s Office and Health and Human Services-Homeland Security Division are requesting creation of one full-time eligible Special Revenue position titled Intelligence Analyst, salary grade 10, overtime non-exempt to act as a representative for Oakland County in providing research, analysis, evaluations and the correlation of highly sensitive information at the DHS Fusion Center in the City of Detroit – a hub of the Michigan State Police Fusion Center in Lansing. Funding for the position was previously allocated for with acceptance of Homeland Security grants. The position will be grant funded in its entirety beginning with the 2008 FEMA State Homeland Security Grant Program-Regional Fiduciary funding accepted under MR #09187, then the 2009 Award accepted by MR #10134, both which expire April 30, 2012, then by funding awarded and accepted for 2010 under MR #11118 expiring April 30, 2013. Once these funds are either fully expended or expired, the position will then be funded by the 2011 FEMA State of Michigan Homeland Security Grant Program Agreement (MR #12011) pending UASI Board approval. The position will require top clearance from the FBI. Nuccio moved to report to recommend approval of the attached suggested resolution. Supported by Dwyer.
