Weipert Mattie Hatchett Craig Covey Human Resources Committee Page 2 September 24, 2012 FRIEND OF THE COURT – FY – 2013 COOPERATIVE REIMBURSEMENT PROGRAM (CRP) GRANT ACCEPTANCE The Michigan Department of Human Services, Office of Child Support has approved the Oakland County Frie nd of the Court’s Fiscal Year 2013 Title IV-D Cooperative Reimbursement Program Contract for three years October 1, 2012 through September 30, 2015. The Cooperative Reimbursement Program partially reimburses all Friend of the Court positions and positions in the Sheriff’s Office supporting the Friend of the Court. The FY 2 013 budget proposes to transfer one GF/GP PTNE Warrant Clerk position to the Sheriffs’ Office/Investigative Office/Sheriff - Friend of the Court, changing the funding to Special Revenue and to delete one SR PTNE Office Assistant I position in the Friend of the Court. The Michigan Department of Human Services, Office of Child Support has awarded Oakland County’s Friend of the Court grant funding of $14,696,527 of which $159,819 will be funded by fees collected; State CRP funds of $8,621,127; Oakland County gr ant match of $4,441,186 and Federal incentive Funds of $1,474,395. Future levels of service, including personnel, are contingent upon the level of funding from the State for this program. Zack moved to Report to the Board with the recommendation the above referenced resolution be adopted. Supported by Nuccio. Motion carried unanimously on a roll call vote with Weipert and Hatchett absent. SHERIFF’S OFFICE – FISCAL YEAR 2013 AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA) GRANT ACCEPTANCE The State of Michigan, Automobile Theft Prevention Authority has awarded the Auto Theft Unit funding in the amount of $1,330,455 for Fiscal Year 2013. The Oakland County Sheriff’s Department will administer the total grant award which includes a required match of $665,228 and is met by each participating municipality. The participating communities are Farmington Hills, Hazel Park and the Waterford and Detroit Police Departments. The FY 2012 grant award from ATPA authorized the creation of one SR Deputy II position in th e Sheriff’s Office assigned to the Detroit Police Department Auto Theft Program. Funding for this position is continued for FY 0213 through a separate ATPA grant awarded to the City of Detroit and will be reclassified from GF/GP to Special Revenue. Continuation of this program, including positions, is contingent upon continued grant funding of this program. HUMAN RESOURCES DEPARTMENT – COLLECTIVE BARGAINING AGREEMENT WAGE AND BENEFIT RE- OPENER FOR FISCAL YEAR 2013 FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY PROSECUTOR’S INVESTIGATORS ASSOCIATION The County of Oakland and the Oakland County Prosecutor’s Investigators Association have negotiated a Collective Bargaining Agreement Wage and Benefit Re-opener for Fiscal Year 2013 for approximately six Prosecutor’s Investigators. The agreement provides that wage s remain unchanged for Fiscal Year 2013 and should a general wage increase be provided to the non -represented employees this bargaining unit would be entitled to the same increase applied at the same time and the same manner. Upon ra tification of this agr eement, employees of this bargaining unit shall receive a $500 ratification bonus. The prescription co -pay will be $5/$20/$40 plus a $100 co-pay for an emergency room visit. Services at authorized urgent care facilities are not subject to the emergency room co-pay. Nuccio moved approval of the attached suggested resolution. Supported by Weipert. Motion carried unanimously on a roll call vote with Hatchett absent. Human Resources Committee Page 3 September 24, 2012 HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2011 – FISCAL YEAR 2013 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY DEPUTY SHERIFF’S ASSOCIATION (O.C.D.S.A.) The County of Oakland and the Oakland County Deputy Sheriff’s Association have negotiated a three year Collective Bargaining Agreement covering approximately 335 Sheriff’s Department employees including Corrections Deputy I, Corrections Deputy II, Forensic Lab Specialist I and Forensic Lab Specialist II. The agreement provides for a 1.5% wage reduction for Fiscal Year 2011 and wages remain unchanged for Fiscal Years 2012 and 2013. Should a general wage increase be provided to the non -represented employees this bargaining unit would be entitled to the same increase applied at the same time and the same manner. Upon ratification of this agreement, employees of this bargaining unit shall receive a $500 ratification bonus. The prescription co -pay will be $5/$20/$40 plus a $100 co-pay for an emergency room visit. Services at authorized urgent care facilities are not subject to the emergency room co-pay. Bosnic moved approval of the attached suggested resolution. Supported by Nuccio. Motion carried unanimously on a roll call vote with Hatchett absent. HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2013 COLLECTIVE BARGAINING AGREEMENT WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY MICHIGAN NURSES ASSOCIATION (MNA) The County of Oakland and the Michigan Nurses Association have negotiated a Collective Bargaining Agreement Wage and Benefit Re-opener for Fiscal Year 2013 for approximately 92 Public Health Nurses. The agreement provides that wages remain unchanged for Fiscal Year 2013 and should a general wage increase be provided to the non-represented employees this bargaining unit would be entitl ed to the same increase applied at the same time and the same manner. Upon ratification of this agreement, employees of this bargaining unit shall receive a $500 ratification bonus. The prescription co -pay will be $5/$20/$40 plus a $100 co -pay for an emergency room visit. Services at authorized urgent care facilities are not subject to the emergency room co -pay. HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2013 COLLECTIVE BARGAINING AGREEMENT WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY THE GOVERNMENT EMPLOYEES LABOR COUNCIL (GELC) The County of Oakland and the G overnment Employees Labor Council (GELC) have negotiated a Collective Bargaining Agreement Wage and Benefit Re-opener for approximately 129 Children’s Village Employees. The agreement provides that wages remain unchanged for Fiscal Year 2013 and should a general wage increase be provided to the non-represented employees this bargaining unit would be entitled to the same increase applied at the same time and the same manner. Upon ratification of this agreement, employees of this bargaining unit shall receive a $500 ratification bonus. T he prescription co-pay will be $5/$20/$40 plus a $100 co -pay for an emergency room visit. Services at authorized urgent care facilities are not subject to the emergency room co -pay. Human Resources Committee Page 4 September 24, 2012 HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2013 COLLECTIVE BARGAINING AGREEMENT WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) COUNCIL 25 LOCAL 2437 (CIRCUIT COURT/FAMILY COURT EMPLOYEES) The County of Oakland and AFSC ME Council 25 Local 2437 have negotiated a Collective Bargaining Ag reement Wage and Benefit Re-opener for Fiscal Year 2013 for approximately 85 Circuit Court/Family Court employees. The agreement provides that wages remain unchanged for Fiscal Year 2013 and should a general wage increase be provided to the non-represented employees this bargaining unit would be entitled to the same increase applied at the same time and the same manner. Upon ratification of this agreement, employees of this bargaining unit shall receive a $500 ratification bonus. The prescription co -pay will be $5/$20/$40 plus a $100 co -pay for an emergency room visit. Services at authorized urgent care facilities are not subject to the emergency room co -pay.
