OAKLAND COUNTY BOARD OF COMMISSIONERS – INTERGOVERNMENTAL AGREEMENT BETWEEN OAKLAND COUNTY AND THE ROCHESTER HILLS PUBLIC LIBRARY FOR THE OPERATIONS OF THE LIBRARY FOR THE VISUALLY AND PHYSICALLY IMPAIRED OAKLAND COUNTY BOARD OF COMMISSIONERS 1200 N. TELEGRAPH ROAD, PONTIAC, MI 48341-0475 Telephone (248) 858 -0100 FAX (248) 858 -1572 GENERAL GOVERNMENT COMMITTEE John Scott Bob Gosselin Jeff Matis Bob Hoffman Mattie Hatchett Jim Nash Nancy Quarles GENERAL GOVERNMENT COMMITTEE Page 2 June 7, 2012 The resolution authorize s an agreement to transfer operation of the Library for the Visually and Physically Impaired (LVPI) from Oakland County to the City of Rochester Hills Public Library (RHPL). If the agreement’s effective date falls before December 31, 2012 the County will pay the RHPL a sum prorated per day of service based on $120,000 until December 31, 2012 and for a 10 year period after that commencing on January 1, 2013 through December 31, 2022 the rate of $120,000 a year, plus an annual 3% increase beginning January 1, 2014. Mr. Daddow explained that the proposed agreement follows much along the lines of his April 13 memo previously provided to commissioners. The resolution will not go through the Human Resources and Finance Committees because of timing issues but both those aspects of the proposal are currently being developed and will be included in the county executive’s recommended budget for Fiscal Year 2013 presented on July 1, 2012. Commissioner Taub stated that other issues affecting the timing of the proposal include laws governing the library as well as physically moving the operation. The library will be shut down to be moved and arrangements will be made with the state until Rochester Hills can take over. Commissioner Gershenson asked why the contract included a 3% increase when LVPI national trends show that most reading will be on line and downloadable. She also expressed concern regarding transportation availability for LVPI users. Ms. Haig explained that the aspect of checking materials in and out will move to training users to download and setting them up for reader services, which is time intensive. Those ineligible for the service will be assisted with filling out an application to identify their interests and then putting that information into the computer. The RHPL will be open 7 instead of 5 days a week and RHPL staff will be sent to all 35 libraries to provide outreach training. This has never been done before. Mr. Daddow stated that the 3% increase of about $3,600.00 plus compound interest is less than the County’s cost but the contract will provide better service. The transportation problem is generally because of the Monday -Friday workweek. The RHPL will provide after-hours service to accommodate LVPI users and those who provide them with transportation. Ms. Haig advised that the RHPL has the second highest number of registered users in Oakland County even though the residents have opted out of the transportatio n millage. Conversations have begun with the Older Peoples’ Commission regarding transportation. Ms. Van Pelt added that the County will save at least $18,000 this year. The annual 3% increase tracks the Consumer Price Index with the potential for higher inflationary costs going forward. Mr. Daddow indicated that Human Resources is working with displaced LVPH staff and they are on the transfer list. Use of the vacated LVPH space will depend on what happens with the Reference Library and the need for courtroom space. Matis moved approval of the attached suggested resolution. Supported by Gosselin. Motion carried on a roll call vote with Gershenson and Nash voting no .
