Weipert Mattie Hatchett Craig Covey Human Resources Committee Page 2 May 23, 2012 HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 2ND QUARTERLY REPORT FOR FY2012 The Salary Administration Plan approved by the Board of Commissione rs for Salary Grades 1 - 21 provides a process for Departments and employees to request a review of the salary grade placement of a classification. Two job studies were completed in this quarter: Director – Elections, raised from Grade 16 to 17 and Public Health Sanitarian Technician, raised from Grade 7 to Grade 8. Zack moved approval of the attached suggested resolution . Supported by Bosnic. Motion carried unanimously on a roll call vote with Nuccio absent. HUMAN RESOURCES DEPARTMENT – PA 152 EXEMPTION FOR CALENDAR YEAR 2013 PA 152 of 2011, the “Publically Funded Health Insurance Contribution Act” sets forth various options that public employers may follow when providing healthcare benefits to their eligible employees. The County exercised its legal right to exempt itself from the Act’s cap and/or formula limitations for calendar year 2012. The County Executive recommends that Oakland County again formally exercise its legal right to exempt itself from the Act’s limitations for calendar year 2013 f or several reasons: to allow the County to continue making changes over time that yield significant reductions in health care costs in a manner fair to both taxpayers and employees, the fact that the County is self-insured, and an additional reason is the Act fails to provide a mechanism that would allow Oakland County officials to exercise their required due diligence by adopting a fiscal year 2013 budget only after knowing what the cap target allowed by law will be. The County’s fiscal year begins October 1st. Under Act 152 the Michigan Treasurer is not required to adjust the maximum payment permitted for each coverage category for medical benefit plan coverage until October 1st. The County Executive will be proposing to make cost -controlling changes to employee healthcare plans for calendar year 2013. Zack moved approval of the attached suggested resolution.
