OTHERS PRESENT: Sheriff’s Department Mike McCabe, Undersheriff Dale Cunningham, Business Manager Board of Commissioners Helen Hanger, Sr. Committee Coordinator APPROVAL OF THE PREVIOUS MINUTES Dwyer moved to approve the minutes of April 11, 2012 as printed. Supported by Middleton. Motion carried on a voice vote. PUBLIC COMMENT None. 1. MR #12102 – POSITION DELETION DUE TO TERMINATION OF 2011 MARINE PATROL SERVICES AGREEMENT FOR THE VILLAGE OF WOLVERINE LAKE The Sheriff is requesting authorization to terminate its 2011 marine patrol services agreement with the Village of Wolverine Lake, authorized pursuant to MR #11092, effective May 20, 2011 and to delete the related 125 hours/year General Fund/General Purpose (GF/GP) part -time non- eligible (PTNE) 125 hours/year Marine Safety Deputy I position. MR #12103 – SHERIFF’S OFFICE – BUDGETARY AND PERSONNEL ACTIONS TO STRUCTURALLY ADJUST SALARIES BUDGET The Sheriff is requesting to delete seven (7) positions and one (1) patrol vehicle in -lieu of a 1.5% pay cut as stipulated in the A-312 Arbitration Agreement with Bargaining Unit 10 – Oakland County Deputy Sheriff’s Association (OCDSA) and Bargaining Unit 15 – Oakland County Command Officers Association (COA) for Fiscal Years 2010, 2011 and 2012. The positions to be deleted were kept vacant pending the outcome of arbitration. The proposed structural changes will reflect what has already been assumed in the County’s adopted budget as a 1.5% salary reduction. Covey moved to report to recommend approval of the attached suggested resolution. Supported by Middleton. Motion carried unanimously on a roll call vote. 3. MR #12104 – SHERIFF’S OFFICE – CONTRACT FOR EMERGENCY MEDICAL DISPATCH SERVICES FOR THE CITY OF PONTIAC The Sheriff is requesting authorization to contract with the City of Pontiac to provide Emergency Medical Dispatch Services. Pursuant to MR #11020 the Sheriff entered into a contract with the City of Pontiac t o provide Fire Dispatch Services that included four dispatch positions. The contract expired March 31, 2012. The City of Pontiac has since contracted with Waterford Township for Fire Services but the City of Pontiac’s Emergency Manager has asked that the Sheriff provide Emergency Medical Dispatch Services. Two GF/GP FTE Dispatch Specialist positions will be deleted and two GF/GP FTE Dispatch Specialist positions will be continued. The contract period is April 1, 2012 through March 31, 2015. Hatchett moved to report to recommend approval of the attached suggested resolution. Supported by Dwyer. Motion carried unanimously on a roll call vote. 4. MR #12062 – WATER RESOURCES COMMISSIONER – REQUEST FOR APPROVAL OF PROFESSIONAL SERVICES CONTRACT WITH BEN LEWIS, P.E. FORMER COUNTY EMPLOYEE The Water Resources Commissioner is requesting authorization to enter into a professional services contract with former employee Ben Lewis to provide professional engineering services related to review and development of enhancements for major maintenance and capital improvements of water systems, sewage systems and drainage districts. The contract period is April, 2012 through April 2014 in a not to exceed amount of $294,500. The contract will be paid for through syst em reserves. MR #93300 requires approval from the Board of Commissioners for any Professional Services contracts with former employees. Bosnic moved to report to recommend approval of the attached suggested resolution. Supported by Middleton. Motion carried unanimously on a roll call vote. CONSENT AGENDA/COMMUNICATIONS A.
