Chairperson Runestad called the meeting of the Public Services Committee to order at 1:30 p.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac, Michigan.

AGENDA ITEMS:
1. PROBATE COURT 2012 REORGANIZATION DELETING AND CREATING POSITIONS
The Probate Court is proposing a reorganizat ion to allow for the utilization of remaining positions to their maximum
potential, providing flexibility and accountability, incorporating efficiencies and allowing for increased supervision.
The Court is requesting deletion of four GF/GP positions and t he creation of five GF/GP positions. This
reorganization is budget neutral and allows for the creation of an additional PTNE GF/GP 1,250 hours per year
student position. No one will be laid off.
Taub moved approval of the attached suggested resolution . Supported by Bosnic.

2. SHERIFF’S OFFICE /PROSECUTING ATTORNEY – 2005 EDWARD BYRNE MEMORIAL JUSTICE
ASISTANCE GRANT (JAG) PROGRAM – AMENDMENT TO INTERGOVERNMENTAL AGREEMENT
In 2005 the U.S Department of Justice – Office of Justice Programs awarded Oakland County, along with the Cities
of Pontiac and Southfield grant funding in the amount of $307,854. In 2011 Oakland County began providing law
enforcement services for the City of Pontiac. This change in relationship with the City of Pontiac requires an
amendment to the grant transferring available equipment purchased with grant funds from the City to Oakland
County.

3. SHERIFF’S OFFICE – PROSECUTING ATTORNEY – 2006 EDWARD BYRNE MEMORIAL JUSTICE
ASSISTANCE GRANT (JAG) PROGRAM – AMENDMENT TO INTERGOVERNMENTAL AGREEMENT
In 2006 the U.S Department of Justice – Office of Justice Programs awarded Oakland County, and the City of
Pontiac grant funding in the amount of $114,411. In 2011 Oakland County began providing law enforcement
services for the City of Pontiac. This change in relationship with the City of Pontiac requires an amendment to the
grant transferring available equipment purchased with grant funds from the City to Oakland County.
Gershenson moved approval of the attached suggested resolution. Supported by Matis.

2007 EDWARD BYRNE MEMORIAL JUSTICE A SSISTANCE GRANT (JAG) PROGRAM – AMENDMENT
TO INTERGO VERNMENTAL AGREEMENT
In 2007 the U.S Department of Justice – Office of Justice Programs awarded Oakland County, along with the Cities
of Pontiac and Southfield grant funding in the amount of $299,465. In 2011 Oakland County began providing law
enforcement services for the City of Pontiac. This change in relationship with the City of P ontiac requires an
amendment to the grant transferring available equipment purchased with grant funds from the City to Oakland
County.

2008 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM – AMENDMENT TO
INTERGOVERNMENTAL AGREEMENT
In 2008 the U.S Department of Justice – Office of Justice Programs awarded Oakland County, along with the Cities
of Pontiac and Southfield grant funding in the amount of $98,869. In 2011 Oakland County began providing law
enforcement services for the City of Pontiac. This change in relationship wit h the City of Pontiac requires an
amendment to the grant transferring available equipment purchased with grant funds from the City to Oakland
County.

6. SHERIFF’S OFFICE, CIRCUIT COURT AND PROSECUTING ATTORNEY – 2009 ANNUAL EDWARD
BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM – AMENDMENT TO
INTERGOVERNMENTAL AGREEMENT
In 2009 the U.S. Department of Justice – Office of Justice Programs awarded Oakland County and the City of
Auburn Hills, the City of Farmington Hills, the City of Ferndale, the City of Hazel Park, the City of Oak Park, the City
of Pontiac, the City of Royal Oak, City of Southfield and Waterford Charter Township grant funding in the amount of
$431,928. In 2011 Oakland County began providing law enforcement services for the City of Pontiac. This change
in relationship with the City of Pontiac requires an amendment to the grant transferring available eq uipment
purchased with grant funds from the City to Oakland County.

52-3 DISTRICT COURT 2009 RECOVERY ACT: EDWARD BYRNE MEM ORIAL JUSTICE ASSISTANCE
GRANT (JAG) PROG RAM – AMENDMENT TO INTERGOVERNMENTAL AGREEMENT
In 2009 the U.S. Department of Justice – Office of Justice Programs awarded Oakland County and the City of
Birmingham, the City of Ferndale, the City of Hazel Park, City of Lathrup Village, City of Madison Heights , the City
of Oak Park, the City of Pontiac, the City of Royal Oak, City of South Lyon, City of Troy, City of Walled Lake, City of
Wixom, City of Novi, City of Southfield, City of Auburn Hills, the City of Farmington Hills, Bloomfield Township,
Waterford Charter Township, West Bloomfield Charter Township and White Lake Charter Township grant funding
in the amount of $1,991,207. In 2011 Oakland County began providing law enforcement services for the City of
Pontiac. This change in relationship with the City of Pontiac requires an amendment to the grant transferring
available equipment purchased with grant funds from the City to Oakland County.

JUSTICE ASSISTANCE GRANT (JAG) PROGRAM – AMENDMENT TO INTERGOVERNMENTAL
AGREEMENT
In 2010 the U.S Department of Justice – Office of Justice Programs awarded Oakland County, along with the Cities
of Pontiac and Southfield grant funding in the amount of $281,129. In 2011 Oakland County began providing law
enforcement services for the City of Pontiac. This change in relationship with the City of Pontiac requires an
amendment to transfer unspent grant funds from the City to Oakland County.
Dwyer moved approva l of the attached suggested resolution. Supported by Taub.

COMMUNICATIONS

OTHER BUSINESS/ADJOURNMENT
Undersheriff McCabe reported on the Sheriff’s activity in Pontiac since the transition. Ther e have been eleven
homicides arrests have been made in six with one pending. The cold case squad has been making progress. He
stated things are not as bad in Pontiac as portrayed in the news. Deputies have been asking party stores and gas
stations to take the synthetic marijuana, K2, off their shelves voluntarily; this product is often sold as incense. The
government has passed a law forbidding the sale, but must list all of the chemicals involved; manufacturers are just
adding another chemical making i t legal again; this product is killing people. Human trafficking is not a major
problem in Oakland County, but the Sheriff is working with the FBI to address this issue. The lawyer involved in
reopening the Oakland County Child Killer case is trying to make a name for himself; he is soliciting funds from the
public to continue his arguments for which there is no basis . No one in law enforcement wants to solve this case
more than the people currently working on it.
