Supported by Quarles. Motion carried on a voice vote. PUBLIC COMMENT Commissioner Nash asked when MR #11229 – Board of Commissioners – Creation of the Veterans’ Services Advisory Council for Oakland County would be placed on the agenda. Commissioner Scott indicated that this resolution would be placed on the next agenda for April 9 and that Mr. Garth Wooten, Manager of Veterans’ Services, would be asked to attend. AGENDA ITEMS 1. DEPARTMENT OF HEALTH AND HUMAN SERVICES / HEALTH DIVISION – FISCAL YEAR 2011/2012 HURON VALLEY SCHOOL DISTRICT SERVICE AGREEMENT ACCEPTANCE The Health Division is requesting authorization to enter into a one-year service agreement with the Huron Valley school District to conduct groundwater monitoring that will include sampling from certain residences located near HVS’ s Bogie Lake Campus Wastewater Treatment Plan in White Lake Township. The Agreement reflects potential funding of $2,600. Mr. Miller explained that years ago the HVS District had a catch basin system and the MDEQ paid for the monitoring function. The source, in this case HVS District, is now required to do so. Testing will begin April 1. Crawford moved to recommend approval of the attached suggested resolution. Supported by Quarles. Motion carried unanimously on a roll call vote with Matis, Hoffman and Hatchett absent. Gosselin moved that the resolution be directly referred to the Finance Committe e pursuant to Board Rule IX.E. Supported by Crawford. Motion carried on a voice vote. 2. OAKLAND COUNTY HISTORICAL COMMISSION - PRESENTATION Ms. Radcliff and Ms. Luginski presented an update on the activities of the Oakland County Historical Commission (OCHC). The OCHC is a 9-member group of people (appointed by the Board of Commissioners’ Chairman) who are professionals recognized in their fields at local, state and national levels. The group meets regularly on the first Tuesday of each month and works daily to preserve Oakland County’s history and heritage. During Fiscal Year 2011 (Oct. 2010 – Sept. 2011) work was done to recognize the Civil War Sesquicentennial , to make citizens aware of the roll Oakland County played and how the War affected settlement and other events thereafter. The OCHC showcased ways that local groups could acknowledge the War in their communities, announced that a map would be done and asked for assistance. The mapping project was collaboration between the OCHC, the County Executive’s Planning and Economic Development Division and local historians. Ms. Luginski acted as GENERAL GOVERNMENT COMMITTEE Page 3 March 12, 2012 coordinator to gather, research and organize information. So much information from that time period was received that only 30% could be used on the map. History moved from scattered fac ts to become a learning tool . This project not only produced a real deliverable but created a stronger network between participants . Another map in the series will be developed next year. In October, 2010 (Fiscal Year 2011) through Dr. Stamp the annual archeology program was held at Oakland University with student involvement. Four Civil War dig projects were held throughout the County, including one at the Moses Wisner Home in Pontiac, home of the Oakland County Pioneer and Historical Society (OCPHS). Map work continued through the winter and in March 2011 an event was held in Birmingham to thank everyone for their efforts, A rough draft of the map was presented and pre -orders were taken. The County Executive presen ted the map and arranged sales through the OCPEDS One Stop Shop. The map is also being sold through local historical societies. The Civil War Workshops were made possible through partnership with the Waterford School District. Carol Bacak -Egbo, a member of the OCHC and a curriculum developer for the Waterford School District has shared a large Teaching American History Grant with the OCHC to arrange presenters and provide print materials. During Fall, 2011 (Fiscal Year 2012) Civil War commemoration activities continued. Focus was expanded to bus tours through Oakland County areas having major historical sites related to the Civil War. These tours will continue through fall. In February, 2012 OCHC d ecided to put its members through training and met with Janet Kreger, President of the Michigan Preservation Network to review what the OCHC was doing, what needs to be done and how to build its capacity to preserve Oakland County’s history and heritage . This facilitation has already begun to guide the Commission’s work. There will be more outreach activities including speaking engagements, tours in the northeast portion of the County and workshops. A morning workshop will be held on April 14 at Springfield Oaks Park, in conjunction with the Oakland C ounty Parks and Recreation Commission, on the history of the railroad in Oakland County . The OCHC will also be enhancing its web presence. Commissioner Crawford asked that commissioners be informed in advance of workshops to help with promotion. Ms. Radcliff stated that the professional members of the OCHC bring expertise the Commission could not pay for otherwise and that success was also due to its many partnerships. She explained that the OCHC is using electronic brochures more and would add the co mmissioners to their email address list. The Teaching American History grant end s in June so the OCHC may be reaching out to Commissioners to review funding. Scott moved to receive and file the informational material from the Oakland County Historical Commission. Supported by Quarles. Motion carried on a voice vote. MR #12054 – BOARD OF COMMISSIONERS – RECOGNIZING NATION AL COUNTY GOVERNMENT MONTH IN OAKLAND COUNTY – APRIL 2012 GENERAL GOVERNMENT COMMITTEE Page 4 March 12, 2012 The resolution was introduced by Commissioner Hatchett, et. al to recognize April, 2012 as National County Government Month in Oakland County , to encourage all officials, employees, schools and residents to participate in celebration activities and to recognize that the Board of Commissioners will host its annual Youth in Government Program in April for local high school students. Scott moved to report to recommend approval of the attached suggest ed resolution. Supported by Hatchett. Motion carried unanimously on a roll call vote with Matis and Hoffman absent.
