Supported by Nuccio. Motion carried on a voice vote. PUBLIC COMMENT None The Human Resources Department requested the agenda be amended to include Item #3 – Use of the Hiring Incentive Bonus by the Information Technology Department. Weipert Mattie Hatchett Craig Covey Human Resources Committee Page 2 March 14, 2012 PARKS AND RECREATION COMMISSION AND DEPARTMENT OF FACILITIES MANAGEMENT – TRANSFER OF OAKLAND COUNTY FARMERS’ MARKET AND FLEA MARKET The Oakland County Board of Commissioners established the Oakland County Farmers’ Market placing it under the operational control of the County Executive, Department of Facilities Management, Facilities Maintenance & Operations. The Board of Commissioners adopted MR #09328 authorizing the establishment of the Oakland County Flea Market under the control of the County Executive. The operation and management of the Farmers’ Market and Flea Market aligns with all aspects of the Oakland County Parks and Recreation Commission . In order to further develop this unique recreational, conservation and agricultural preservation program the County Executive can, with a majority vote of the Board of Commissioners, transfer to the Parks and Recreation Commission the operation of the Farmers’ Market and Flea Market. The Parks & Recreation Commission will receive 100% of both Markets’ revenues and be responsible for all future maintenance and improvements to the building/structures, both inside and out, including the parking lot. This resolution calls for the Deletion of Unit #1040730 from the Facilities Maintenance & Operations Division creating a new unit in the Parks & Recreation Department titled PR Oakland County Market #5060540. One PR funded PTE 1,560 hours per year Market Master Position will be deleted June 2, 2012. The classification of Assistant Parks Supervisor will be created in the Parks & Recreation Department, salary grade 10, effective June 2, 2012, exempt from Merit Rule 2.10.1.2 and be eligible for overtime over 40 hours in a work week. One PR funded FTE 40 hours per week non -exempt Assistant Parks Supervisor position, salary grade 10, in the PR Oakland County Market Unit of the Parks & Recreation Department will be created effective June 2, 2012. Nuccio moved to Report to the Board with the recommendation this resolution be adopted. Supported by Covey. Motion carried unanimously on a roll call vote with Zack absent. UPCOMING CHANGE IN EMPOYEE DISABILTY AND LIFE INSURANCE PROVIDER The County’s employee benefit package includes coverage for Short and Long Term disability Insurance and Life Insurance coverage that is provided by Aetna Life & Casualty Company. As a part of the Human Resources Department’s ongoing efforts to ensure a competitive benefits program the administrative contract for this coverage was recently sent out to bid. As a result a new vendor has been selected for these services. The new vendor will be the Hartford, effective May 1, 2012. There will be no change in the level of benefit coverage for disabilities or life insurance levels and options. REQUEST TO USE HIRING INCENTIVE BONUS BY THE INFORMATION TECHNOLOGY DEPARTMENT The Information Technology Department has been actively seeking a person to fill the hard to fill position of Supervisor II. A candidate has been interviewed and offered the position. IT is requesting the ability to use the incentive bonus, if necessary. This would be a one-time bonus of $4,700. Middleton moved to approve the request. Supported by Dwyer. Motion carried unanimously on a roll call vote. CONSENT AGENDA/COMMUNICATIONS Middleton moved to Receive & File Item A. Supported by Weipert. A. Position Change Summary Commissioner Weipert questioned the deletion of 27 positions in the Sheriff’s Department. T hese deletions are the result of the privatization of the Inmate Health Care Program. Most of these individuals have found other jobs within the County or with the provider.
