Chairperson Runestad called the meeting of the Public Services Committee to order at 1:30 p.m. in
Committee Room A of the Commissioners’ Wing, County Service Center in Pontiac, Michigan.

APPROVAL OF THE PREVIOUS MINUTES
Matis moved to approve the minutes of August 14, 2012 as printed. Supported by Dwyer.
Motion carried on a voice vote.
CIRCUIT COURT – FAMILY DIVISION - OAKLAND COUNTY CHILD CARE FUND BUDGET 2012-2013
Pursuant to provisions of Act 280 of the Public Acts of 1975, Oakland County is required to develop and
submit a plan and budget for the provision of funding foster care services to the Bureau of Juvenile Justice,
Department of Human Services annually. The combined budget is for $33,318,281.84 of which $4,713,975 is
provided by the State and the remaining $28,604,306.84 is provided by Oakland County. These funds are
used to place children in foster care, for issues regarding juvenile delinquency, inadequacy of parental control
and some institutional programs, i.e. Children’s Village. There is also a DHS subaccount that reimburses the
County 50% of their expenses.
Chairperson Runestad requested the Family Court provide the Committee with a summary of the preventive
services provided by the County to families before they reach the point of removing a child fro m their home.

Taub moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.
Motion carried unanimously on a roll call vote.
SHERIFF’S OFFICE – 2012 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG)
PROGRAM – GRANT ACCEPTANCE
The U.S. Department of Justice – Office of Justice Programs has awarded Oakland County, along with the
City of Pontiac, grant funding in the amount of $121,994 for the period of October 1, 2011 – September 30,
2015. The funds are distributed based on Federal allocation, Oakland County’s share is $25,856, and the
remaining $96,138 is for the City of Pontiac (via the Sheriff’s Office). There is no grant match. The Sheriff’s
Office is proposing the purchase of Video Enhancement equipment and funding overtime costs for high risk
drug area patrols within the City of Pontiac. The continuation of the program is contingent upon future levels
of grant funding.
Dwyer moved to recommend approval of the attached suggested resolution. Supported by Matis.
Motion carried unanimously on a roll call vote.
COMMUNICATIONS
McGillivray moved to Receive & File Communication Item A. Supported by Jackson.
A. Circuit Court - FY 2013 Urban Drug Court Initiative (UDCI) Pilot Program - Grant Application
Commissioner Taub commented this is a unique program in that it only affects crimes committed in
Pontiac involving drugs. The individuals arrested will appear before a Circuit Court judge designated
as the Urban Drug Court.
Motion to Receive & File carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Commissioner Covey requested the Sheriff provide information regarding a series high profile busts involving
the NET Team in Ferndale and Waterford last year. He would like to know at what stage these cases are in
the Courts and the cost involved. Chairperson Runestad stated he would follow up with the Prosecutor and
Sheriff’s Office to determine the status of these cases.
There being no other business to come before the Committee, the meeting was adjourned a t 2:00 p.m.
