APPROVAL OF THE PREVIOUS MI NUTES McGillivray moved approval of the September 11, 2012 Minutes. Supported by Dwyer. Motion carried on a voice vote. PUBLIC COMMENT Vickie Krigner, Susan Kalp, Luanne Green, Carrie McGowan, and several other Oakland County citizens expressed their concerns regarding the treatment of animals at the Oakland County Animal Control facility. Among their concerns were poor customer service and mistrea tment of animals. They have volunteered to photograph the animals to promote their adoption through we bsites, PetFinder and FaceBook. The suggestion was made that an oversight committee be formed. They have met with Mess rs. Obrecht, Zehnder and Mullan expressing their concerns but were unsuccessful in their attempt to bring about the changes they want to see in the operation of the facility. Mr. Taylor commented about the Friend of the Court and the lack of training of employees that come in contact with parents regarding parenting time guidelines. He r ecommends that funding for the Friend of the Court is withheld until the referees and counselors are properly trained. AGENDA ITEMS: 1. PROSECUTING ATTORNEY – FISCAL YEAR 2013 CRIME VICTIM RIGHTS – GRANT ACCEPTANCE The State of Michigan, Department o f Community Health has awarded t he Oakland County Pro secuting Attorney Victim Rights grant funding for the period of October 1, 2012 through September 30, 2013 in the amount of $188,900. The purpose of the grant is to comply with the mandates set forth in the Michigan Constitution and the Crime Victim’s Rights Act. This yearly grant is a fixed amount and represents only partial reimbursement of the Victim Services program. No grant match is required. Matis moved approval of the attached suggested resolution . Supported by Taub. Motion carried unanimously on a roll call vote with Gershenson and Jackson absent . 2. FRIEND OF THE COURT – FY 2013 COOPERATIVE REIMBURSEMENT PROGRAM (CRP) GRANT ACCEPTANCE . The Michigan Department of Human Services, Office of Child Support has approved the Oakland County Friend of the Court’s Fiscal Year 2013 Title IV -D Cooperative Reimbursement Program Contract for three years October 1, 2012 through September 30, 2015. The Cooperative Reimbursement Program partially reimburses all Friend of the Court positions and positions in the Sheriff’s Office supporting the Friend of the Court. The FY 2013 budget proposes to transfer one GF/GP PTNE Warrant Clerk position to the Sheriffs’ Office/Investigative Office/Sheriff-Friend of the Court, changing the f unding to Special Revenue; delete one SR PTNE Office Assistant I position in the Friend of the Court and delete one SR Full-time Warrant Clerk in the Sheriff’s Office/Investigative Office/Sheriff -Friend of the Court. The Michigan Department of Human Services, Office of Child Support has awarded Oakland County’s Friend of the Court grant funding of $14,696,527 of which $159,819 will be funded by fees collected; State CRP funds of $8,621,127; Oakland County grant match of $4,441,186 and Federal incentive Funds of $1,474,395. Future le vels of service, includ ing personnel, are contingent upon the level of funding from the State for this program. SHERIFF’S OFFICE – FISCAL YEAR 2013 AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA) GRANT ACCEPTANCE The State of Michigan, Automobile Theft Prevention Authority has awarded the Auto Theft Unit funding in the amount of $1,330,455 for Fiscal Year 2013. The Oakland County Sheriff’s Department will administer the total grant award which includes a required matc h of $665,227 and is met by each participating municipality. The participating communities are Farmington Hills, Hazel Park and the Waterford and Detroit Police Departments. Oakland County has been awarded $872,422 which includes a required 50% County cash match of $436,211.The FY 2012 grant award from ATPA authorized the creation of one SR Deputy II position in the Sheriff’s Office assigned to the Detroit Police Department Auto Theft Program. Funding for this position is continued for FY 2013 through a separate ATPA grant awarded to the City of Detroit and will be reclassified from GF/GP to Special Revenue. Continuation of this program, including positions, is contingent upon continued grant funding of this program. Dwyer moved approval of the attached suggested resolution. Supported by Bosnic. SHERIFF’S OFFICE – OCCMHA AGREEMENT AND CONTINUATION OF EXPANDED JAIL ALLIANCE WITH SUPPORT FOR INMATES (JAWS) AND RELATED POSITIONS The Sheriff’s Office provides mental health services to inmates having serious and persistent mental illnesses.MR #09267 the Byrne JAG Stimulus grant award expanded the existing post -booking jail diversion program (JAWS) to the female jail population who are experiencing addiction problems, which included treatment readiness services, coordination with the Courts to a c ommunity re-integration plan diverting them from jail and 90 days of follow -up services. The resolution requests the deletion of one SR FTE Inmate Caseworker position and two SR PTNE 1,000 hours per year Inmate Substance Abuse Technicians effective September 30 2012. OCCMHA has agreed to support and provide funding in the amount of $128,626 for the creation of one GF/GP FTE Inmate Caseworker and one GF/GP PTNE 1,000 hours per year Inmate Substance Abuse Technician in the Corrective Services -Detention Facilities Division/Inmate Program Services from October 1, 2012 through September 30, 2013 . Acceptance of these funds does not obligate the County to any future commitment. Continuation of the program and these positions is contingent upon continued funding . SHERIFF’S OFFICE – CONTINUATION OF OCCMHA AGREEMENT AND INMATE CAEWORKER POSITION The Sheriff’s Office provides mental health services to inmates having serious and persistent mental illnesses. The Oakland County Community Mental Health Authority is providing partial reimbursement for one GF/GP Inmate Caseworker position in the amount of $64,468 assigned to Inmate Program Services. Acceptance of these funds does not obligate the County to any future commitment. Continuation of this position is contingent upon continued reimbursement funding. PROSECUTING ATTORNEY – FISCAL YEAR 2013 COOPERATIVE REIMBURSEMENT PROGRAM (CRP) GRANT ACCEPTANCE The Michigan Departmen t of Human Services has awarded the Office of the Prosecuting Attorney a three y ear Cooperative Reimbursement Program (CRP) grant funding in the amount of $8,381,002.43 for the period October 1, 2012 through September 30, 2015 allowing for annual amendment s to adjust the contract to actual program incurred cost at the completion of each fiscal year. The total grant award for FY 2013 is $2,712,092.15 (Federal contribution is $1,789,981, 66%; County contribution is $922,111, 34%) The total grant award for FY 2014 is $2,751,301.30 (Federal contribution is $1,815,859, 66%; County contribution is $935,442, 34%) Total grant award for FY 2015 is $2,917,608.98 (Federal contribution is $1,925,622, 66%; County contribution is $991,987, 34%). This grant includes c ontinued funding for 24 positions. Future level of service, including personnel, will be contingent upon the level of grant funding available for this program. OAKLAND PET ADOPTION CENTER PRESENTATION Messrs. Zehnder and Obrecht responded to citizens present regarding the changes made at the Oakland Pet Adoption Center over the last nine years when Mr. Obrecht became the Manager. The save rate for dogs has increased to 71% from 58% and 56% from 33% for cats. Initiated a volunteer program and participates in 7 to 10 adoption events per year. Every animal adopted is spayed or ne utered. A new cleaning protocol has been instituted cutting down on disease. The Facility is open to the public on Saturdays and open late two days a week. There is a shelter program for intake and tracking of animals plus use of social media (Facebook, Petfinder, etc.) to advertise the animals available for adoption.
