Coordinator APPROVAL OF THE PREVIOUS MINUTES Gosselin moved approval of the minutes of August 13 , 2012, as printed. Supported by Crawford. Motion carried on a voice vote. APPROVAL OF THE AGENDA Scott moved approval of the agenda with an amendment to add “52 nd District Court – Approval of Fifty-Second District Court Magistrate – Charles Y. Cooper as #3, and to delete the Huron Clinton Metroparks Authority Board Update, per Mr. McCulloch. Supported by Quarles. Motion carried on a voice vote. OAKLAND COUNTY BOARD OF COMMISSIONERS 1200 N. AGENDA ITEMS 1. COUNTY CLERK/REGISTER OF DEEDS - ELECTIONS DIVISION – AGREEMENT TO UTILIZE THE SERVICES OF THE OAKLAND COUNTY BOARD OF CANVASSERS BY THE CHARTER TOWNSHIPS OF BLOOMFIELD AND WATERFORD A ND THE CITY OF BERKLEY The County Clerk/Register of Deeds – Elections Division is seeking approval of Canvassers agreements for the Charter Townships of Bloomfield and Waterford and the City of Berkley, as they all are requesting to utilize the services o f the Oakland County Board of Canvassers. The fee is $25.00 for every election precinct. Scott moved to recommend approval of the attached suggested resolution. Supported by Quarles. Motion carried unanimously on a roll call vote with Gershenson, Mat is and Hatchett absent. 2. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – PERFORMANCE GRANT AGREEMENT FOR FISCAL YEAR 2012 ACCEPTANCE The State of Michigan has awarded Oakland County $53,860 in grant funding for the period of October 1, 2011, through September 30, 2012. The purpose of this program is to encourage the development and comprehensive disaster preparedness and assistance plans, programs, capabilities and organizations by the states and local governments. The funds would be utilized a s a reimbursement for a portion of the salaries and is a pass -through of Federal funds and requires a 50% match in the amount of $53,860. This is the 40 th year of grant funding for this program. Mr. Quisenberry submitted proposed amendments/corrections t o the resolution at today’s meeting. Scott moved to recommend approval of the attached suggested resolution. Supported by Quarles. Scott moved to amend the resolution by changing the amount in the 1 st WHEREAS to $53,860, and in the 5th WHEREAS adding the language “in the amount of $53,860, and in the NOW THEREFORE BE IT RESOLVED paragraph, adding the following language, “with a 50% match from the County in the amount of $53,860 for total funding of $107,720.” Supported by Quarles. Motion to amend carried on a voice vote. Main motion, as amended, carried unanimously on a roll call vote with Gershenson, Matis and Hatchett absent. (A report by Water Resources Commissioner John McCulloch on activities of the Huron Clinton Metroparks Authority Board was inadvertently placed on today’s agenda as item 3 and will not be taken up until September 10th.) GENERAL GOVERNMENT COMMITTEE Page 3 August 27, 2012 3. 52ND DISTRICT COURT – APPROVAL OF FIFTY-SECOND DISTRICT COURT MAGISTRATE – CHARLES Y. COOPER The 52nd District Court is seeking Board of Commissi oners’ approval of the appointment of Charles Y. Cooper to serve as a magistrate for the 52 nd District Court, per MCL 600.8501(a). Hoffman moved to recommend approval of the attached suggested resolution. Supported by Nash. Motion carried on a roll call vote with Nash, Quarles and Gershenson voting no and Matis absent. COMMUNICATIONS A. Road Commission for Oakland County Minutes – 7/26/12 Scott moved to receive and file the communication item. Supported by Crawford. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Commissioner Crawford reminded the commissioners about the invitation to the VIP Reception for the Great Lakes Fair on Thursday, August 30, at 6:00 p.m., at the Suburban Collection Showplace, in Novi. She indicated that the fair officially runs from Friday, August 31 st through Monday, September 3rd. She said that tickets are available to purchase online.
